The open Dutch and Class Championships (ORC 1-4 and ORC TwoHanded) are organised under the auspices of the Royal Netherlands Watersport Association (RNWA) and in conjunction with the RORC. The R.O.R.C. North Sea race The R.O.R.C. North Sea race is organised by the Royal Ocean Racing Club in England. RULES 1.1. The Regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS) The Rules for Championships Sailing, Windsurfing and Kiteboarding will apply for: ORC 1-4 in the Yeoman Challenge North Sea Regatta Trophy; TwoHanded Class in the Vuurschepen Race, North Sea Race and Yeoman Challenge North Sea Regatta Trophy Racing rules are changed as summarised in Class rules are changed as summarised in SI-Gen If there is a conflict between languages the original text will take precedence Every person on board who has domicile in the Netherlands shall have the required license Arbitration will be used for breaches of part 2 RRS. SCHEDULE OF RACES AND FIRST WARNING SIGNALS The schedule of races below shows the time of the first warning signal of the day for each fleet, the number of races to be sailed and the location of the race area for each fleet on each day of racing. For further information on combination of classes in starting groups, and starting sequences for starting groups see the fleet s sailing instructions. The schedule also indicates the provisional allocation of classes to fleets. Any changes to this allocation will be announced by posting on the official notice board before 20:00 (local time) on the day before they will take effect. At the end of each racing day an optional race may be scheduled which includes finishing inside Scheveningen harbour entrance. This Harbour Race is not part of the North Sea Regatta Series (additional, discretional) Instructions for this race are included in Attachment A2 Sailing instructions general part 2

3 Schedule of races and first warning signals North Sea Regatta All times are local times IRC and ORC TwoHanded Class (Both Vuurschepen and North Sea Race are included in the TwoHanded Class Open Dutch Championship under ORC Double Handed or Short Handed Offshore handicap) Tuesday 3 May Friday 6 May Friday 13 May Saturday 14 May Sunday 15 May Monday 16 May Racing areas are indicated in bold Vuurschepen / Harwich Race (approx. 140 NM) Skippers meeting at 16:00 on 3 May 18:55 R.O.R.C. North Sea race (approx. 180 NM) 10:20 Yeoman Challenge North Sea Regatta Trophy (maximum 9 races: ) Races are on windward-leeward courses (W/L), planned to last approximately 1 hour for the first boat to finish. On one day a coastal race (a medium distance race, course type 3, planned to last approximately 3 hours) will be sailed instead of 2 W/L races. When such a race is planned this will be announced on the notice board before hrs. on that day. The TwoHanded class is scheduled to sail one or two coastal (medium distance) races each day, with a maximum of 5 races. Wassenaar or Kijkduin Course (alternating) Fleet A (VHF channel 72) ORC 1 and ORC TwoHanded (Open Dutch Championships), IRC 1 and J/111 Fleet B (VHF channel 8) ORC 2-3 (Open Dutch Championship) ORC 4 (Open Class Championship), IRC 2 and J/109 Wassenaar Course 12:55 10:25 Kijkduin Course 10: Wassenaar Course 10:25 10:25 Kijkduin Course 12:55 10:25 Fleet C (multihulls) North Sea Regatta Series 10 races are scheduled as follows: Skippers meeting at 12:00 on Saturday 14 May Formula 18, Formula 16, Nacra 20 Carbon, Dart 18 and Hobie 16 (multihulls will launched from the slipway Hellingweg) SB-20, MaxFun 25, J/22 and ORC Sportboat Fleet D Class (A boat qualifies for Sportboat classification if the ORC certificate under IMS Division states Sportboat ) North Sea Regatta Series 12 races are scheduled as follows: Pier Course 12:55 10:55 10:55 Harbour Course 12:55 09:55 09:55 09:55 On the last day of the regatta no warning signal will be made after 13:30 (14.00 for fleet C) 6. PROTESTS AND REQUESTS FOR REDRESS Protest forms and protest time limits: Protest forms are available at the race office either in Scheveningen at the regatta office or in Woolverstone (For Vuurschepen/ Harwich race) and shall also be delivered there For the Vuurschepen/Harwich race the protest form should be delivered to the race office as soon as reasonably possible after the finish of the protestee.this changes rule RRS For fleet C the protest time limit is 60 minutes after the last boat of fleet C has finished the last race of the day For all other fleets: for each class the protest time limit is 90 minutes after the last boat of that class has finished the last race of the day. Protest notices: Notices will be posted as soon as possible after receipt of the protest form and in any case within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the jury office in the sequence as posted Notices of protests by the race committee or jury will be posted to inform boats under rule 61.1(b) RRS. Exemptions for breaches of SI and the rules, and resulting penalties: Breaches of instructions marked with [DP] will not be grounds for a protest by a boat. This changes rule 60.1(a) RRS. Penalties for these breaches, may be less than disqualification if the jury so decides (This changes rule 64.1 RRS), Breaches of instructions marked [SP], mainly certain Safety Regulations, will not be grounds for a protest by a boat. This changes rule 60.1(a) RRS. Penalties for those breaches will be as indicated in these SI, applied by the RC without a hearing. (This changes rules 63.1, A4 and A5 RRS) [NP][DP] Rule 64.1 RRS shall be amended as follows: Add after the first sentence: When the international jury, after finding the facts, decides that a boat that is a party to a protest hearing has broken the measurement rules or equipment rules, that boat will either be disqualified, will be given a discretionary penalty or will be warned that each subsequent infringement will lead to a penalty. This changes rule 64.1 RRS. Reopening of hearings: On the last day of the regatta a request for reopening a hearing shall be delivered (a) within the protest time limit if the party requesting reopening was informed of the decision on the previous day; (b) not later than 30 minutes after the party requesting reopening was informed of the decision on that day. This changes rule 66 RRS On the last scheduled day of racing a request for redress from a jury decision shall be delivered no later than 30 minutes after the decision was posted. This changes rule 62.2 RRS. A request for a decision in writing has to be delivered within one hour after the decision is given verbally. This changes rule 65.2 RRS A request for a decision in writing has to be delivered within one hour after the decision is given verbally. This changes rule 65.2 RRS A request for correction of an error in the published results has to be delivered within the protest time limit of the last scheduled day of racing or within 60 minutes after posting of the results, if this is later. When the request is not granted, the protest time limit is 60 minutes after the boat is informed that the request is not granted. This changes rule 62.2 RRS. Restrictions for appeal: Protests for Vuurschepen/Harwich race will be handled by the local protest committee in Woolverstone. If dissatisfied with a decision by the protest committee, a party is entitled to a hearing by the international jury of the North Sea Regatta, present in Scheveningen from 13 May. The request for a hearing by the International jury must be made to the race committee no later than 24 hours after being informed of the decision. The hearing will be a new hearing and decision by the international jury Decisions of the international jury will be final as provided in rule 70.5 RRS. Sailing instructions general part 4

SUPPORT BOATS [NP][DP] Team leaders, coaches and other support personnel shall stay outside areas where boats are racing from the time of the preparatory signal for the first class to start until all boats have finished or the race committee signals a postponement, general recall or abandonment. 24. TRASH DISPOSAL [NP][DP] Trash may be placed aboard support and race committee boats. A penalty for breaking rule 55 RRS may be less than disqualification if the protest committee so decides. RIGHTS TO USE NAME AND LIKENESS By participating in the North Sea Regatta a competitor automatically grants the organizing authority and the sponsors of this regatta the right to, in perpetuity, make use and show, from time to time and at their discretion, any (still) motion pictures, live, taped or filmed television and other reproductions of the competitor and its material, during the period he/she participates in the competition without any compensation. 33. 7 Addendum AR Addendum AR; Arbitration If stated in the Sailing Instructions arbitration will be used when applicable and this addendum will apply a. All protests involving a rule of RRS part 2 or rule 31 RRS and involving only two boats will be subject to arbitration. In this case 20 % in rule 44.3(c) RRS is changed in 30%. b. Rule 44.1 RRS is changed to permit a boat to take a scoring penalty as calculated in the changed rule 44.3(c) RRS during the arbitration hearing. c. Rule 63.1 RRS is changed by adding: The arbitrator may allow a protest to be withdrawn without the approval of the protest committee. d. After a protest is lodged, one representative from each boat will meet with the arbitrator unless the protestor requests that the protest be withdrawn. No witnesses will be allowed. e. After taking evidence from each representative, the arbitrator will render his opinion: e1 The protest is invalid or no boat broke a rule. If the protestor agrees the protest may be withdrawn. If the protestor disagrees, the protest committee will hear the protest. e2 One or both boats broke a rule. The boat(s) breaking a rule may accept a penalty as mentioned in the changed rule 44.3(c) RRS and the protest may be withdrawn. If not the protest committee will hear the protest. Rule 64.1(b) RRS applies at a boat that has accepted an arbitration score penalty. e3 The arbitrator decides a full protest hearing is required. In which case the protest committee will hear the protest. f. The abbreviation ARB will be used for an arbitration scoring penalty. This is added to rule A11 RRS. Sailing instructions general part 7

8 ATTACHMENT 1 Racing Area s (Chart not to be used for navigation) Please follow the route indicated by the black arrows when sailing to or from Kijkduin or Wassenaar Courses and avoid the other race areas. 9 ATTACHMENT 2 HARBOUR RACE Finishing inside Scheveningen harbour entrance, not part of the North Sea Regatta Series (additional, discretional) Signals When code flag V is displayed on a RC vessel at the finishing line of the last race of the day, boats after crossing the finishing line may sail towards a new finishing line located inside the harbour entrance of Scheveningen as indicated below for the Harbour public award When code flag V is displayed over one or more class flags, the above applies to the groups indicated only. Visual race signals for boats competing in the Harbour Race will be displayed over code flag V. Courses The course descriptions are as follows: Fleet A&B: From the Wassenaar course: finish of Yeoman Challenge race - Scheveningen Fairway round to port finish of Harbour Race. From the Kijkduin course: finish of Yeoman Challenge race Drain W round to starboard finish of Harbour Race. Fleet C Finish of NSR race KNS round to port finish of Harbour Race. Fleet D Finish of NSR race SCH-N round to starboard finish of Harbour Race. Finish The finishing line runs 70⁰ from a staff displaying code flag V on board of a race committee rib at the starboard-end. A yellow inflate buoy may be laid at the port-end. The location of the finishing committee rib may be anywhere inside the harbour entrance or just outside. Scoring The finishing times of this last optional leg will only be used to award the Harbour public award on the basis of the elapsed times (one design classes) or corrected elapsed time (handicap classes) after the finish of the last race of the day.
