3 Ships carrying liquid bulks Oil tankers General information If under A to C, types of fees and charges, and/or a price category a Port User is eligible for several special tariffs, the special tariffs will be calculated based on the relevant subtotal in the sequence as stated below (see chapter 3 AGB). A. Port fees General information Different types of port fees are charged for the use of the water areas of the Port of Hamburg by the ships listed below. They are composed of the GT and the "cargo handled" (in tonnes) components. The port fees cover a period of up to 120 hours (equivalent to 5 * 24) counted from the time the ship enters the port area up until it leaves the port area. The reporting rules defined in the AGB apply. Non-compliance entails penalties as set forth in item D of this Schedule of Port Fees and Charges. The rebate will be granted only if the ship has not called any other port for commercial purposes in between and if the same debtor is liable to pay the port fees. 460 Environmental discount incentive (environmental and climate friendliness) variable Based on their ESI (Environmental Ship Index) score ships that call at the port within the score validity period will be entitled to a discount on the GT portion of the port fees as follows: ESI score 20 up to < 25 = 0.5% discount, maximally 250 ESI score 25 up to < 35 = 1% discount, maximally 500 ESI score 35 up to < 50 = 5% discount, maximally 1,000 ESI score 50 = 10% discount, maximally 1,500 If a discount under special tariff 461 is granted, no discount no discount will be granted under special tariff Environmental discount incentive "solely powered by LNG" This discount is limited in time and ends on 31 December The discount is granted for ships that are solely powered by LNG, only use LNG for their own electricity needs and have an ESI SOx score of > 99 on the GT portion of the port fees of 15% maximally however 2,000. If a discount under this special tariff is granted, no discount will be granted under special tariff 460. General Terms and Conditions as of 01 January / 56
4 Ships carrying liquid bulks Oil tankers Tariff reductions Rebates/discounts on the GT portion of the port fees 462 Environmental discount incentive "port power discount" Ships that are not eligible for discounts under special tariff 461, which however are registered on the IAPH (ESI website) or for which a valid Green Award certificate has been submitted and which while berthing in the port mostly use shore power, will be granted a discount on the GT portion of the port fees of 15% maximally however 2,000. Prerequisites: see clause AGB. 470 Environmental discount incentive "Green Award" 3% Granted for ships listed under these price categories for which a valid Green Awards certificate has been submitted to the HPA. 471 Environmental discount incentive "Blue Angel" 2% Applicable to seagoing ships for which a valid RAL-UZ 110 certificate (environmentally friendly ship operations) has been submitted to the HPA. 480 No cargo handled 50% Applicable to ships listed under these price categories that do not handle any cargo. The discount will not be granted if it is a "second call" as per special tariff Repairs 70% Applicable to ships that are in the Port of Hamburg solely to have repair work carried out in shipyards or repair shops; the Port User has to submit appropriate proof to the HPA in the form of a certificate issued by the shipyard or the repair shop. 483 Time in the shipyard 100% Applicable to ships listed under these price categories if they do not handle any cargo and only dock at a shipyard. B. Demurrage charges Li 101 Calls at the port that last longer than the period of use covered by the port fees are subject to demurrage charges. A minimum fee is due for each call at the port that is subject to demurrage charges. Li 111 Minimum fee for each call at the port subject to demurrage charges / call Li 112 For seagoing vessels with any type of shipping area and/or other watercrafts deployed in maritime shipping for a period of use that is subject to demurrage charges ~ of a total of up to 168 h (equivalent to 7 * 24) for each 24 hours or part thereof / GT ~ or of more than 168 h (equivalent to 7 * 24) for each 24 hours or part thereof / GT Tariff reductions Reductions with regard to the duty to pay demurrage charges [%] Li 22 Time in the shipyard 100% Applicable to ships for as long as they are in the shipyard for repair work. Li 23 Repairs 70% Applicable to ships under these price categories for as long as they remain in the Port of Hamburg due to repair work carried out in shipyards or repair shops; the Port User has to submit appropriate proof to the HPA in the form of a certificate issued by the shipyard or the repair shop. Li 24 GT in excess of the maximum GT eligible for a reduction variable For ships listed under these price categories with the special tariff 420 (double-hulled oil tankers) the respective reduced GT will be based on to calculate the demurrage charges, maximally however based on a 20%-reduced GT. Li 462 Port power discount 15% Granted for ships registered on the IAPH (ESI website) or for which a valid Green Award certificate has been submitted and which while berthing in the port mostly use shore power. Berth fees Berth fees must be paid for ships listed under this price category that directly or indirectly use quay facilities, landing piers and jetties operated by the HPA. ALGM Unless the watercraft has been exempted from payment, berth fees are payable for every 8 hours or part thereof as follows: ALGS 1 Minimum fees / use otherwise Seagoing vessels / GT Exemptions ALBF 1.1 ALBF 1.2 No berth fees are due for ships that have been instructed by the HPA to dock for a limited period of time at a berth of the HPA other than the berth they were originally assigned. The time limit for such an exemption limited in time for seagoing vessels and/or watercrafts deployed in maritime shipping going down the River Elbe is up to 12 hours seagoing vessels that are also deployed in inland shipping going up the River Elbe is up to 4 hours. D. Other fees and charges SG1 Use of the HPA s deviation dolphins by ships as a one-time compensation / GT SG 2 Electronic communication of ship data and ship movement data / year 1, SG 3 SG 3.1 SG 3.2 Processing fees as per clause (manual port fee declaration) The processing fee per each manual port fee declaration is 0.5% of the port fees payable minimum fee due maximum fee due The processing fees are also payable if the Port User does not submit any port fee declaration and the HPA issues an invoice based on the data known to the HPA. SGP 9 Other services according to work performed SGP SGP1 SGP2 Penalties (as per clause 2.8 AGB) In the event of delayed or no submission of port fee declarations The penalty due is 5% of the net invoice value Minimum penalty due Maximum penalty If wrong data have been submitted to determine the tariff and calculate the port fees and charges: The penalty due is 50% of the amount by which the port fees and charges would have been reduced if they had been calculated based on the wrong data submitted. Unless the watercraft has been exempted from payment, berth fees are payable for every 8 hours or part thereof as follows: ALGM Minimum fees / use otherwise ALGS 1 Seagoing vessels / GT Exemptions No berth fees are due for ships that have been instructed by the HPA to dock for a limited period of time at a berth of the HPA other than the berth they were originally assigned. ALBF 1.1 ALBF 1.2 The time limit for such an exemption limited in time for seagoing vessels and/or watercrafts deployed in maritime shipping going down the River Elbe is up to 12 hours seagoing vessels that are also deployed in inland shipping going up the River Elbe is up to 4 hours.
