Bose, Secretary Reference: Transcontinental Gas Pipe Line Company, LLC Update to List of Non-Conforming Service Agreements Docket No. RP16- Ladies and Gentlemen: Pursuant to Section 4 of the Natural Gas Act and Part 154 of the Federal Energy Regulatory Commission s ( Commission ) regulations, Transcontinental Gas Pipe Line Company, LLC ( Transco ) submits for filing the following revised tariff record to its Fifth Revised Volume No. 1 ( Tariff ). The tariff record is proposed to be effective on February 12, Part Section Version Description VI List of Non-Conforming Service Agreements Statement of Nature, Reasons and Basis On October 30, 2015, Transco submitted, in Docket No. RP , for inclusion in Transco s Original Volume No. 1A tariff, copies of seven negotiated rate service agreements under FT that contain provisions that do not conform to Transco s Form of Service Agreement under FT (collectively, the Agreements ). The Agreements, listed below, between Transco and the named shippers set forth the terms and conditions for firm

(Contract No ) Piedmont Natural Gas Company, Inc. (Contract No ) Public Service Company of North Carolina, Inc. (Contract No ) South Carolina Electric & Gas Company (Contract No ) Washington Gas Light Company (Contract No ) WGL Midstream, Inc. 2 (Contract No ) On November 24, 2015, the Commission issued an unpublished Letter Order in Docket No. RP accepting the tariff records containing the Agreements effective on the in-service date of the project. On January 8, 2016, Transco filed a notice with the Commission pursuant to Section (c)(2) of the Commission s regulations stating that the Leidy Southeast Project was placed into service on January 5, On November 17, 2015, Transco submitted, in Docket No. RP , for inclusion in Transco s Original Volume No. 1A tariff, a copy of a service agreement under FDLS that contains a provision that does not conform to Transco s Form of Service Agreement under FDLS. The agreement, dated November 5, 2015, between Transco and Newark Energy Center, LLC (Contract No , FDLS Agreement ), is related to Transco s Bayonne Delivery Lateral Project. 3 On December 9, 2015, the Commission issued an unpublished Letter Order in Docket No. RP accepting the tariff record containing the FDLS Agreement effective April 1, 2014, the date requested in Transco s filing. In accordance with Section (b) of the Commission s regulations, and consistent with Ordering Paragraph (H) of the Commission s order in Docket No. CP , Transco hereby submits Part VI, Section 1, Version to its Tariff to add the Agreements and the FDLS Agreement to the Tariff list of non-conforming service agreements.
