3 1. Purpose The purpose of this document is to provide a high-level user guide for local agency users of the South Carolina DOT (SCDOT) Local Agency Data Collection (LADC) solution. For additional information, contact the SCDOT GIS Manager. 2. LADC Overview LADC provides SCDOT with a suite of data submission and quality control applications that allow SCDOT to incorporate local agency road network data into SCDOT s GIS and RIMS systems. The accurate recording of mileage at the statewide level benefits local agencies by potentially increasing funding. In return, SCDOT has more accurate recording of roadway mileage, an updated address database, and a statewide routable road network. The LADC solution provides a mechanism for local agencies to submit data to SCDOT, data processing routines to assimilate the data to SCDOT data standards, quality control procedures to identify spatial discrepancies, data processing to update SCDOT s master GIS databases, and prepare data for import into RIMS. 3. LADC Portal for Local Agency Users This section is included in the User s Guide for reference only. SCDOT GIS and RIMS staff will not use the LADC Local Agency Portal as part of the LADC process. In order for any local agency user to access the SharePoint based external LADC Portal for Local Agency Users, they must first request a username/password from SCDOT. Local agency contacts can do this by navigating to the SCDOT s GIS Mapping website and clicking on the LADC link. Figure 1 - SCDOT GIS Mapping Website On the LADC page, new users will request an account by clicking on the New User link (see Figure 2) and filling out the associated form (see Figure 3). 5 Figure 4 - Existing User Link Figure 5 - Local Agency User Login Screen Once the local agency user has logged into the portal, they are presented with the following items (see Figure 6): 1. Status of and information related to past data uploads. 2. The option of starting a new data upload. It should be noted that if a local agency has previously submitted data for which the LADC process is not complete, they will not be able to submit additional data. Data can only be submitted once the LADC March 25, 2016 Page 3

6 process has been completed for that local agency. Once the local agency user is ready to upload data, the Add new item option is selected (see Figure 6). Figure 6 - Local Agency Data Submission Portal After selecting the Add new item option, the local agency user is then presented with the County Submission Add form (see Figure 7). 7 Figure 7 - Starting a New Data Upload On this form the user will title their submission, select their county from a drop down menu, and click Add Attachment to attach a.zip file. March 25, 2016 Page 5

8 Figure 8 - LADC Management Portal Data Submission The local agency user selects the county for which they want to upload data and then clicks on the Click here to attach a file icon to browse to the location on their local computer which contains the zip file (see Figure 9). Only zip files are unloadable via the portal. Each zip file should contain, at a minimum, the following three files 1..shp The main file that stores the feature geometry (required). 2..shx The index file that stores the index of the feature geometry (required). 3..dbf The dbase table that stores the attribute information of features (required). Each of these three files must have the same prefix. For example: roads.shp, roads.shx, and roads.dbf. In addition to those files, the zip file may contain the following file types: 1. sbn and.sbx The files that store the spatial index of the features. 2..prj The file that stores the coordinate system information (used by ArcGIS). Note: The PRJ file is required for LADC data processing. March 25, 2016 Page 6

9 Figure 9 - Browse to the Zip File Location Once the local agency user selects the file, it is attached to the LADC Management County Submission Add form. Once the file is attached, the local agency user then gives the file a meaningful name amd selects the Save icon on the submission form (see Figure 10). March 25, 2016 Page 7

10 Figure 10 - Local Agency Data Attached to the Submission Form After clicking Save, the local agency user is returned to the Local Agency Data Submission Site and can verify that the new file is now saved to the portal (see Figure 11). At this point, the SCDOT GIS Manager will receive an stating that new data is now available for download. The local agency will not be able to upload data again for the county until SCDOT has completed the LADC process. At that point, the Approval Status will change from Pending to Complete.
