2 History The university was established by the order of the Government of the Russian Federation in November, 2006 SFedU, the legal successor of Rostov State University, combined Rostov State Academy of Architecture and Arts, Rostov State Pedagogical University and Taganrog State University of Radio Engineering

4 The mission of the university is the preservation, and development of scientific and educational environment that helps to bring up citizens who will serve Russia and the whole world best The strategic goal is the development of SFedU as scientific research university of innovation and enterprise type that will be able to become the center of science, culture and education in the South of Russia

9 International Cooperation SFedU has partner relationships with 534 higher educational establishments and organizations from 56 countries of the world. Annually it carries out about 50 international academic and scientific projects whose annual finances exceed $2.5 million Around 700 international students attend SFedU Around 400 foreign professionals and scholars visit the University and approximately 650 students, postgraduates and staff of the University go abroad on programs annually

13 Department of International Activity Organization Coordinates the international academic, research and technical cooperation of SFedU structural units with international foundations; Provides organizational and informational support to SFedU and its structural units involved in international projects, programs and agreements; Conducts the fundraising activity in order to enable SFedU, its structural units, faculty, scholars and students to take part in international projects; institutional orders for foreign business trips of the staff, faculty and students; Supports international contacts, establishing and maintaining relations with overseas partners; preparing agreements on international cooperation; information collection and analysis; an opportunity to accumulate and share SFedU work experience in international programs and projects; regular media coverage of the Office of International Affairs activity; coordination of SFedU international cooperation with different countries; Coordinates the work with regional and foreign foundations; Sends out invitations and makes arrangements to receive international faculty and scholars, acting in conformity with the Procedure for inviting and receiving overseas visitors.

14 Invitation and Visa Issues Main purposes of a foreign citizen's entrance: Scientific and technical links (NTS): arrangement of NTS, participation in scientific conferences, seminars, symposia, congresses as well as research in the framework of exchange Single/double-entry visa doesn t exceed 3 months; Multiple-entry visa doesn t exceed 12 months, duration of stay doesn t exceed 90 days in each 180-day period. Lecturer (Lector): lecturing in educational institutions Single/double-entry visa doesn t exceed 3 months. Teacher (Prepodavatel): teaching in educational institutions Single/double-entry visa doesn t exceed 3 months. Single-entry visa, not exceeding 3 months, with the possibility of obtaining a multiple-entry visa for 12 months at the place of residence.

15 Obstacles: Limited period of NTS visa validity; Impossibility of fee payment to visitors with NTS visa; Complex procedure of establishing labour relations in the framework of Teacher visa.

16 Issue of official invitation Obstacles: Long period of invitation issuing by FMS; Limited validity period of invitation 3 months In a simplified way on the university letterhead for citizens of the EU countries By territorial department of Federal Migration Service for citizens of other countries The period of invitation issuing 30 days

17 Migration registration Migration registration is carried out strictly within 3 days period, state duty for registration is 2 rubles/a day, but not exceeding 600 rubles. Removal from migration control is carried out strictly within 2 days period. University dorm Migration registration is carried out by university staff Possible accommodation for foreign specialists Housing at Hotels Migration registration is carried out by hotel staff Rental housing Migration registration is carried out by homeowner Obstacles: limited registration period, difficulties with search of rental housing
