4 Surface :9.313 km2 Altitude :1.067 m. Elazığ is located at the southwestern of Eastern Anatolia Region. Bingöl in the east, Malatya in the west, Diyarbakır in the south, and Tunceli in the north. Elazığ is also surrounded by Lake Hazar, the Keban, the Karakaya, the Kralkızı and the Özlüce Dams on three sides.

6 The Hurrians is the oldest residents of Elazığ since 2000 B.C. who settled in Eastern Anatolia. After the Hurrians, region is dominated by Hittites. Since ninth century B.C., Urartu civilization existed in the region for a long time. In the third century A.D., Elazığ is completely came under the hegemony of the Roman Empire. Sassanids, Byzantium and Arabs also influenced the region. After the Malazgirt War in 1071 A.D., region came under the hegemony of Turks and this process continued with the effect of Anatolian Seljuks and Ottoman Empire. For the time being, Elazığ is a province of modern Republic of Türkiye.

Keban Kovancılar The population of city center, Karakoçan, Kovancılar and Palu is more than Baskil ELAZIĞ 30 km Sivrice 112 km Maden Alacakaya Palu Arıcak Sivrice is the nearest district to city center (about 30 km). Arıcak is the most remote distric to city center (about 112 km)

As a result of the effect of reservoirs, the structure of the climate has changed over time, the temperate climate in recent years occurred.

62 Firstly let me announce that, our project, named Project Cycle Management and Logical Framework Approach, is supported by Fırat Development Agency. In addition this, as Elazığ PCU, we are planning to make visits at least two countries which experienced in SAPARD Programme. As is known, when they became an EU member, agencies in these countries became Payment Agencies. So, a project is prepared and submitted to Fırat Developlent Agency. If this project is accepted, personel of Elazığ PCU, Malatya PCU, Muş PCU, Fırat Development Agency, Elazığ Governorship and Elazığ Provincial Directorate (Ministry of Food, Agriculture ve Livestock) will have chance to benefit the experiences of the other countries.
