1 RURAL DEVELOPMENT DEPARTMENT, HARYANA No. of Rural BPL Households in the State alongwith Definition of Rural Poverty At the instance of the Ministry of Rural Development, Govt. of India, the Below Poverty Line door to door surveys to identify the BPL households are conducted by the DRDAs in accordance with the prescribed procedure, definition of poverty, formats, time schedule etc. given by the Ministry. The field surveys are carried out for the 5 years plan periods. The basic objective of Below Poverty Line Survey is to identify families living poverty line who could be assisted under various ante poverty programmes. Results of the survey:- 1. Services league. A uniform criteria based on 5 parameters namely; Land, Housing, Household goods, Educational Status and standard of Living/ means of livelihood was adopted. Each parameter was assigned 0-10 score except education. The score on education parameter was 0-5. The total scores of the households are ranging between The results are as under :-

5 5. Socio-Economic and Caste Census-2011 The Govt. of India, Ministry of Rural Development, decided to conduct a Socio-Economic and Caste Census (SECC)-2011 for 12 th Five Year Plan. From this survey priorities families can be identified based on 14 exclusion indicators, 5 inclusion indicator and 7 deprived indicators. In Haryana State survey was conducted during 2011 in both Rural and Urban Areas by the Ministry through Bharat Electronics Limited (BEL) with the help of district authorities. SECC-2011 Features & Process 1. During the November, 2011, the Govt. of India, Ministry of Rural Development, had decided to conduct Socio-Economic and Caste Census survey to identify the BPL families for 12th Five Year Plan in the rural areas of the State. Similarly, in urban areas the Ministry of Housing and Urban Poverty Alleviation (MoHUPA) defined the criteria for urban areas. Registrar General of India (RGI) has provided their enumeration blocks, layout and registers including house listing used by them during census. The main features of the survey conducted in the year are as under:- Bharat Electronic Limited (BEL), as per agreement with GoI, conducted door to door survey to collect data in PC tablets through their operators in rural enumeration blocks and EBs in urban areas (each EB having families). Following officers were notified under to conduct SECC-2011 in rural areas of the State on :- Sr. Designation of SECC-2011 No. 1 Principal SECC-2011 Officers(PSO) Officer All the Deputy Commissioners in the State 2 District SECC-2011 Officers All the Addl. Dy. Commissioners in the State 3 Addl. Distt. SECC-2011 Officers All the Sub Divisional Magistrates, City Magistrates, District Development & Panchayat Officers, District Revenue Officers and Executive Magistrates. 4 Charge Officers All the Tehsildars/ Naib Tehsildars Charge Officers After completion of 100% Enumeration & Supervision, the draft lists were published in districts, blocks and Gram Sabha upto August 2012 for submission of claims and objections within 15 days by the general public. The said lists were also uploaded on MoRD website by Govt. of India. For filing, receiving and disposing claims and objections, officers were designated as under:- Sr. Officer Level No. 1 Gram Sachiv Panchayat Level 2 Block Dev. and Panchayat Officer Block Level (1st Appeal)

6 6 3 Addl. Dy. Commissioner and Distt. Dev. & Panchayat Officer (DD&PO) District Level (2nd Appeal) The Claims and Objections received from general public were resolved by the Gram Sachiv at Panchayat level, BDOs at block level and ADCs at district level. BEL with the help of NIC, Delhi (MoRD) has also uploaded the approved claims and objections on the website of MoRD BEL has sent the final PDF lists of all the districts for final publication as per protocol issued by MoRD, being Nodal Ministry. The Govt. of India has declared the SECC 2011 results of all the States on and made available on their website The State Govt. has published final lists of SECC 2011 of all the districts on 10 th Sept., 2015 at district level by District Administration. Criteria for SECC-2011 The SECC-2011 adopted the following, as categories based on indicators Automatic Exclusion of households in rural areas - 1. Households owning Motorized Two/Three/Four Wheelers/Fishing boats 2. Households owning mechanized Three/Four wheeler agricultural equipments 3. Households having Kisan Credit Card with the credit limit of Rs.50,000 and above 4. Households with any member as Government Employee 5. Households with Non-Agricultural Enterprises registered with Government 6. Households with any member earning more than Rs. 10,000 p.m 7. Households paying income tax 8. Households paying professional tax 9. Households having three or more rooms with all rooms with all rooms having pucca walls and roof 10. Households owning a Refrigerator 11. Households owning Landline Phone 12. Households owning 2.5 acres or more of irrigated land with at least 1 irrigation equipment 13. Households owning 5 acres or more of irrigated land for two or more crop seasons 14. Households owning at least 7.5 acres of land or more with at least one irrigation equipment. Automatic Inclusion:- 1. Households without shelter 2. Destitute /living on alms 3. Manual scavengers 4. Primitive Tribal Groups 5. Legally released bonded labourers

7 7 Deprivation Categories:- which can be considered as deprived on the basis of ranking to be developed for different schemes. Following deprivation indicators have been used:- 1. Households with only one room with kucha walls and kucha roof 2. Households with no adult member between age 18 to Female headed households with no adult male member between age 18 to Households with disabled member and no able bodied adult member 5. SC/ST households 6. Households with no literate adult above 25 years 7. Landless households deriving major part of their income from manual casual labour.
