1 The Development of IALA-NET Data Center in China Maritime Safety Administration (MSA) of the People's Republic of China

2 IALA-NET is an IALA project It will be implemented if the trial demonstrates its feasibility and its interest. The trial started in August 2008 and will end on the 31st December It is realized through a demonstrator. The demonstrator is provided to IALA and IALA Members free of charge thanks to the generosity of Denmark and the United States.

3 What is IALA-NET? IALA-NET is a near real time AIS data exchange service through Internet with a capacity for storage AIS data for statistical purposes. It is a worldwide service only open to national Authorities who provide the AIS data from their own country. The service is intended to assist these Authorities to fulfill their duties regarding safety, security, protection of marine environment and efficiency of navigation.

4 What about the secrecy of ship movements? Already numerous traffic monitoring systems exist. National Systems Many countries Regional Systems HELCOM, North Sea, European / SafeSeaNet Global Coastal Systems MSSIS, AIS-Live, Lloyds Miu, (future) IALA-NET

5 What are the reasons to create IALA-NET? - Several private/commercial companies already monitor the maritime traffic on a global mode. However, traffic monitoring includes security, safety, protection of marine environment and traffic organization missions. These missions are part of governmental responsibilities and the information used by the Authorities in charge of the missions shall not be dependent on the sole private sector.

6 What are the reasons to create IALA-NET? - LRIT and AIS are two systems complementary. To totally benefit from the LRIT system a flag State, a port State or a coastal State need to have the last AIS information available received by a shore based station before the ship had left the A1 area, whatever her location around the world: it will be much more convenient and cheaper for the Authority in charge, when receiving LRIT information, to refer to the IALA-NET AIS data base rather than to exchange messages with the ship to have more detailed information.

7 What are the benefits provided by IALA-NET? Here are some examples : Maritime safety Search and Rescue Marine accident investigation Improving efficiencies of navigation Security Maritime traffic analysis Environmental monitoring Illegal activities.

8 Who can access IALA-NET? Access to the IALA-NET data exchange will only be allowed to countries which provide AIS information themselves to the system. Furthermore, in each of these countries, the access to the information will only be permitted to Competent National Authorities*, and under their control to those in charge of: *The expression National Competent Authority means the IALA National Member or, for a country not yet Member of IALA, the National Aids to Navigation Authority.

10 what about the IALA-NET Demonstrator? To validate the system a Demonstrator is running up to the end of The Demonstrator is accessible through Internet to all National Competent Authorities for a test period of 15 days. However, countries providing their own AIS data information to the IALA-NET Demonstrator have an unlimited access to the Demonstrator. Participation to the IALA-NET Demonstrator is free of charge. 12 The work done by IALA IALA-NET Executive committee Technical Working Group Technical Working Group Technical Working Group In order to speed up the construction of IALA-NET, IALA specially set up the LALA- NET executive committee and 3 technical working groups to guide the construction of IALA-NET.

13 Construction steps of IALA NET IALA-NET will establish 3 server centers, evenly spaced in time-zones, to provide a 24- hour service. It will be run officially from 1st January 2010.

14 IALA-NET Global Data Center Both the USA and Denmark have agreed to establish Data Centers, and IALA has invited China to establish Data Center. China has agreed to establish the IALA-NET Data Center (China).

15 Construction of AIS in China China MSA has commenced the construction work of AIS Shore-based Network System since Now, China MSA has built stand-alone AIS Shore-based Network, including 94 AIS stations,19 regional AIS centers, 3 sea area AIS centers and one national AIS center, which covers all coastal areas of China.

16 The application of AIS in China AIS application software developed by China MSA provides services consist of safety supervision and administration, security information service, assisting analysis and decision-making, vessel data statistic analysis; and which application scope involves maritime affair, frontier defense, piloting and SAR, etc.

17 Construction of IALA-NET Global Data Center (China) China has participated actively in the preparation for the establishment of the Global Data Centre of IALA-NET. Base on the original AIS administration center, IALA- NET Data Centre of China will be established at Tianjin MSA. The construction of Data Centre is expected to be started at the end of 2009.

18 Problems 1. More countries are encouraged to join the IALA-NET. 2. Issues regarding details of IALA-NET operation need to be identified before the system coming into operation. 3. There are some commercial companies providing AIS data-sharing service, which means the AIS data has been open to the public. 4. How to make full use of IALA-NET, and how to have more users. 5. The relationship between AIS satellite and Shorebased AIS Network System, future status and role of AIS satellite should be studied.

19 Recommendation 1. It is recommended that all member states participate actively in IALA-NET. 2. It is suggested that IALA formulate relevant policies and guiding principles to standardize and harmonize the construction and operation of IALA-NET.

20 Conclusion IALA-NET provides a platform for maritime information sharing; its establishment will assist competent authorities to fulfill their duties regarding the safety, security and protection of marine environment. And it will also play an important role in enhancing international cooperation and strengthening mutual trust among states on maritime affairs.
