2 I. INTRODUCTION Achievement Prep ( APA ) is a network of high-performing, college preparatory schools located east of the Anacostia River in Ward 8 of Washington, DC. Achievement Prep schools are tuitionfree, open enrollment schools. Founded to close the achievement gap and address the educational needs in the community, Achievement Prep has been an award-winning public charter school recognized for its immediate impact in closing the achievement gap between lowincome and affluent students in Washington, DC. The flagship middle school campus at Wahler Place opened in 2008 with 68 4th and 5th graders and grew to its full capacity of over 400 scholars in grades 4-8. Achievement Prep opened its first elementary school and second campus in August 2013, serving over 230 scholars in grades K-3. Achievement Prep is soliciting Design Build proposals Information Technology and Security Systems Services and AV Equipment for the renovation and addition of a public charter school facility ( Project ). II. PROJECT DESCRIPTION Achievement Prep intends to build a new school middle school building on the Wahler Place campus, move its middle school from the existing building to the new building, renovate the existing building, and then move its elementary school to the newly renovated building at the Wahler Place campus. The new building is approximately 50,000 SF and will include classrooms, a gymnasium, cafeteria, and administrative space. The renovation will include approximately 50,000 SF of the existing building and will include classrooms, a multipurpose room, a reheat kitchen, and administrative space. The project will also include improvements to the site including a new parking lot, stormwater management, and appropriate play facilities. The construction budget for the new construction, renovation, and sitework is $24.9 million (not including soft costs). Studio 27 is the architect and MCN Build is the Construction Manager at Risk for the project. CSII/Building Hope is managing the site control and financing for the project. Brailsford & Dunlavey is providing design and construction project management. III. SCOPE OF WORK General: Information Technology: The approach is to provide a flexible and comprehensive technology system for innovative teaching and learning, while being durable, effective, and good value. Security 2

3 Video surveillance of the building s exterior doorways and interior hallways, full perimeter alarm coverage, and access control on all interior stairwells are all key security features in Achievement Prep buildings. This allows the school to not only secure the building and maintain a safe environment for students and staff, it also controls flow within the building. Audio/Visual Teaching methods utilize projectors, document cameras, and laptops. Phones are located in every teaching area and serve as a system for announcements. Opportunities to teach and present in the cafeterias and gymnasium should also be investigated. 4 o Cafeteria: o Full wireless coverage o Data drop for phone for door o Gym: o Data drops for scorer s table in floor Security/ Access Control o Camera coverage o Exterior Front entrances Play spaces Parking lot o Interior Corridors View of front entrances o Access control o Buzzer with camera at front doors (2 at the elementary school) o Buzzer with camera at building connection doors o Key fob access control on all stairwell doors o Key fob access control on one door from parking lot to elementary school building o Alarm o Exterior door contacts o Exterior window contacts o IT Closets o IDF on each floor o Coordinate Verizon connection servicing Achievement Prep Audio Visual Equipment (See Exhibit 2 for cut sheets of specified products) o 2 overhead projection screens & projectors (in both cafeterias) o 52 phones (Mode: DTH-16D-2(BK)TEL or comparable to function with existing system) o 22 projectors (Steelcase PJ930 or comparable) with speakers o 22 document cameras (Epson ELPDC06 or comparable) o Servers & switches to support new building Warranty Vendor shall warrant installation against all product defects, and warrant that all cabling components meet or exceed the requirements of TIA/EIAA-568A, TIA/EIAA-56A- A5, and ISO for a minimum of 20 years. IV. SUBMISSION REQUIREMENTS All work must be done during time slots coordinated with the Construction Manager. Awardee is expected to exercise proper due diligence in coordination with the CM s schedule for 4

5 deliveries, installation and other in-field work. Submissions will be accepted for the full scope of work as well as select portions of the scope of work. Please refer to exhibits for reference drawings. Pre-Submission Activities The Owner s Representative may make changes to this solicitation or provide additional information via a dated and enumerated series of addenda issues to all known bidders. Bidders are directed to acknowledge receipt of all addenda to this solicitation and are solely responsible for ensuring that any such addenda have been received and reviewed in accordance with the care and standards merited by this bid process. Pre-Proposal Walk-Through A voluntary pre-proposal walk-through will be held at Achievement Prep on the following date: Location: Achievement Prep Main Entrance 908 Wahler Place SE Washington, DC Date: Monday, January 5, 2015 Time: 3:00PM Parking: Street parking is available Submission Submission packages shall be sent to Carrie Rollman by 12:00 Noon on Monday, January 12 th 2015 by (crollman@programmanagers). The Owner reserves the right to waive irregularities and the right to reject any proposals at any point during the selection process. The Owner also reserves the right to approve all sub consultants and team members. The Owner may contract with separate firms for different parts of the scope. Vendors can bid on only portions of the scope if desired. Note that the contract may not be effective until reviewed and approved by the District of Columbia Public Charter School Board. V. FORM OF PROPOSAL The Proposal should be concise, well organized and demonstrate the Bidder s qualifications and experience applicable to the Project. The Proposal shall be limited to 15 two-sided pages (8 ½ x 11 ), inclusive of resumes, graphics, pictures, photographs, cover letter, etc. Proposals submitted in response to this RFP shall be in the following order and shall include: 5

Cover letter with the following elements: o Statement of interest in the Project. o Identification of the point of contact for this RFP process with telephone number and address. o Name, address, telephone, , and website for the prime firm. o Signature of a duly authorized principal. 2. Firm profile with at least the firm s age, history, and number of employees. 3. Organizational Chart indicating key personnel with respective roles. 4. Certified statement that the firm is not debarred, suspended, or otherwise prohibited from professional practice by any Federal, State, or local agency. 5. Descriptions of up to four projects that reflect the Bidder's experience in completing similar consultant efforts. For each project, please provide all of the following information in a consistent format: o Project type, project name, client name, phone number, location; o Bidder personnel involved; o Square footage of renovation and of new construction; o Summary of Bidder s IT scope; o Summary of Bidder s AV scope; o Summary of Bidder s Security system; o Dates of installation. Projects awarded and not yet completed may be submitted for consideration. 6. Proposed Method to Accomplish the Work Discuss Bidder's technical and management approach to the consultant effort. Discuss lines of communications necessary to maintain schedule, and methods for both schedule and management reporting. A proposed project schedule must accompany this solicitation, and should be quantified using durations to avoid prescriptive project start and end dates. 7. Technical Guidance Systems within this project must be secure yet cost effective. Consistent and reliable security and wireless connectivity are priorities for daily school operations. Please provide input on the existing infrastructure that may be reused and strategies for deciding what to reuse, thoughts on how to integrate the two school buildings within one network, and whether strikes or maglocks are the best option for this school s exterior and interior doors. 8. Quote for services Itemize pricing for services noting which are hourly, lump sums, and unit costs: 6

7 o Design recommendations o Drawing reviews for electrical and hardware coordination o Equipment o Materials and installation o Training o Available support contracts (such as security monitoring) 9. Availability o Bidders are asked to confirm availability to initiate design and coordination services immediately. VI. EVALUATION CRITERIA Proposals that meet the submission requirements will be evaluated with the following criteria: o Knowledge - Demonstrated understanding of exhibited scope of services and drawings o Cost lowest cost with highest value o Schedule aligned with project expectations for Phase I occupancy by December 2015 and Phase II occupancy by July 2016 o Form of proposal - logical, clear and well-organized VII. REQUESTS FOR INFORMATION Bidders should submit information requests in writing directly to the designated point of contact (Carrie Rollman) no later than five (5) calendar days before the bid deadline. Contacting Achievement Prep directly is strongly discouraged. The designated point of contact shall issue to all known Bidders, via addendum, responses to all inquiries received in writing by the deadline established above.
