2 Welcome Since 2001 Laois Third Level (LTL) has gained the reputation as a centre of excellence by providing quality third level undergraduate and postgraduate courses to adults and continuing education students on a part-time basis in the wider Leinster region. I was that student, while combining a full time career alongside rearing a young family, I took the daunting step of returning to part-time adult education and I have personally benefited from a career that is extremely satisfying and rewarding. 4 Laois Third Level Prospectus Mission Statement Laois Third Level works as an outreach centre in partnership with a number of universities and educational institutes throughout Ireland to provide quality third level undergraduate and post graduate courses to adult and continuing education students on a part-time basis in County Laois. Laois Third Level Making Education Accessible During the last ten years Laois Third Level has provided quality third level courses in County Laois. The County Laois VEC, Laois County Council and Laois County Enterprise Board are working in partnership to respond to the low levels of third level attainment in County Laois established the Centre. The third level courses that are on offer are for adult and continuing education students on a part-time basis and take place in Portarlington, Portlaoise and any other town in County Laois that request a third level course to be delivered. This year we are delighted to announce the formation of a strategic partnership with the National College of Ireland to deliver some of their most popular courses. The Centre works as an outreach centre, students attend classes in Laois Third Level while receiving their tuition and certification from their respective universities and educational institution. Laois Third Level The Place to Study In 2001, some of the present Committee members of Laois Third Level had the vision that the provision of part-time third level programmes would address the low levels of third level attainment in the County. The Laois Third Level Initiative was launched to respond to this need. As recent as last December, a report published by The Higher Education Authority of Ireland, described flexibility of programme provision as a key indicator of the responsiveness of Irish higher education to Irish Society. Almost ten years on, LTL has established itself as the main provider of flexible third level quality provision in the Midlands. However, it is true to state that since then Information and Communication Technology has changed the face of education. The development of broadband and the internet enables courses at LTL to be delivered in ways never before possible. Our education partner UCD, delivers its course by satellite via their virtual classroom in Dublin to our Centre in Portarlington. We have state of the art computer room facilities that allow our students access to on-demand learning opportunities. Each classroom is equipped with IT equipment and ceiling mounted projector systems. Laois Third Level Centre is learner centered and for that reason careful attention is paid to the knowledge, skills, needs, experiences, attitudes and beliefs that students bring to the educational setting. LTL tries to cater for individual student differences in style, time, place and pace of learning. The centre does not consider interest and motivation as success factors reserved only for the students. The centre insists that its education partners select excellent lecturers and lecturers who want to participate in the delivery of part-time programmes in adult and continuing education settings. 5 Business Management Bachelor of Business Studies (Hons) Accounting Level 8 The BBS (Hons) (Accounting) is a four-year, part-time programme that provides a comprehensive examination and analysis of the subjects critical to contemporary business life, focusing on accounting principles and techniques. It includes two interim awards at Certificate and Diploma level. Flexible Learning The programme can be taken through distance education at Laois Third Level Centre, Bracklone Street, Portarlington, Co. Laois. Audience Graduates of this programme can apply for substantial exemptions from the examinations of the: Chartered Institute of Management Accountants (CIMA) Association of Chartered Certified Accountants (ACCA) Institute of Certified Public Accountants in Ireland(CPA) Accreditation This degree is accredited by the National University of Ireland (NUI). It is at Level 8 (Major Award) on the National Framework of Qualifications (NFQ). Year Three Financial Accounting This course extends student s understanding of the principles and methods in the preparation of accounts. It covers company accounting, consolidated accounts, the interpretation of accounts, and company reorganisations. Management Accounting Providing vital information to managers within an organisation, this course explores its key components: budgeting, advanced variance analysis, activity-based costing and pricing. Financial Management This course explores the crucial elements in financial decision-making. Enterprise and Project Management This course addresses enterprise and the management of business relationships. Year Four Auditing This course provides a comprehensive explanation of what a financial audit is. Business Policy The primary aim of this course is to explain the pivotal importance of strategic thinking and policy development to modern management. Management Accounting s and Control This course applies quantitative methods to accounting principles and processes. Taxation Any coherent analysis of an organisation s accounts must encompass taxation issues. 4 years Award Exit Year 1: Certificate in Business Studies Exit Year 2: Diploma in Business Studies Completion Year 4: Bachelor of Business Studies The programme fee, which includes NUI matriculation and examination fees, is 2,980. 5

6 Business Management Master of Economic Science in Policy Analysis Level 9 This two-year part-time programme addresses the tangible need for the development of policy analysis skills across the wider public service. Including the interim award of a Postgraduate Diploma in Policy Analysis, it explores subjects that are crucial to the expert assessment of contemporary public policy. Students will appreciate the role that such policy analysis plays in promoting economic and social progress. On completion of the first year of the programme, students receive the postgraduate Diploma in Policy Analysis. In the second year, students complete a supervised dissertation on a policy analysis issue that they are particularly interested in. Year One Postgraduate Diploma in Policy Analysis Students take five subjects in each of the two semesters: Semester 1 (September December) Elements of Economic Analysis Financial Analysis Statistical Reasoning and Analysis Policy Evaluation Strategy & Modernisation Semester 2 (January April) Economic Evaluation & Cost-Benefit Analysis Project and Risk Management Public Sector Economics Research Methods & Applied Statistics Social Policy Analysis Year Two Master of Economic Science in Policy Analysis In the second and final year of the programme, students, under supervision, complete a dissertation on a policy analysis issue, building on the knowledge and skills that they have obtained in the Diploma year. Students will also attend seminars at the IPA, where they will discuss their research and their ideas. Learning Methods The first year of the programme the Post-graduate Diploma in Policy Analysis is delivered through lectures in Laois Third Level Centre, Bracklone Street, Portarlington, Co. Laois and weekend seminars at the IPA in Dublin. Audience The Postgraduate Diploma and the Master of Economic Science are designed to appeal to those working across the wider public service. Accreditation Both the Diploma and the Master of Economic Science awards are accredited by the National University of Ireland (NUI). Progression On successfully completing the first year, students receive the Postgraduate Diploma in Policy Analysis. Students who attain honours level in the Postgraduate Diploma can enter the second year and complete a dissertation for the award of a Mater of Economic Science in Policy Analysis. 1 year Assessment The first year is assessed on the basis of exams at the end of the semester. The second year is assessed on the student dissertation. Applicants should have a degree or equivalent qualification and at least three years work experience. 7 Certificate in First Line Management Level 6 This programme fully equips you with the necessary skills to be an effective supervisor, team leader, and first line manager. It will give you the knowledge and skills to get better results in any supervisory role. First line management is always popular, because if you are working as a manager or supervisor with limited formal training, this programme provides a superb grounding in all the key skills you will need and an ideal start to your management studies. Who is the programme for? The programme is aimed at those who have been recently appointed to supervisory positions and those planning to become a supervisor. Participants on the programme have come from every type of organisation and every type of industry sector. Award and Progression The Certificate in First Line management is a Special Purpose Award (30 Credits) awarded by HETAC at level 6 on the National Framework of Qualifications. This award will allow progression n the NFQ. Graduates will be eligible to apply for: The BA in Management Practice with module exemptions. 8 Business Management Certificate and Diploma in HR Management The programme offers core skills and knowledge in human resource management and has a strong focus on practical HR skills as well as theory. The programme will cover key skills in recruitment and selection, managing performance and employment law. The Diploma course covers all of the aforementioned and a training section. Both of these courses will benefit a wide range of people who need HRM skills to perform effectively. Who is the programme for? The Certificate is for managers wanting a better knowledge of personnel, those working in HR or wishing to develop a HR career. The wide range of participants will be a vital part of your learning experience. Award and Progression The programme assists graduates in gaining associate membership of the Chartered Institute of Personnel and Development (CIPD). CIPD qualifications and membership are often required by employers seeking to hire HR staff. Assessment Assessment is by means of assignments, skills assessments, projects and exams. 9 ICM Diploma in Marketing, Advertising and PR The Institute of Commercial Management programme will enable you to approach marketing advertising, PR & sales with a greater level of understanding and to create your own advertisements & PR materials using contemporary theories and frameworks. Classes are specifically designed to reflect the vocational and practical nature of the course incorporating a variety of contemporary case studies as well as a comprehensive project which you can relate to your own working situation or company. Individuals enrolling on the course will gain practical insights and knowledge in key marketing skills such as how to analyse markets, undertake approach market planning as well as prepare advertising, public relations and sales strategies. Who is the programme for? The ICM Diploma in Marketing, Advertising, Public Relations & Sales Management is specifically designed for those with an interest in marketing or communications who seek a recognised qualification to enhance future employment prospects and career progression. 10 Health Care BA in Social Care The Bachelor of Arts (Social Care) is a 4 year part-time programme delivered through blended learning. The course aim is to provide students with a professional education and training in the principles and practice of social care. It also provides the teaching of theoretical concepts applied to social care practise. It has been designed to meet the needs of adult learners returning to education and to enable those working in the social care field to further develop and enhance their understanding, knowledge and skills. Who is the course intended for? These Social Care Programmes are intended for those working in the social care field in a formal or informal capacity, in either residential or community settings and with various client groups such as older people and people with disability. Programme Structure This programme is provided on a modular basis over four years through a blended learning programme combining open learning through distance education, workshops, seminars and work placements. Each module will carry a number of European Credit Transfers (ECTS) with Students undertaking 45 credits per year. Students will receive interactive material for home study and attend workshops for each module. These are scheduled throughout the academic year, from September to May. A work placement is part of the programme in years 1, 2 and 3. In the first and second year of the programme, students will also be required to attend one weekend seminar in NUI Galway. Assessment Assessment of course modules, seminars and work Placements will be based on written assignments, practical work, presentations and examinations, or a combination of these. Award Exit year 1: Certificate in Social Care Exit year 2: Diploma in Arts (Social Care) Completion year 4: BA in Social Care 4 years Formal academic qualifications are not required to commence this BA. While there are no formal educational requirements candidates will be expected to have good reading and writing skills as independent home study is required. Applicants must have experience in care work which can either be in a formal or informal capacity. In addition applicants must meet the University s requirements for mature students. E.U. Students: 2,740 Non E.U. Students: 3,240 Students must submit a non-refundable administration fee of 30 by bank giro or postal order with the application. 11 National Counselling Institute of Ireland BA in Counselling Skills & Addiction Studies This is the first degree in Ireland that recognises and brings together both counselling skills and addiction studies to develop professional practitioners who can work in this growing area. It is delivered by the National Counselling Institute of Ireland. This programme will work with participants to develop key skills when working with those affected by all forms of addiction and their environments. The programme is a practical one developing knowledge that can help and enable people to develop individual tailor made progression plans. The degree is accredited by the Higher Education and Training Awards Council of Ireland and as part of the National Framework of Qualifications is recognised by both the statutory, community and business sectors. 12 Health Care Certificate in Psychology Level 7 This certificate level course is designed to provide participants with the opportunity to develop an understanding of psychology and to explore its relevance to the individual, family, community and society. Who is the Programme for? The course aims to introduce participants to the main psychological theories and examine their contribution to the development of the discipline. Module 1: Introduction to Psychology and Study Skills Overview of what psychology consists of, its history and study skills Module 2: The Biological Basis of Behaviour Most behaviour is rooted in our biology; this module considers the role of the brain in sleep, sensation and perception. Module 3: Learning and Feeling This module focuses on how we learn, remember and experience emotions. Module 4: Personality This module reviews the most important theories of personality is assessed under each of these theories. Module 5: The Development of the Individual This module considers the early development of the child from conception through to thought, language and moral development. Module 6: Introduction to Social Psychology Key areas in the social psychology such as social perception attitudes and prejudice will be explored in this module. Module 7: Introduction to Abnormal Psychology This module introduces students to the diagnosis, classification and treatment models in abnormal behaviour. 13 Health & Safety Certificate in Safety & Health at Work Level 7 Delivered from the UCD Media Services a Virtual Classroom Understanding Your Certificate This is a one-year, part-time multi-disciplinary Certificate programme and is place at Level 7 on the (NQAI). This programme is intended for managers, supervisors, safety representatives and others who have some responsibility for safety and health at work or those with an interest in safety and health in the workplace, particularly students who would find it difficult to travel regularly to UCD. Location and Timetable The programme is an introduction to all aspects of safety and health at work. It is delivered by satellite technology to Laois Third Level Centre, Bracklone Street, Portarlington. The programme is organised over 25 weeks, delivered every Friday morning between October and May and is delivered from 9.00am to 11.00am. Admission Requirements Students are expected to be working while undertaking the programme. Successful applicants will have a good level of upper secondary education and to be able to write reports and to have basic computer literacy. Places are offered on a first-come, first-served basis. The Programme The programme is arranged in four modules: SHWW10010 Principles of Occupational Safety and Health SHWW10020 Occupational Health Hazard Management SHWW10030 Occupational Safety Hazard Management Each module is assessed by assignment and by examination or in-class tests. SHWW10040 Occupational Safety and Health Project Innovative Teaching Method An innovative teaching method, the UCD Media Services Virtual Classroom, is used for the delivery of the programme. This is a direct broadcast satellite-based method of blended learning education using television and telephones to teach at a distance, supported by tutorials and texts. Students attend class at Laois Third Level Centre while the lecturers themselves are in UCD. A discussion session follows, where students can telephone the lecturer with questions and get an immediate answer over the airwaves. The lectures are based on the comprehensive learning materials supplied to students and are supported by one-hour, small group tutorials with a local tutor. 14 Adult & Community Education Certificate in Adult & Community Education Level 8 This course is designed to provide students with foundation skills in adult education. On completion of the course participants should: have a basic understanding of how adults learn; be able to apply theories and philosophies of Adult and Community Education in their teaching practice; be able to design, implement and evaluate adult learning programmes, and adopt a flexible and creative approach to education. Who is the programme for? The aim of the course is to provide students with the practical skills and a conceptual framework for working with adults in community education. Module 1: Philosophy of Adult & Community Education Module 2: Group Work Module 3: Psychology of Adult Development Location Laois Third Level Centre, Bracklone Street, Portarlington, Co. 15 Professional Development Online Delivery Certificate in Equality Studies in Training & Development Level 7 The NUI Certificate in Equality Studies in Training and Development will heighten participants knowledge and understanding of equality and diversity issues in order to contribute to the development of socially inclusive workplaces. The course will equip practitioners with the competence to become professional trainers in this challenging area. Course Aim To provide participants with knowledge and skills in the following areas: Reflective Practice Equality Issues in a Diverse Ireland Ability and Disability Issues Teaching and Learning The five units of the course resource materials are presented in an open/flexible learning format, supported by three days of workshop: Unit 1: Academic & Personal Skills Unit 2: The Shape of Irish society Unit 3: Equality in a Diverse Ireland Unit 4: Ability and Disability Unit 5: Teaching and Learning Course to be aimed at practitioners in learning and development or those with an interest in learning about diversity. Students meet together in 3 workshops in Laois Third Level, Bracklone Street, Portarlington and participate on-line for the remainder of the course. The fee for the academic year 2010 is 950. 16 Web Technology Certificate in Science in Web Technologies Level 8 This is a new programme that will appeal to non-technical professionals and all those with an interest in applying web technologies to their organisation. The programme will give them the opportunity to develop expertise in an important growth area of IT that relates to web technologies. The programme is practical in nature and aims to provide individuals with and understanding of how to create a web application that incorporates client and server side technologies using the latest web frameworks. Who is the programme for? This programme is for non-technical professionals in the workplace and college graduates from non-technical disciplines at Level 8 on the National Framework of Qualifications. As a graduate of this course, you will be able to create a web application, use a web framework to create web applications and understand the latest Web 2.0 technologies. Award and Progression The Certificate in Science in Web Technologies is awarded by HETAC at Level 8 on the National Framework of Qualifications. Students who successfully complete the programme may progress to a major award at Level 8 such as the Higher Diploma in Science in Web Technologies. Introduction to Computing and Web Technologies Client Side Web Technologies Server Siide Web Technologies Location Laois Third Level Centre, Bracklone Street, Portarlington, Co. Laois Applicants holding a Bachelor (Honours) Degree Level 8 in any discipline will be considered for the programme. The College operates a Recognition of Prior Experimental Learning (RPEL) scheme meaning applicants who do not meet the normal academic requirements may be considered based on relevant work and other experience. This may be assessed using a portfolio of learning, demonstration of work produced and interview. Part-time over 1 year. 17 Law IPA Diploma in Law Specific Purpose Certificate Level 7 Both public servants and private-sector employees are increasingly keen to understand the legal context in which their everyday duties take place. The Diploma in Law is a one-year, part-time programme that addresses the basic laws and legal principles that determine and influence the work of the State and private enterprise. It focuses on four key subjects and will serve as an ideal introduction for those who have no prior knowledge of law. Who is the programme for? This programme appeals to students from the public and private sector who would like to obtain a solid understanding of fundamental legal principles and subjects, including constitutional, contract, and employment law. The Legal System and Constitutional Law Business and Company Law Administrative Law Employment Law The course fee, which includes matriculation and examination fees, is 2,980. The cost of fees can be spread with our Direct Debit Plan. Accreditation The Diploma is accredited by the National University of Ireland (NUI). It is at level 7 (Special Purpose) on the National Framework of Qualification (NFQ). 1 year Location This programme is delivered through a blend of evening lectures in Laois Third Level Centre, Bracklone Street, Portarlington and weekend seminars at the IPA in Dublin and self-directed study. Students receive course material for all subjects and all the essential textbooks. 17

18 Food Production Diploma in Food Science and Technology This programme was developed in 1993 by the Food Industry Training Unit, UCC in conjunction with FÁS and food companies in the South East. The aim of the Second Year of the programme is to further develop the knowledge of Food Science, Food Technology and Food Business and to provide a deeper understanding of the Food and Drinks Industry. The Diploma course allows for the upgrade of knowledge, skills and competence of participants. It aims to provide students with an understanding of Chemistry and the chemistry of foods Microbiology and the microbiology of foods Food processing technology Food engineering Human nutrition The role of microorganisms in relation to the quality and safety of foods The principal processes used in the manufacture of foods The core concepts of marketing food and the management of innovation The principal unit operations in food process engineering and the principals of process instrumentation and control Relevant food legislation, the organizations involved in food safety control in Ireland and the main food safety issues for food businesses The application of knowledge and understanding acquired on the course in a work related assignment. 19 Education Graduate Diploma in Digital Media Development for Education The Graduate Diploma in Digital Media Development for Education from the University of Limerick is offered to both teachers and employees of the technology sectors who wish to use digital media to support learning and to apply the principles of learning to the development of the excellent media. Who is the programme for? Participants will learn the most modern skills in the operation of a proliferation of digital equipment including digital photography and video-take, digital editing, digital sound platforms including mp3 and the range of skills needed to produce a DVD or VCD from a mix of several original sources as traditional as newspaper cuttings and extending to the most modern iterations of digital output. Participants will be challenged to bring the most modern creative principles to bear on the development of digital courseware and to consider the pedagogical implications of diverse media types.
