Docket No. PF (z) October 9, 2013 TO THE PARTY ADDRESSED: You are receiving this letter because your property has been identified as potentially being affected by newly identified project facilities that are part of the Elba Liquefaction Project (Project) proposed by Elba Liquefaction Company, LLC; Southern LNG Company, LLC; and Elba Express Company, LLC (collectively referred to as Companies ). Specifically, these added facilities consist of a new compressor station in Effingham County, Georgia, and metering facilities in Effingham and Chatham County, Georgia, as described in more detail below. Stakeholders with specific interest in these newly added facilities are also receiving this notification. On April 22, 2013, the staff of the Federal Energy Regulatory Commission (FERC or Commission) issued a Notice of Intent to Prepare an Environmental Assessment for the planned Elba Liquefaction Project, Request for Comments on Environmental Issues, and Notice of Public Scoping Meetings (NOI). The NOI is provided in Attachment 1 and includes a detailed description of the Project as planned by the Companies, with the exception of the newly planned facilities. All of the planned facilities will be discussed in the Commission s environmental assessment (EA) for this Project, as described in the NOI. Effingham County Compressor Station and Meter Stations EEC plans to install a 22,000 horsepower natural gas compressor that would be connected by approximately 150 feet of 36-inch-diameter suction and discharge piping to EEC s existing Elba Express Pipeline (see Attachment 2). The compressor station site, located along Low Ground Road, is approximately 32-acres and consists of planted pines managed for timber production. It would be adjacent to/near commercial/industrial areas including an existing water treatment plant and a power plant. In addition, EEC plans to install two meter stations at or near Port Wentworth, Georgia, for its connections with Southern Natural Gas Company, LLC, and Carolina Gas Transmission Corporation.
