4 Important notes to the Bidders PART-I 1. Institute for Social and Economic Change (ISEC), invites sealed Tenders from reputed agencies / Contractors having adequate experience in carrying out House Keeping works in the office building located in Dr V K R V Rao Road, Nagarabhavi, Bangalore Intending Tenderer should have satisfactorily executed House Keeping contract either with any of the state government department/s, state PSUs or reputed private companies in the state, having floor area of not less than sft. (Sweeping, mopping, cleaning toilets with disinfectants etc.), at least for a period of one year [one year out of last two financial years i.e & ] and shall produce satisfactory service certificate to this effect. 3. The agencies should have the following registration and other certificates (a) Registration of establishment under shops & commercial establishment Act (b) Registration of establishment under ESI Act (c) Registration of establishment under PF Act (d) Registration of establishment under Service Tax Act / rules (e) The agency shall submit copy of the PAN card. (Copies of registration certificates shall invariably be enclosed to the tender documents) 4. Agencies whose contracts have been terminated/ foreclosed by any company / firm during the last 5 years due to non-fulfillment of contractual obligations are not eligible to bid. 5. Interested Agencies/Contractors may obtain blank Tender forms in person from the office or download from the Instituite s website 6. a) Duration of the Contract Twelve Calendar Months from the date of issue of letter of award/agreement b) Period of issue of blank tender to documents c) Last date for receipt of at 4.00 PM completed Tender 7. 5 9. Tenderers should pay an EMD of Rs.10,000/- in the form of Demand Draft or Pay Order drawn on a schedule bank, failing which the tender will be rejected. 10. The successful Tenderer shall give an undertaking that he would abide by the provisions of Employees Provident Fund and Miscellaneous Provisions Act 1952 including payment of EDLI, the Employees State Insurance Act 1948, The Payment of Wages Act 1936, the Payment of Gratuity Act 1972, Service Tax Rules and other applicable statutory provisions as amended from time to time. 11. Agencies whose contracts have been terminated / foreclosed by any company/department during the last 5 years due to non-fulfillment of contractual obligations are not eligible to apply. 12. The agencies shall submit the quotes in the schedule enclosed to the tender documents. Tenders not submitted in the form will be rejected. 13. The quotes of the agencies which do not fulfill the conditions herein will be rejected. 14. The Institute reserves the right to verify any information/documents furnished by the Tenderer, should the circumstances so warrant in the overall interest of the Institute. 15. The Institute is at liberty to increase or decrease the number of housekeepers during the tenure of contract as the circumstances so warrant Further details can be had from the office during working hours. 6 PART-II To: The Registrar Institute for Social and Economic Change Dr V K R V Rao Road Nagarabhavi, Bangalore Sir, TENDER FOR PROVIDING HOUSEKEEPING SERVICES IN THE OFFICE OF THE INSTITUTE AT BANGALORE I / We do hereby tender for providing housekeeping services to INSTITUTE FOR SOCIAL AND ECONOMIC CHANGE as per the quoted rate and in all respects in accordance with the conditions applicable NATURE OF SERVICE: PROVIDING HOUSEKEEPING SERVICES& DEOs IN THE OFFICE OF THE INSTITIUTE AT BANGALORE I/We enclose herewith a bank draft/pay order for Rs.10,000/- towards EMD. I am aware that the EMD will not bear any interest. Should my / our tender be accepted, I/We agreed to pay 5% of the contract value towards security deposit for due performance of the contract. If this tender is accepted, I/We agreed to abide by and fulfill all the terms and provisions of the said conditions of the contract annexed or in default thereof pay to the corporation the sum of money mentioned in the tender conditions without prejudice to any other right of the corporation I/We hereby distinctly and expressly declare and acknowledge that before the submission of this tender, I / We have carefully followed the instructions and I/We have made examination of the tender documents and the location where the housekeeping services are to be provided. 9 GENERAL CONDITIONS 1. The agencies are free to inspect the Office premises and obtain all the information required on all matters such as nature of work to be carried out, floor area, toilets location, working conditions, obstructions and hindrance of nature of works to be carried out, working conditions etc., before submitting the Tenders. The same will not be entertained at a later date. 2. A high standard of workmanship is expected out of this agreement and therefore, the tenderer shall adhere to the instructions from the officer in-charge from time to time and deploy personnel who are in possession of required skills to carry on the house keeping work. The materials to be used in carrying out the House Keeping works shall conform to relevant standards prevailing in the field. 3. The work shall be carried out with due diligence and all the work executed shall be in a workman like manner. In the event of any dispute arising, the decision of the Director, ISEC shall be final, binding and conclusive. 4. The Tenderer shall deploy the required personnel, tools, plants, materials for carrying out the House Keeping work. The rate quoted shall be inclusive of the cost of all materials, tools, plants, labour rates (including wages, Provident Fund, Gratuity, ESI and other statutory benefits) etc. 5. The agency has to issue two pairs of uniforms to the personnel deployed as house keepers. Therefore, the profit margin quoted by the agency shall invariably include the cost of uniform which shall not be less than Rs.600/- per person per year. Agencies which quote less than this, will be rejected. 6. All arrangements for transporting the men and materials required, to the office premises shall be done by the Tenderer at his own cost and expenses. 7. The Registrar reserves the right to order for repeating the house keeping operation, if in his opinion, the cleaning operation is not in accordance with the requirement contained in the Tender documents/instructions issued from time to time. 8. The Tenderer shall make his own arrangements for storage of all materials, tools, plants at a specified place earmarked for the purpose. The safety and security for the same shall be arranged by the Tenderer at his own cost. ISEC shall not be responsible for loss of materials and no claim whatsoever shall be entertained on this account. 9. Electric Power/Water required for carrying out the House Keeping operations will be made available free of cost to the extent possible and Tenderer shall exercise utmost care for judicious use of these resources. 10. The rates quoted shall be deemed to include everything necessary to satisfactorily carry out the House Keeping operations as determined by the ISEC. 9

10 11. Duration of the Contract:- The duration of the contract is twelve calendar months which can be extendable for a further period at the discretion of the Institute. However, the contract can be terminated by either party by one month s notice. 12. The rates quoted shall be firm and valid for the entire period of contract. No escalation on any account, in any form, will be entertained during the contract period. 13. The currency of the Tender shall be for a minimum period of 90 (Ninety) days from the date of opening of Tenders. If any Tenderer withdraws his Tender before the said period or makes modifications in the terms and conditions of the Tender, which are not acceptable to the Institute, then the Institute shall, without prejudice to any right or remedy, be at liberty to forfeit the Earnest Money Deposit submitted along with the Tender documents. 14. On completion of the house keeping operation (daily, weekly and fortnightly), the Tenderer shall remove all tools, equipments, debris etc., from the office premises and leave the place in a neat and tidy manner as directed by the Registrar, ISEC. 15. During the house keeping operations, the Tenderer shall carry out the work in harmony with the officials of the Institute in the best overall interest of the work. 16. The tenders shall be submitted in a sealed envelope super scribing the name of the work thereon, duly filling in all the particulars called for. 17. The rates shall be submitted only in the form of schedule attached to the tender documents. The tenderer shall indicate total rate per month both in figures and words for carrying out the house keeping operations for the entire area mentioned in the schedule. The total amount per annum shall also be indicated at the space earmarked in the schedule. The tenderers are advised to go through the annexure to the schedule to arrive the rate per person, per month before submitting the rates in the schedule. 18. The agency which quotes nil service charges or nil material costs will be rejected without assigning any reasons. 19. The agencies which quote below the prescribed rate (minimum wage) for the housekeeping services, such quotes will be rejected (prescribed rate means minimum wages fixed by GoK including provision for ESI, PF, Gratuity, EDLI and Service Tax). The breakup of estimated rate is as per the annexure enclosed to the tender documents. 20. No advance shall be paid for carrying out the house keeping operations. 21. The contractor is permitted to allow a day s paid casual leave per month to the persons deployed. In case any employee remains absent from work for one or the other reason, it shall be the responsibility of the contractor to give a suitable substitute within 48 hours of receiving information from the Institute. 22. Payment Terms:- The payment will be made on the basis of the bills submitted by the agency. The agency has to raise the bills in the name of ISEC. The bills shall be submitted on 1 st of the succeeding month, for having carried out the house keeping operations during the month, along with the copies of the Challans for having remitted applicable PF & ESI remittances including proof for disbursement of wages for the previous month at the determined rates i.e. Rs. net wages [after payment of applicable PF & ESI]. 10

11 Deductions towards Income Tax & other taxes will be made at the prevailing rates as per the relevant notifications from the bills. The bills submitted will be scrutinized with reference to the certification of attendance and payment will be made within 10 days. The agency has to disburse the wages before 5 th of the succeeding month. 23. The successful agency is required to keep 5% of the contract amount as security deposit for due performance of the contract at the time of entering into agreement with the Institute. 24. The Security Deposit will be released after THIRTY DAYS from the date of satisfactory completion of the contract period or one month after the final bill is paid whichever is later by adjusting any dues due to the Institute. 25. Unsatisfactory Performance: If the services rendered by the contractor are not satisfactory, the same will be brought to the notice of the contractor with a view to provide him an opportunity to improve the same in a stipulated period. If no improvement in the services rendered during the stipulated period is observed, a penalty equivalent up to 5% (Five Percent) of the value of the monthly payment will be levied on the contractor and will be deducted from the monthly bill. Notwithstanding anything contained in the Contract agreement attached here to, the services of the contractor can be terminated by the Institute by giving one month s notice to the contractor without assigning any reason whatsoever. ***** 11

12 SCOPE OF WORKS 1. The House Keeping agency shall carry out cleaning and other connected operations of the building comprising second floor, third floor and terrace floor, basement parking area, including staircase, passage, battery room, lift room, store rooms etc. The routine house keeping operations shall be completed half an hour before commencement of office hours i.e., by AM every day while other allied works shall be continued without affecting official work. This may be changed by the Institute, if the need arises. 2. The house keeping agency shall carry out the cleaning and other connected operations at daily/weekly/fortnightly frequencies as enumerated below by using appropriate cleaning materials of approved quality and make. A. DAILY OPERATIONS: a) Sweeping the entire floor area of the Office once a day in the morning and again as and when required including dusting by Vacuum cleaner. b) Wet mopping of the entire floor area of the office once a day in the morning with disinfectants and deodorants. c) Cleaning of toilets, wash basins with disinfectants twice a day and again, as and when called for. d) Dusting and cleaning of doors windows, furniture, fixtures, glass partitions, electrical fixtures and other equipments like computers, cubicles, table tops, chairs, overhead storage nits, side racks, drawer boxes, filling racks, cupboards, cabinets, paper trays, flower vases, Telephones etc. with wet cloth and vacuum cleaner. e) Clearing and cleaning of dust bins/waste paper baskets twice a day in the morning and in the afternoon. f) Washing and cleaning of drinking water glasses, cups & saucers, flasks, plates, spoons, coolers once a day in the morning. g) Spraying of room perfumes wherever required and as directed. h) Any other specific jobs assigned from time to time connected with house keeping. B. WEEKLY OPERATIONS: a) Thorough cleaning of furniture, Venetian and vertical blinds, partitions, doors/knobs and window glasses/grills with soap water. b) Thorough wash of all toilets with chemicals, acids, detergents etc. c) Cleaning of all light fittings like ceiling/pedestal fans, tube light fittings, air conditioners etc. d) Removing of cobwebs. e) Polishing of the metal name plates/boards. 12

13 f) Thorough cleaning of walls, floors, electrical fittings and ceiling of the office building. g) The Plumber should rectify the leakages etc., weekly once and whenever required. C. FORTNIGHTLY OPERATIONS: a) Spraying of disinfectants in and around the building, toilets, pantry etc. b) Removing of stains and spills on the table tops with suitable solvents. c) Rodent control operations: Keeping poison for rodents namely rats/bandicoots and removing the dead rodents neatly. Precaution shall be taken while identifying the locations for keeping the poisonous materials in the premises so that no human being shall come in contract with the poisonous materials. D. MONTHLY OPERATIONS: a) Sweeping and brushing of entire floor areas on all floors with water and necessary chemicals. b) Removing accumulated stains at the edges of the walls. c) Cleaning and Dusting of wooden/steel office furniture. d) Cleaning and removing stains from Rexene and external part of the office/staircases/landings etc. e) Removing cobwebs etc., from internal and external part of the office / staircases/ landings etc. f) Cleaning of terrace of office building. 3. All the cleaning material including access ladder, vacuum cleaner required for carrying out the operations shall be arranged by the agency. The agency shall arrange at its own cost soaps, phenyl, disinfectants, cleaning agents, chemicals, room fresheners etc. [standard branded materials only] for the use during the cleaning operations. 4. The house keeping agency shall deploy 06 house keepers on regular full time basis (including one supervisor) to discharge the specified activities. The personnel so deployed shall be under the direct control and supervision of the agency. INSTITUTE FOR SOCIAL AND ECONOMIC CHANGE will not have any thing to do with the employees of the agency. Out of the 06 house keepers, at least 03 house keepers shall also function as office boys. 5. The agency shall not engage any person who is below 18 years of age. 6. The personnel deployed by the House keeping agency shall maintain a high standard of discipline. 13

The house keeping agency shall be responsible for assigning duties to personnel deployed, and it shall comply with all the statutory requirements such as payment of wages, ESI, Provident Fund, Bonus, Gratuity, Group Link Insurance scheme etc., as per relevant laws of the land and other compensation payable under the Workmen s Compensation Act or any other benefits to the personnel deployed by the agency. INSTITUTE FOR SOCIAL AND ECONOMIC CHANGE shall not be responsible for non payment of any of the amounts to the staff of the House keeping Agency on account of Statutory Acts applicable. However, any liability that the Institute bears on account of failure to comply with any of these provisions by the agency, the same will be recovered from the House keeping agency. The House keeping Agency shall disburse the monthly wages to its personnel deployed in the presence of the officer designated by the Institute. 8. The house keeping agency shall comply with all the statutory requirements as may be applicable now and as amended from time to time which includes compliance with the Employees State Insurance Act 1948, employees Provident Fund Act payment of Bonus Act, Payment of Gratuity Act, Payment of Minimum Wage Act and any other statutes/enactments as may applicable from time to time. Any variation in the minimum wages including any revision in the Variable Dearness Allowance payable from time to time as announced by the Government of Karnataka shall be absorbed in the quoted rates by the House keeping agency. The agency shall maintain necessary Register/Records as required under the aforesaid statutes and produce the same as and when required to do so by INSTITUTE FOR SOCIAL AND ECONOMIC CHANGE/Statutory Authorities. 9. The agency shall comply with all applicable laws, ordinances, rules and regulations in respect of this contract and the employment of the workers by the agency and the Agency shall pay at its own cost all the charges in connection therewith. 10. The house keeping agency shall take necessary Insurance cover at its own cost for any accidents and towards any other amount that would become payable by House Keeping Agency under the workmen s Compensation Act or any other statute that would be applicable. 11. The house keeping Agency shall ensure that its personnel are in uniform with badges while on work. The agency shall issue photo ID cards to all its personnel with relevant details within 15 days from the date of deployment. Attendance register of house keepers deployed for the works shall be maintained by the House Keeping Agency separately. If any person engaged by the House Keeping Agency is found unsuitable or undesirable by the Institute, he/she should be immediately replaced. 12. The house keeping Agency shall deploy only lady house keeper/s for the purpose of cleaning the Ladies toilets located in the office premises. 13. The staff of House Keeping Agency shall be liable for security search during the course of work and at the time of leaving the premises. 14. The house keeping Agency shall indemnify INSTITUTE FOR SOCIAL AND ECONOMIC CHANGE against any losses, damages or claims to the property of the Institute or third party arising out of negligence, carelessness, misconduct of any of the personnel of the Agency deployed in the premises of INSTITUTE FOR SOCIAL AND ECONOMIC CHANGE. 14

In the event of any money becoming due to INSTITUTE FOR SOCIAL AND ECONOMIC CHANGE from the house keeping Agency during the currency of this contract either due to shortfall of services or due to loss or damages caused as stated in Clause 14 above or for any other reason, INSTITUTE FOR SOCIAL AND ECONOMIC CHANGE shall be entitled to recover such amounts from the Security deposit lodged with the Institute and/or from payments due to the agency. 16. The house keeping agency shall provide safety appliances such as safety shoes, hand gloves, safety belts etc., to its staff as and when required and ensure the usage of the same by their staff. 17. The house keeper shall normally carry out the work during the time specified by the Institute on the working days of the Institute. When need arises the Agency should work on holidays/after office hours. 18. The present working hours of the Institute are 9.00 AM to 6.00 PM from Monday to Friday. In the event of change of timings the agency shall carry the work as per the rescheduled timings. 19. The INSTITUTE FOR SOCIAL AND ECONOMIC CHANGE shall not be responsible for providing food and / or transport to the staff of the house keeping agency. 20. INSTITUTE FOR SOCIAL AND ECONOMIC CHANGE will not be responsible for any loss to the property or to persons of the Agency in the event of fire, catastrophe or civil commotion etc., if so occurs. 21. The cleaning materials brought by the house keeping agency may be stored at the INSTITUTE FOR SOCIAL AND ECONOMIC CHANGE Office by the Agency at specified location, under lock and key. 22. The house keeping agency, under no circumstances, whatsoever, shall slow down/stop the designated operations as mentioned in the conditions aforesaid. Registrar 15
