2 A core programme of study for those working in the Irish health sector. The Institute of Public Administration currently offers a full suite of accredited health service programmes catering to the educational and career needs of staff working in the Irish health sector. The foundation course, the Certificate in Health Services offers students a comprehensive overview of the Irish Health service, health and related legislation and the current service issues affecting the key programmes and care groups. Successful completion of the Certificate leads to the Diploma in Health Services Policy which is designed to amplify and build on the foundation coverage of health services and policy provided by the Certificate programme. Following completion of the Diploma and of a series of bridging programmes, students may access Year 3 of the Institute s BA programme. BA graduates may, in their turn, enter the MA in Healthcare Management. Details of the Certificate in Health Services and the Diploma in Health Services Policy are outlined below. Certificate in Health Services The Certificate in Health Services is a one-year, distance education programme designed specifically for those working in the Irish Health Service. Past participants have included staff of all disciplines working in the Irish health service: medical and administrative staff, allied health professionals, nursing grades and others working within the sector. Participants can expect to obtain up to date knowledge and a practical understanding of the Irish Health Service, at national and local levels, which will contribute to their effectiveness and performance in the work environment. Students can choose to complete only the Certificate programme however many of our graduates have successfully continued their studies with the Diploma in Health Services Policy. Diploma in Health Services Policy The Diploma in Health Services Policy has been designed as a development of, and a follow-up to, the Certificate in Health Services. The programme provides an in-depth and analytical treatment of Irish health services policy. Both programmes are intended to constitute an important step in the career development path of health care staff who are working in the context of the current reform process in the Irish health services. The Certificate and Diploma are both accredited by the National University of Ireland (NUI). Health Services Who are these courses for? Certificate n Those working in the health service who need to broaden their understanding of various aspects of the service and recent changes n Staff from other health systems who need to understand how the Irish health system is structured and how it works n Those working for agencies with links to the health service (e.g. voluntary agencies, personal and social services) and who wish to familiarise themselves with the health system Diploma n Staff of all disciplines who have successfully completed the Institute s Certificate in Health Services n Those who wish to develop their understanding of health care policy and of the links between policy and practice n Those who wish to pursue further an academic pathway in the study of healthcare management

3 Course Content Each programme will be delivered on a modular basis covering the following topics: Certificate Diploma Module 1: General Policy Framework n History n 2001 Strategy n Reform Process n Legislation Module 2: HSE Population Health n Population Health n Statistics n Quality n Outcomes Module 3: HSE NHO and PCCC n The National Hospitals Office n PCCC Primary Care Module 4: PCCC Care Groups n PCCC Care Groups Module 5: Corporate Services and Current Corporate Issues n Finance in the Health Services n Human Resource Management n Information Technology n Office of the CEO n Current Corporate Issues Module 1 n Course Introduction n Introduction to Health Policy n Guidance on Assignments Module 2 n Health Policy Priorities of the HSE n Population Health Module 3 n PCCC Policy and Practice n Policy for Care Groups Module 4 n Acute Hospitals Policy and Practice Module 5 n Health Services Law n Comparative Health Policy Module 6 n Leadership n Healthcare Funding Issues Module 7 n User and Public Participation in Healthcare n Evaluation Course Methods and Requirements Both the Certificate and Diploma programmes will require participation by students through: n Distance education using comprehensive course text and associated reading lists n Attendance at a half day introductory session (Certificate programme only) n Attendance at one day intensive tutorials (5 x 1 day for the Certificate and 6 x 1 day for the Diploma) n Continuous assessment through project assignments (5 assignments for the Certificate and 6 assignments for the Diploma) n Review through examination. In addition, students of the Diploma in Health Services Policy are required to attend a compulsory seminar. Both programmes are one-year in duration. They will commence in September and will follow the NUI academic year with exams in April/May.

4 Tutorials The tutorials are designed to support students and to deepen their knowledge and understanding of the course text. The course material is updated annually and incorporates all key aspects of Health Services legislation and practice. Tutorials are delivered by experienced practitioners on a regional basis where demand warrants this. Regional venues around the country are selected to suit the range of participants. Venues and tutorial dates will not be available until after the closing date for receipt of applications. Both programmes offer the opportunity to network with others and share common experiences. Programme Outcomes On completion of each course, students will have a knowledge and understanding of: Certificate Diploma Health Services n The current health service reform process n The major health policy documents n Relevant health legislation n The service issues affecting the key programmes and care groups n The key aspects of human resources, information technology and financial arrangements n The health sector and health policy - including policy formation and evaluation and policy integration n The links between health care policy and practice and the complexities involved in applying policy in the real world environment. This will be approached through the use of appropriate case studies n The key issues related to population health; leadership, strategy and change management; user and public participation in health care; and evaluation n The key policy developments related to policy for care groups; primary, community and continuing care policy and practice; acute hospitals policy and practice; and health services law n Comparative health policy n The issues involved in furthering health care reform n How individual service areas relate to the wider health sector Entry Requirements Applicants for the Certificate in Health Services should satisfy the following requirements: Standard NUI matriculation* requirements for the Faculty of Arts a National Certificate a Certificate or or National Diploma or or Diploma or awarded by HETAC awarded by DIT such other qualifications as may be approved from time to time Participants of mature years, that is participants who are 21 years of age on the 1st January of the calendar year of entry, may on the recommendation of the IPA Faculty Committee, be matriculated by the National University of Ireland for the purpose of entering the certificate programme. 5 Progression and Transfer Participants must have successfully completed the Certificate in Health Services programme before gaining admission to the Diploma programme. Participants who successfully complete the Diploma programme may advance to year 3 of the Healthcare Management stream of the IPA s BA degree, on condition that they successfully complete a bridging course. The bridging course is delivered during the summer months via three two-day weekend seminars. The subjects that are assessed in the bridging course are: Irish Government and Politics; Micro and Macro Economics; and Organisation and Management. BA graduates may continue their studies through the Institute s MA in Healthcare Management.
