The emphasis is on the sustainable development of leisure and tourism, with of community life serving as an important frame of reference. The programme uses a holistic, interdisciplinary approach and is oriented towards public policy and planning. The general aims for the MILTS programme are: a. Academic aims To develop the student s intellectual skills and competencies i.e. to assist the student to develop, in the field of services, a way of independent thinking and working, based on academic, professional, and international expertise. b. Professional aims To provide students with in-depth knowledge and specialised skills necessary to prepare them for playing a significant role within the development of the international service industry. c. Personal aims To encourage the development of the student s personal qualities. This includes the development of above-average interpersonal skills, a high degree of self-confidence, initiative and enterprise, and an appropriate attitude to work. The HEI then operationalises these general aims into programme specific competencies for the MILTS programme in the following areas 1. General competencies 2

Service Management competence The curriculum is structured into 8 modules and the Master s thesis, equalling a total of hrs student workload. In the Netherlands, one European Credit (EC) equals 28 study hours. The modules are devided into four units of 10 weeks respectively, thus resulting in an average workload of 42 hrs per week and a summer holiday period. With a view to the relation between contact hours and self study, the workload for the modules excluding the Master s thesis equals hrs, 512 hrs (40%) of which the students spend in class (64 hrs per module). Stenden Hogeschool awards 60 EC after successfully completing the programme. The Programme is offered in full-time mode with a duration of 12 months. All modules have to be passed on aggregate. This means that the results of the exam/report and possible presentation will be summed up. The admission set a Bachelor s degree of 210 or more European Credits (EC) in Economics, Business Studies, Social Sciences, Leisure, Tourism, Hospitality or a study related to this study programme. Furthermore, students have to produce proof of oral and written proficiency in English either through a TOEFL (minimum score of 550 paper based or 213 computer based) or IELTS (minimum score of 6.0) test results. Foreign students from outside the EU, Australia, Canada, Japan, Monaco, New Zealand, the USA or Switzerland are required to have a valid visa, the International Office supports these students in the application process. In case of an applicant s Bachelor s degree in a field of study other than Economics or Business Studies, Stenden Hogeschool applies a selection procedure. The tuition fee currently is 9.750,- per academic year, excluding literature (ca. 500,-) and study trip (ca. 500,-), former Stenden students receive a discount. In the year 2008/09, the programme was run with 11 members of staff and a further 6 lecturers from the Bachelor s programmes in part-time. The given lecturer has: a Master s Degree of preferably a PhD; management or other experience in the working field of the 3
4 specific Master s course; broad experience in the field of applied research, proven by recent publications (academic or other); proven ability as a lecturer, as a personal coach and as a thesis coach; proven intercultural competencies. Summary of assessment by the agency The educational concept is based on a constructivist approach, which focuses on competencies, i.e. high level skills in understanding and performance, incorporating knowledge, attitudes and conduct. In this concept, the teacher does not act as a pure knowledge transmitter who only accepts one true answer to his/her problem but as a coach or facilitator offering thought provoking suggestions for solving the tasks given. Students are expected to use their own experience to solve a problem as a group using different ways and methods. Bringing in elements from professional practice into teaching is an important aspect of Stenden s educational approach; learning processes are created around the theoretical interpretation of cases from professional practice. Following methods are used: Lectures, seminars, workshops/skill labs, field trips, case studies, projects, independent self-study, (research) presentations, roleplays, personal coaching and thesis. The programme is fully intended towards teaching, research and employability on the global market. As laid down in the description of qualifications, the ability to develop a critical vision on the globalisation process and the role of multinational service companies and to develop communication skills in general and intercultural communication skills in particular as well as ability to act in an international environment or organisation are intended learning outcomes of the programme. The programme introduces students to a general framework and to concepts of the international service industry. In addition, it provides international research projects in the specific work fields. The Master s programme Master of International Leisure and Tourism Studies of Stenden Hogeschool, Leeuwarden (NL) in collaboration with London Metropolitan University, London (UK) meets the for Master programmes with three exceptions and has been accredited by FIBAA. The accreditation procedure has verified that the programme fulfills most of the elements required of a Master programme. The degree course is a post graduate programme. It has a modular structure, is based on the ECTS, has a particularly applicationoriented profile and leads in line with Dutch legislation to the academic degree of "Master". It is a double degree programme with a Dutch degree being awarded by Stenden Hogeschool and a British degree being awarded by the London Metropolitan University. The reviewers' assessment takes into account the self-assessment and the results of the site visit. Taking into consideration, in 4
5 particular, the strategy and objectives, the design, resources and services plus the assurance, this programme in general meets the. The panel members sees the strength of the programme in its international student cohort, the use of Englisch and in safeguarding an adequate language competence through admission, in the student examination, in the aspects of social and leadership skills fostered by the programme, in the teaching methods, in the student support by teaching staff, the facilities and in the management regarding the programme. The panel sees potential for development with regard to the programme title, international contents, admission for graduates of programmes other than economics, the study and exam regulations and the coherence of information on the study programme. As a result of the above findings, the panel advises the FIBAA- Akkreditierungskommission (FIBAA Accreditation Council) to positively decide on the accreditation of the Master of International Leisure and Tourism Studies on condition of meeting the following three : Stenden Hogeschool 1. demonstrates that it has strengthened the international contents of the curriculum; 2. lays down a transparent description of common criteria and their use for the admission of students other than with a prior degree in Economics or Business Studies; 3. alters the study regulations so that the awarding of ECTS grades is provided for. Proof of complying with these conditions should be supplied by March 31st,
