2 DIPLOMA IN HEALT The Health Services are facing challenging and difficult times as the reform process gathers momentum. Managers must lead and manage the change process and, at the same time, manage the ongoing delivery of high quality services to the public. There is a need now for managers who: n understand the context of change n can communicate a vision for the future n can manage interdisciplinary teams n have the skills to manage the change process. This Diploma programme, which is accredited by the National University of Ireland (NUI), will be of interest both to those who have recently moved into management roles in the health sector, or existing managers who wish to formalise and develop their management skills in the healthcare context. The content and workshops are designed to be relevant and practical. The Diploma programme is designed to cover a number of the core areas of management competency for health sector managers, including: n planning and managing resources; n assuring high standards; n being a leader; n creating team spirit; n creating the service of the future; n influencing people and events. The delivery format is designed to be flexible, incorporating distance learning, workshops and action learning. Core Eleme Module I THE MANAGEMENT PROCESS n managing the environment n motivation n leadership n managing conflict n power and influence n decision making n managing change n strategic management Module III HEALTH POLICY & PLANNING n health policy and planning n the health reform programme n strategy and planning n quality n risk management and patient safety Health Services Programme Design & Content The programme has been designed in consultation with the King s Fund College and other leading healthcare training institutions. It involves participants, their line managers and Institute staff working together to advance the participants personal and professional development. Designed to run with approximately 20 participants in order to maximise its impact, it will appeal especially to mid-career managers and other health services professionals. Other essential elements of the programme are: n Multi-disciplinary mix of participants n Action learning groups dealing with real-life issues

3 HCARE MANAGEMENT nts Module II MANAGING RESOURCES n financial reporting in the health sector n costing n budgetary control n capital investment appraisal n value for money Learning Methods The programme is delivered through a combination of distance learning, attendance at short workshops and action learning. The distance learning materials are designed to cover core principles of managing in the health sector. The workshops develop specific management skills, and also allow inputs from practitioners and healthcare experts. The action learning helps participants apply this knowledge and skills in their own work environment. Assessment Module IV HUMAN RESOURCE MANAGEMENT n human resource management n human resource planning n recruitment and selection n employee development n performance management n employment law n employee relations n bullying and harassment n Workshops and seminars to develop interpersonal skills n Seminars where participants can interact with health professionals n Active involvement of line management INDIVIDUAL ASSIGNMENTS Each participant is required to undertake a written assignment at the end of each module which is based on the material covered in the module. CONTINUOUS ASSESSMENT Participants are required to become actively involved in discussions, to make class presentations and to have completed modules on schedule. ACTION LEARNING PROJECT Each participant takes part in an action learning project as part of a team. A written report of each project is required. EXAMINATION Participants also sit one written examination in each of the four subject areas. Duration & Starting Dates This is an 18-month programme that will commence in October. The closing date for applications is outlined on the nomination form. The programme requires attendance at workshops, group work and home study.

4 Progression Students in the Diploma programme who gain a merit or distinction will be admitted to the third year of the Institute s BA programme. Admission Requirements 1 A leaving certificate with a minimum of grade C in two higher level (honours) papers, and grade D in four other subjects. OR 2 A matriculation certificate of an Irish university OR 3 A degree from an Irish institution OR 4 Students of mature years, that is students who are 21 years of age on the 1st January of the calendar year of entry, may be matriculated by the IPA for the purpose of entering a course of study on the recommendation of the Faculty Committee. 5 A minimum of two years management experience is desirable * For full details please consult the NUI Minimum Academic Entry and Registration (Matriculation) Requirements booklet available from: National University of Ireland, 49 Merrion Square, Dublin 2 Telephone: Programme Fee The programme fee is outlined on the nomination form and includes NUI matriculation and examination fee. 5 Programme Tutors Christine McNally, BComm, UCD. Programme Coordinator Christine is the programme coordinator of the Diploma in Healthcare Management. As well as delivering the course content to student groups on the diploma, she has overall responsibility for the programme. She works primarily with clients in the health sector and designs and delivers management development programmes, supervisory development programmes and customer care. One of her main interests is in organisational communications. She has successfully developed a number of training initiatives, including effective writing, presentation skills and managing meetings in this area. Christine is part of the team delivering the Certificate in Management Development. Jane O Reilly, BSocSC, UCD. Programme Tutor Jane has extensive experience in designing and delivering management development and team development programmes for senior managers in the health services. She is licensed to use and interpret psychometic instruments, including the Briggs Type Indictor. Jane is also part of the team delivering the Certificate in Management Development. Experts and practitioners from the IPA and the Health Services will also contribute to the programme. The Library The Institute s library provides information, reference and lending services to students on this programme. These include a telephone, postal and service for distance education students and others who cannot visit the library in person. The library has a range of services to assist students in meeting their information needs.
