2 I. INTRODUCTION/BACKGROUND NMSA has proposed to install three Coastal Monitoring Systems around strategic Shipping Routes in PNG. These sites were selected as Jomad Passage in Milne Bay, St. George Channel in New Ireland and Vitiaz Passage in Morobe Province. The Coastal Monitoring System (CMS) will consist of RADAR, AIS, Meteorological transducers and surveillance video feeds. These data will need to be sent to Port Moresby at the monitoring centre which will be located at the NMSA Head Quarter where it will be monitored 24 /7 and 365 days. Communications mediums including GSM, Microwave and Satellite were investigated. Satellite communications was selected as the most convenient and economically viable solution. II. OBJECTIVE NMSA maritime operation requires data from the three sources to be available on a 24 hours daily basis. Real time data captured from the AIS, RADAR and weather stations should be displayed at the Maritime Rescue Coordination Centre located at the 2 nd floor of the MMI building, Port Moresby. Surveillance video footages should also be made available to safe guide the infrastructures from intruders. The data should be utilized for Search and Rescue, monitoring of vessels, prevention of pollution, rogue vessel surveillance, safe navigation of vessels etc. The three Coastal Monitoring Systems will play a big role in the execution of NMSA functions and responsibilities. III. CONSTRAINTS There are unique requirements of this projects which include remote locations, power and specifications which should be taken into considerations when designing the solution. The links are the exact opposite of a typical VSAT application, hence the need to implement SCPC links and not through a hub. Because of the power budget, the dish and BUC sizes must be taken into considerations The location of the remote sites, Appendix 2, and the 99% uptime requirement must be taken into considerations when presenting the solution IV. REQUIREMENTS FOR THE SATCOM PROVIDER IV.1. GENERAL PRINCIPLES By accepting the Terms of Reference (ToR), the SATCOM provider confirms that it meets the following conditions: The Provider conforms and has valid licenses from Satellite Communications Regulators such as NICTA National Maritime Safety Authority (NMSA) 2
3 The Provider is committed to undertake this engagement in accordance with International best practices and standards. The engaging firm must be currently registered, as required under the PNG Companies Act 1997, and must always comply with the requirements and guidelines of Investment Promotion Auditory (IPA). The engaging firm must comply with all tax requirements, as required by the Internal Revenue Commission (IRC) and must have a current operating Certificate of Compliance (CoC). IV.2. QUALIFICATIONS AND EXPERIENCE The Providers are expected to be technically qualified and experienced in the field of Satellite Communications and ITC. They are expected to provide a turn-key solution which is both robust and can be able to operate in the harshest of PNG conditions. V. SCOPE OF WORK (SoW) The turn key solutions provided by the vendors should cater for all the elements of a satellite communications system taking into account the nature of the CMS project. SCOPE OF WORK AND REQUIREMENTS 1. The sites will be in very remote and isolated areas and the data links are required to bring in streaming RADAR images 365 days a year on a 24/7 basis. The requirements are as follows: Satellite leased lines are required and not VPN links 1024kbps upload from the 3 sites are on Committed Information Rates (CIR), 265kbps download bandwidths -no contention. The zero contention is a requirement of the streaming RADAR application At the remote sites, solar power will be used, thus 80 watts of power usage should be budgeted which means anything larger than an 8 watt BUC should not be considered in your proposal. Fully managed links with the demarcation point being the Ethernet port in our monitoring centre in Port Moresby and Ethernet port at the remote sites. 2. The concrete works for the satellite dish will be done as part of the main contract. There are some equipment which will be provided as part of the main project and can be replaced as required to suit SATCOM supplier requirements. This is tabled as Appendix The nature of the CMS project requires that the data from the sensors are available on a 24/7 and 365 days a year. NMSA requires a 99% uptime for the links which National Maritime Safety Authority (NMSA) 3
4 means, SATCOM providers are required to propose redundancy and monitoring of these links. The providers need to show that spare parts will be kept. 4. A point to point closed loop link with redundancy to bring data from SATCOM supplier hub to NMSA Monitoring Site has to be proposed. VI. EXPECTED OUTCOMES The NMSA expects the links to have a 99% uptime Service Level Agreement. The links should be dedicated and uncontended to provide for RADAR streams, video and data from remote sites to monitoring center in Port Moresby. All SATCOM infrastructures are expected to withstand and operate in PNG s rugged marine conditions. National Maritime Safety Authority (NMSA) 4

It is not suitable for C Band TDM/TDMA hubs Romantis UHP-1000 SCPC Satellite modem (UHP1000- SCPA Compatible with any SATCOM provider that uses the Romantis UHP platform. This can be changed from mblpa-8-f to mblc-8-f at no additional cost. Please note that maximum BUC size for the remote sites is 8 watts because of the power budget. For a TDM/TDMA service this should be changed to a DRO LNB which can done at no additional cost It can be used both in an SCPC network and a TDM/TDMA Romantis based satellite network National Maritime Safety Authority (NMSA) 5
