1 Development of Social Statistics in Indonesia: a brief note Wynandin Imawan wynandin@bps.go.id BPS Statistics Indonesia 29 September Legal Setting Institutional: Statistics Law No ; BPS Statistics Indonesia directly under the President Presidential Decree on BPS organization Describe in the Law main tasks of BPS to provide basic statistics to compile data from administrative records to coordinate statistical activities done by other government institutions Activities 3 censuses: population, agriculture, economy Regular social and economic surveys Produce stats from compilation of administrative records Budgeting Annual Budget Law, issued annually regulates budget allocated to state and government institutions to finance activities in the said fiscal year => State Budget BPS annual budget is stated in the Annual State Budget 29 September

2 Social Statistics Provision Broad context Population and demography Social welfare and employment: sectors and cross cutting: poverty New emerging social issues: migrant workers, drugs, VAW and VAC, human trafficking, environment Data collecting on social stats Inter ministerial (social sectors) meeting to identify the needs information from individual ministry Data collection vehicles: Population census Regular social surveys Socioeconomic/HIES (quarterly): education, health, housing, sanitation, income, consumption Labor force (quarterly) Demographic and health (3 yearly), intercensal population (year ending with 5) 29 September Major development of Social Stats (1) Data collection Data collected and produced Years conducted Population census Demography (fertility, mortality, migration) 1961, 1971, 1980, 1990, 2000, 2010 In 2000 and 2010 a long form (± 40 vars) was collected to all households Intercensal Population Survey Major interest : ± 250 food items and ± 150 nonfood items collected Demography (fertility, mortality, migration) Income, Consumption, expenditure core stats education, employment, housing 1976, 1985, 1995, annually Due to growing demands on annual social welfare stats in 1992 the collection of Susenas had been changed into core and module system: Core questions on demography, education, health, employment, fp, housing and expenditute colected annually along with one of three modules. 3 New development of Social Stats The use of social statistics: Stats are usually used for geographical targeting, i.e., planners and programmers uses stats to determine the intervention in certain regions and certain area of concerns as well that based on the priority (also based by stats) What about the implementation of individual targeting? List of people/households eligible for desired program has to be available In 2005, government implemented Unconditional Cash Transfer (UCT) to the poor households. Government asked BPS to identified the poors and made registration to make list of the poors eligible for UCT. In 2008, the list had been updated by deleting ineligible households (inclusion errors) and adding new poor households. 4 key factors to statistical developments Evidence based policy making Quantitative goals and targets are clearly statistically measured and stated in planning documents Requires stats to be used in all stages of planning: situation analysis, policy formulation and policy making, program implementation, monitoring and evaluation Performance based budgeting Legislators ask ministries to provide stats to monitor and evaluate the progress and achievement of program; it is mandatory that stats produced by BPS International/Global commitments HDR: HDI and HPI have been used as instruments to allocate budget to provinces and districts; It requires annual Susenas data collecting MDGs Commitment of government to provide sustainable budget 29 September GOALS AND TARGETS (from the Millennium Declaration) Goal 1. Promote gender equality and empower women Target 4 Eliminate gender disparity in primary and secondary education, preferably by 2005, and to all levels of education no later than Ratios of girls to boys in primary, secondary and tertiary education Ratio of literate females to males years old Share of women in wage employment in nonagricultural sector Proportion of seats held by women in national parliament Goal 4.
