GIZ s business volume was about EUR 2.1 billion on 31 December To examine Egypt s projects portfolio, please visit us on About the Programme The Participatory Development Programme in Urban Areas (PDP) is an Egyptian-German development programme implemented in cooperation between the Egyptian Ministry of Urban Renewal and Informal Settlements (MURIS) and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. The PDP was initiated in 2004 and goes until December Co-financing partners are the European Union (EU) and the Bill and Melinda Gates Foundation, in addition to, the core-financing of the German Federal Ministry for Economic Cooperation and Development (BMZ) and contributions by the Egyptian side. It focuses on the upgrading of informal areas in Greater Cairo Region (GCR) by introducing and supporting the implementation of participatory methodologies for urban upgrading with public administration and civil society organizations to improve service provision, and thus, living conditions in an integrated manner to alleviate urban poverty. The on-going phase of the Programme has as an overall objective of: Public administration and civil society organisations improve services and environmental conditions for the poor urban population with the following four components: Component 1 focuses on the dissemination of participatory urban development procedures and tools and their institutional anchorage. Component 2 focuses on ways and means to increase the resilience of informal areas to climate change. Component 3 has the objective of establishing an integrated and community-based solid waste management system in two selected areas (Khosoos and Khanka, Qalyubeya Governorate) financed by the Bill and Melinda Gates Foundation. This Component was mainly completed at the end of Component 4 is tackling the improvement of the living conditions in 9 unplanned informal urban areas (three informal areas each in Cairo, Giza and Qalyubeya Governorates) through funds implemented according to EU s grant procedures taking into account the active participation of youth, women, civil society organizations and the private sector. Additionally, a fund for Local Initiatives is managed by the PDP and financed by the Egyptian Government. 2

Responsibilities has the following overall responsibilities: implementing daily operational aspects of all issues related to PDP processing technical aspects and further developing the area of responsibility in accordance with the specified quality standards coordinating all activities with regard to Fund management component (#4) in the Governorate providing on the job training to all Urban Upgrading Units and grant beneficiaries monitoring and evaluation information needs maintaining of a good flow of communication and information between all involved institutions and counterparts and GIZ B. Tasks 1. Strategic functions: supports in the development and implementation of an overall strategy for capacity development of Local Area Dialogue Committees (LADCS) for the programme. This strategy should build on the programme s previous conceptual and empirical efforts in the field of urban upgrading, and at the same time, respond to new partners landscape and changing political environment manages all the PDP Project Implementation Support Staff (PISU) in the Governorate team: this includes supervising implementation of fund management activities, assessing performance and providing technical support developing the role, the mandate and the scope of work of LADCs in the informal areas as a community voice reviews expenses for development projects of grant beneficiaries assists national and international advisers in carrying out their work in the Governorate monitors the implementation of projects action plans and helps synchronise the planning and budgeting system and counterparts for grant beneficiaries (together with other PDP colleagues) 2. Advising the partner institution(s) supports in the communication of capacity development and institutionalisation strategies to PDP s partners, especially the Governorate of Qalyubeya. supports in identifying the need for any external technical input to the component and designs terms of reference for consultancies and/or contracting out of technical inputs deals with the design, preparation and implementation of workshops, seminars and other events on issues related to LADC or the grant scheme supports and helps identify the needs of government institutions and NGOs 3. Networking and cooperation supports and maintains cooperation with relevant stakeholders, including but not limited to, CSOs, grant beneficiaries, LADCs, and local administration working towards implementing small and medium scale measures in PDP s targeted informal areas 3

4 supports cooperation, regular contact and dialogue with community representatives and CSOs and relevant governmental entities to improve and maintain good working relationships communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the programme 4. Knowledge management ensures knowledge transfer to programme information draws up reports and presentation documents prepares appropriate input for various programme reports including annual reports to the BMZ and the EU, and contributes to other reports required by the Programme Coordinator and GIZ Head Office 5. Coordination tasks and others coordinates relevant programme activities at local level in consultation with the manager and in cooperation with the partners, both as regards implementation and preparing organisational aspects compiles the relevant information for joint programme activities coordinates with the PDP visibility Advisor to provide all necessary visibility materials to UUUs, LADCs and grant beneficiaries to ensure knowledge sharing and good marketing of PDP activities. coordinates and assists in preparing and conducting Fund management activities coordinates the use of office and transport capacities in accordance with the agreement on the use of facilities at the relevant office location regularly consults with the GIZ officer responsible for the contract and cooperation on all project activities 6. Required qualifications, competences and experience Qualifications BA in an area that is related to the programme objectives proven record of working with community groups in the field in urban areas Professional experience at least 3 years professional experience in a comparable position ideally, previous experience with international donor organisations Other knowledge, additional competences very good working knowledge of IT technologies (related software, phone, fax, , the internet) and computer applications (e.g. MS Office) fluent written and oral knowledge of the English and Arabic excellent communication and organisational skills capacity to work well in a team ability to work under pressure knowledge of GIZ policy and tools and previous GIZ-work experience are desirable willingness to upscale as required by the tasks to be performed corresponding measures are agreed with management flexibility is expected especially, with regards to, additional tasks that may be required by the programme 4
