1 OVERVIEW The proposed Demicks Lake Pipeline Project involves approximately 22 miles of 24-inch diameter natural gas pipeline between a natural gas processing plant proposed by ONEOK Rockies Midstream (ONEOK) located west of Keene and a tie-in along Northern Border Pipeline Company s existing mainline located about eight miles southeast of Watford City. The new pipeline would not require the construction of a compressor station; however, WBI Energy would construct a meter station at the site of the proposed plant. ABOUT WBI ENERGY This proposed pipeline would be built, operated and maintained by WBI Energy Transmission, Inc. (WBI Energy). The company is part of the MDU Resources Group family of companies (NYSE:MDU) and is based in Bismarck. WBI Energy has over nine decades of experience designing, constructing and operating safe and reliable natural gas pipeline systems. Currently, the company operates over 3,800 miles of natural gas pipeline spanning portions of Montana, Wyoming, South Dakota and North Dakota.

2 OVERVIEW NEED The proposed Demicks Lake Pipeline Project would transport processed natural gas from ONEOK s proposed natural gas processing plant to Northern Border Pipeline. Upon entering this large interstate pipeline system, the natural gas would be available to markets throughout the mid-continent region of the United States. PRELIMINARY ROUTE SELECTION The preliminary route for the proposed Demicks Lake Pipeline Project is located entirely within McKenzie County. WBI Energy considers safety, agriculture, environmental considerations, land-use compatibility, constructability, and cultural resources when determining a proposed pipeline route. As the project proceeds through the regulatory process, the company will seek input from landowners and other stakeholders to determine the final pipeline route.

5 REGULATORY REVIEW PROCESS REGULATORY The proposed Demicks Lake Pipeline Project would be regulated by the Federal Energy Regulatory Commission (FERC) under Section 7(c) of the Natural Gas Act. WBI Energy plans to submit an application to FERC in January 2016 requesting a Certificate of Public Convenience and Necessity. The company is using the pre-filing review process for this project, the purpose of which is to encourage early involvement of interested stakeholders, facilitate interagency cooperation, and identify and resolve issues before the application is filed with FERC. 7 CONSTRUCTION SEQUENCE RECLAMATION AND RESTORATION Reclamation of the pipeline right-of-way to the condition of the land prior to the project is a priority for WBI Energy. Although the company may hire contractors to accomplish some of the construction work, WBI Energy is ultimately responsible for complete site restoration. WBI Energy acknowledges this responsibility and provides its complete contact information to all involved parties should problems exist with restoration.

8 CONSTRUCTION SAFETY Safety is important to North Dakotans -- it also is the highest priority in all that WBI Energy does. If approved, the new pipeline would be inspected, tested and monitored to ensure integrity and adherence to stringent federal safety standards. SAFETY PROGRAM FEATURES Well-trained and qualified professional staff High-strength, welded steel that meets rigorous federal, state and industry standards Application of fusion-bonded epoxy coating to protect pipe from corrosion Monitoring activities, such as pipe handling, loading and unloading, to ensure adherence to best safety practices Installation of a cathodic protection system to prevent corrosion X-ray inspection of pipeline construction welds to ensure integrity Prior to being placed in service, the pipeline is hydrostatically tested at pressures exceeding normal operating conditions in accordance with rules from the U.S. Department of Transportation Pipeline and Hazardous Materials Safety Administration

9 OPERATIONAL SAFETY WBI Energy has nearly a century of experience designing, constructing and operating a safe and reliable pipeline system that extends nearly 3,800 miles across portions of North Dakota, South Dakota, Montana, and Wyoming. In addition to regulatory oversight from the Federal Energy Regulatory Commission, pipeline operations are also subject to regulations from the U.S. Department of Transportation, Pipeline and Hazardous Materials Safety Administration.
