3 This report supports a Proposed Plan Representation on behalf of New Ingliston Limited for land at Gogar, West Edinburgh, which forms part of the International Business Gateway. The land is already allocated for development and benefits from a significant level of public transport infrastructure investment in the form of Edinburgh s Tram system which serves the site. 7 A Connected City Extension Gogar Interchange Gogarburn Gogar Central Ingliston Park and Ride Edinburgh Airport The land is connected to the city centre and the airport by Edinburgh s tram system which represents a significant infrastructure investment in public transport

8 A Connected City Extension The development represents a sustainable approach to concentrating development where there is public transport infrastructure and will help to support the investment in the Edinburgh Tram system. 27% of Edinburgh s trams stops will be within the Gogar area

9 A Connected City Extension - Infrastructure First The tram line currently crosses empty land which is allocated for development and which is now ready to come forward to meet Edinburgh s business space and housing needs.

13 A Contained City Extension The land is physically constrained by the A8 and the Airport and enclosed by existing development and development allocations. Development will therefore not set a precedent for sprawl into the Greenbelt.

18 Business Led The development will be business led with business space for 16,000 workers. It will deliver the objectives of the International Business Gateway initiative by creating an environment that will be attractive to international business in an attractive location by Edinburgh Airport.

19 Mixed Use Place The proposal integrates mixed use to support the business led development to make the International Business Gateway an active, lively, place... at all times of the day... to ensure that it is attractive to businesses to locate here.

20 Placemaking The development strategy is integrated with the placemaking strategy. An approach that is predicated on the principle that an attractive, active, place with a rich mix of uses will attract international and local businesses to locate here.

24 Competing Globally The IBG seeks to attract overseas businesses in the competitive marketplace of Northern Europe. There is a discernable trend in these countries to move away from mono-use business districts to mixed use places. West Edinburgh has the advantage of an existing strong landscape identity which can be enhanced to differentiate it from other places. a landscape structure should be put in place which enables longer term development to take place in a structured way. a key opportunity in West Edinburgh is its accessibility by tram, rail, motorway, trunk roads, cycle routes and paths and the international airport. There is an opportunity to build on the strengths of public transport provision to enhance local, national and international connections. The area should be structured to optimise accessibility by public transport (including bus), take advantage of existing and planned transport infrastructure and allow for further growth of the infrastructure where required. 34 Policy Context Ambition l Opportunity l Place Scotland s Third National Planning Framework Scottish Planning Policy West Edinburgh is a significant location for investment, with the airport, the National Showground and the International Business Gateway. Development here will require continued co-ordination and planning to achieve a successful business-led city extension which fulfils its potential for international investment, new jobs and high quality of place.
