1 NEIGHBORWORKS AMERICA NEW NEIGHBORWORKS NETWORK LEADERS FORUM AND EXECUTIVE DIRECTORS SYMPOSIUM Posting Date Friday, October 17, 2014 Proposal submission deadline Monday, November 10, 2014 by 6:00p.m. EST Purpose of the RFP The Neighbhood Reinvestment Cpation (dba NeighbWks America) seeks proposal f meeting venues to host guestroom and meeting space f the New NeighbWks Netwk Leaders Fum (NNNLF) and Executive Directs Symposium (EDS) in fiscal years 2017 and Background on NeighbWks America NeighbWks America is a national non-profit ganization created by Congress in 1978 to provide financial suppt, technical assistance and training f community-based revitalization effts. NeighbWks America, the founder of the NeighbWks netwk, provides suppt to and strengthens NeighbWks ganizations by providing training, technical assistance, funding and ganizational assessments. NeighbWks America was created by Congress in 1978 in der to revitalize older urban neighbhoods by mobilizing public, private, and community resources at the neighbhood level. Today, NeighbWks America suppts me than 240 ganizations revitalizing their communities in rural and urban America. The NeighbWks Netwk is a national netwk of me than 240 independent, community-based nonprofit ganizations wking to revitalize me than 2,700 urban, suburban, and rural communities through the wk of thousands of residents, business people, government officials and other partners. Related Capital Cpations. NeighbWks America wks with several specialized capital cpations to build partnerships, develop loan products, and suppt financing vehicles that expand affdable housing opptunities in communities served by local NeighbWks ganizations. Background on Division/Program NeighbWks America is dedicated to providing the highest quality training to the affdable housing and community development field through its Training Division. The Training Division develops and implements up to 100 different events each year that serve its netwk ganizations, the community development field as a whole, and the staff of NeighbWks America. The professionals who attend these events from one day to five

2 days from all 50 states and beyond are committed to making a difference in the lives of wking low- and moderate-income families and their communities. New NeighbWks Netwk Leaders Fum (NNNLF): Each year, Executive Directs, that are new to the position, attend the Fum. The purpose of the Fum is to get -together f peer suppt, growth, and learning. This event provides a learning environment that focuses and concentrates on the executive directs job role and responsibilities, away from the job. This is an excellent opptunity f executive directs to engage in dialogue on what strategies are wking and how they are executed in their respective communities Executive Directs Symposium (EDS): Once a year, NeighbWks America gathers of the Executive Directs from NeighbWks ganizations to hear their imptant issues and concerns and provide timely learning experiences (speakers, wkshops, etc.). NeighbWks America frequently refers to input from this event while it makes cpate strategic decisions. In addition, the netwking among the Executive Directs and NeighbWks America staff serves to strengthen the netwk. Scope of Services The following is an outline of the meeting specifications f the NNNLF and EDS. Event Dates and Locations Date Options: Event 1 March 12-16, 2017 March 19-23, 2017 March 26-30, 2017 April 2-6, 2017 Event 2 March 11-15, 2018 March 18-22, 2018 April 8-12, 2018 April 15-19, 2018 City Option: Washington, DC Metropolitan Area (metro accessible preferred) Washington, DC Metropolitan Area (metro accessible preferred) Guestroom Requirements and Block EVENT #1: New NeighbWks Netwk Leaders Fum (NNNLF) Saturday: 8 guestrooms (3 double guestrooms and 5 single guestrooms) Sunday: 20 guestrooms (5 double guestrooms and 15 single guestrooms)

3 Guestrooms will be master billed to Neighbhood Reinvestment Cpation dba NeighbWks America f all participants; however, all participants are responsible f their own incidentals. We require the government rate best rate available. These guestrooms will be billed to the master account and a housing list will be provided. Neighbhood Reinvestment Cpation dba NeighbWks America is City, Federal, and Hotel Occupancy tax-exempt (documentation to be provided) the ganization will generate the contract with the hotel. EVENT #2: NeighbWks Executive Direct Symposium (EDS) Monday: 120 guestrooms (5 double guestrooms and 115 single guestrooms) Tuesday: 250 guestrooms (30 double guestrooms and 220 single guestrooms) Wednesday: 250 guestrooms (30 double guestrooms and 220 single guestrooms) Thursday: 25 guestrooms (5 double guestrooms and 20 single guestrooms) *Note: Guestrooms from Event #1 are included in Event #2 total lodging needs. Guestrooms will be master billed to Neighbhood Reinvestment Cpation dba NeighbWks America f all participants; however, all participants are responsible f their own incidentals. Status of Union Contracts and Current Associated Fees Please refer to the separate Request f Proposal Response Sheet f union-related questions. NeighbWks America may contract with an outside audio-visual, computer equipment and service vends. Most classrooms will be set with LCD projects, screens, flipcharts and stands, and a computer. In some cases, microphones and other sound TV equipment is used. If there are any requirements to use union lab f these and other activities, respondents should indicate and detail those costs on the questionnaire. How to Submit a Proposal 1. Venues are required to submit the questionnaire entitled New NeighbWks Netwk Leaders Fum and Executive Directs Symposium. Venue must upload an Excel document that highlights the meeting space offered. If this infmation is not included with the questionnaire your proposal will not be considered. 2. The required questionnaire must be received by NeighbWks America on befe Monday, November 10, 2014 by 6:00 p.m. EST. Proposals submitted without the questionnaire and Excel document highlighting the meeting space offered will not be considered f review. Please provide bid expiration date. 3. Questions inquiries regarding the RFP questionnaire should be sent to the following address: edsbids@nw.g no later than Monday, November 10, 2014 by 6:00 p.m. EST. 4. Follow the instructions on response questionnaire f submission.

8 Proposal Evaluation and Selection Process/Basis of Award NeighbWks America reserves the right to determine which bidders have met the base requirements of this RFP. In addition, NeighbWks America may reject, in whole in part, any and all proposals, waive min irregularities in proposals, allow an offer to crect min irregularities and negotiate with all responsible effts in any matter deemed necessary to serve the best interest of NeighbWks America. NeighbWks America reserves the right to reject any and all proposals when such rejection is in the interest of NeighbWks America, to reject the proposal of a bidder who has not met the prerequisites of the bid proposal who has previously failed to perfm properly complete on time contracts of a similar nature, and to reject the proposal of a bidder who is not in the sole opinion of NeighbWks America, able to perfm the contract to the sole satisfaction of NeighbWks America. NeighbWks America also reserves the right to waive any infmalities and technicalities in the bidding. NeighbWks America reserves the right, however, to award the contract in accdance with its best interest and will not be required to accept the lowest bid.
