3 Acknowledgement Coastal Municipalities Water Utility (CMWU) would like to highly appreciate the exceptional interventions of the World Bank, UNRWA, ACF, UNICEF and OXFAM during the Israeli Military Operation in distributing water and fuel in various inaccessible locations, especially in Gaza and Northern areas. It s also important to highlight the readiness that presented some of the financing agencies such as the World Bank, QRC, UNDP, KFW, ANERA, OCHA, UNICEF, Oxfam, ACH, and others to finance the CMWU Recovery Plan based on the Damage Assessment Report. A special thanks to the PWA management team who helps in the material coordination access to Gaza with Israeli side and helps in accomplished the damage assessment report for NGEST. 1

4 1.0 INTRODUCTION Coastal Municipalities Water Utility (CMWU) is the service provider for all water and wastewater services through out all Gaza strip governorates. CMWU has funded partners such as World Bank, EU, KFW, UNICEF, Care, ICRC, ACF, OCHA, QRC and others, also CMWU has a very good cooperation with other working agencies in the area such as UNRWA and EWASH group. On 27 December 2008 at about 11 o clock in the morning, the Israeli aircrafts started shelling Gaza Strip from the air, and the military Israeli boats were shelling Gaza Strip coast all over the shore line, afterwards the Israeli tanks starts invading the Gaza Strip from different locations, the war has lasted for 22 days, then the cease fire has started on 18 January During the Israeli offensive war in the Gaza Strip, CMWU has submitted all the water and waste water facilities coordinate locations to the ICRC agency to coordinate with the Israeli military to avoid shelling these locations which will lead to severe humanitarian crisis if water is stopped supplying or if wastewater flooding happens in case of targeting these locations. Even though, some were targeted directly by F16 air strike rockets and military tanks. However, during the Israeli Military Operation, the CMWU in cooperation with the ICRC, UNRWA, OCHA and PWA tried to obtain the IDF green light to enter some sites in order to fix damages occurred during the IDF Military Operations (MO), but unfortunately all the efforts were without success; except for a week before cease fire when we managed to refuel BLWWTP Infiltration PS. Therefore, the CMWU in its Press Release a week after the IDF-MO announced its complete incapability to keep providing its services for the inhabitants of the Gaza Strip and a list of reported damaged locations were identified. After the cease-fire, CMWU took the lead towards repairing and surveying the damages in all water and waste water infrastructure facilities all over the Gaza Strip in cooperation with its partners to prepare for a Recovery Plan. However, as a fast track and in order to re-establish some of the main water and sewage carriers, henceforth provide minimum services to the most affected areas (Mostly in Gaza and Northern Area), UNICEF and ICRC allocated emergency budget beside GEWP and its additional finance (World Bank Fund) in order to repair damages occurred in the incursion areas. 2

5 CMWU team has carried out a comprehensive field survey in the damaged areas to produce this report for damage assessment in order to be presented to our partners. This report is summarizing the descriptive damage assessment and informative data sheets and photos related to damaged sites and facilities, where all physical, technical faults and damages have been recorded with detailed requirements of technical and financial estimates required to rectify and relief the situation as per the indicative implementation time table. 2.0 METHODOLOGY After the cease fire declaration, several technical and administrative teams have been formed by CMWU to carry out detailed physical, technical and environmental survey to assess various damages occurred during the period of Israeli Military Offensive in the Gaza Strip for water and wastewater infrastructure and facilities. Several types of damages have been assessed and classified for various elements of water and wastewater facilities and infrastructures affected during the Israeli offensive war occurred through out all Gaza Strip Governorates. 2.1 TARGETED FACILITIES AND INFRASTRUCTURES The following facilities and infrastructures including all associated elements and systems listed here below shall be assessed and evaluated with respect to different types of damages: Water wells and its associated systems Water reservoir Water distribution networks Wastewater pumping stations Wastewater treatment plants Wastewater collection networks and its associates Administrative and operation buildings and stores Vehicle and trucks Staff and employees 3

6 2.2 DAMAGES CLASSIFICATIONS Damages assessment report is provided for all types of damages whether it is physical or operational damages which affecting the continuity of services and the level of interruptions. Facilities, structures and civil works damages Mechanical and electrical damages Water and wastewater networks and its associates. Operational damages and interruptions Environmental damages Logistical damages Lost of life for employees and operators 2.3 DAMAGES ASSESSMENT FORM FOR FIELD SURVEY The designated field survey form is configured to include for the following items and details: Date of assessment Name of assessment team work General description of event Damage location and site Type of damages as per each anticipated system Damage magnitude (Serious, Moderate, Light) Descriptive and quantified recovery needs as per each damage type Damage photos Unseen damages need further investigation and tests Damage Assessment field survey form has been initiated and included as per the attached annexes. 3.0 DAMAGES ASSESSMENT Based on the field survey form that filled by the CMWU different teams during and after the Israeli Military Offensive war on the Gaza Strip, a total damages estimates reaches up to 6 Million $ USD as a preliminary figure so far and it may become more since every day there are some new damages found in other areas of the Gaza Strip which still under construction debris. 4

7 The estimated cost of the damages encountered are based on the availability of materials in the local market, where as the materials are not found at the time being due to the closure of commercial borders, the damages repair can not take place. Table 1 and 2 represent the damages categories and type encountered during the IDF- MO. The tables show that the water and waste water network have the largest damages value between the other categories because the tanks were excavating the lands while they were moving and its value reaches up to 44% of the total damages encountered. As well as waste water facilities such as Gaza Waste Water Treatment Plant (GWWTP) and North Gaza Emergency Sewage Treatment (NGEST) have also severe damages in their basins and inlet pressure pipe lines. The assessment also includes an estimation amount of the unseen damages in Rafah which is resulted from the vibration bombs. 5

9 4.0 IMPLEMENTATION PLAN As a result of the damages assessment survey, an implementation plan is required to re-establish the water and waste water facilities to the normal services especially in the most affected areas (Northern area, Gaza city and Rafah). Three tracks has been followed to achieve our target plan which are, (i) fast track, (ii) intermediate and (iii) long term track, each one of the those tracks are summarized in the following sections; 4.1 FAST TRACK (DONE AND IN PROGRESS) This track concerns in the re-establishing some of the main water and sewage carriers damage in order to provide minimum services to the most affected areas especially in the Gaza and Northern area. This track has been followed from the first week of the IDF-MO in the Gaza Strip with the cooperation with the ICRC, UNRWA, OCHA and PWA agencies in trying to get a green light from the IDF to enter the damaged sites in order to fix the damages and run back the services. Even though, the IDF refuse to do so, CMWU kept trying with our partners until one week before cease fire where CMWU team could manage in re-filling fuel in BLWWTP Infiltration Pumping Station beside repair the damages in the carrier pipe line in El Naser - Rafah. This track has been fully supported by our partners UNICEF and ICRC who allocated a direct emergency budget beside GEWP World Bank finance in order to repair damages. After the cease fire there were an important measures and actions which have been taken in order to maintain the water and waste water services running trying to avoid any environmental and health catastrophe especially where mixing of water and waste water may happen, as well as flooding of sewage in areas of broken main pressure sewage pipes. A summary of these measures and its status are summarized in tables 3 and 4. 7

The finance of these projects will be part of World Bank support under GEWP and other donors (QRC, UNDP, UNICEF, ACF, ) 4.3 LONG TERM PLAN Some of areas have been totally destroyed buildings, water and waste water infrastructure and other facilities. These areas are mostly in Beit Lahia, Jabalia, Beit Hanoun, part of Zaitoun area in Gaza city, south of Rafah and Eastern Villages. Those areas needs a complete water and waste water infrastructure which may require re-designing the networks based on the new population in the area. The design will take place during debris removal and in cooperation with Ministry of Housing. 8

31 North Gaza Emergency Sewage Treatment (NGEST) Damage Assessment

32 DAMAGE DESCRIPTION It is worthy to mention that both the TPS and PM contracts were supposed to be handed over early January 2009, and IB on mid January 2009 (if remaining materials crossed to Gaza.) 1. INFILTRATION BASINS a. Service rooms: The services rooms at the infiltration basin 1,2,4,6 and 8 have been completely damaged especially the upper part of the chambers which were subjected directly by the Israeli bulldozers, and tanks, the bulldozers have deliberately destroyed, the upper part of the chambers which include the block and concrete works, the finishing works, plastering, doors, windows and lifting cranes. Large quantities of rubble have entered into the under ground part of the chambers and may have caused damage to the on/off valve, this has to be checked latter after removing the debris. It is noticed that the chambers damaged are located on the northern part of the access road while the other 4 chambers were not hit because of the existence of trench excavated a long the southern site of the access road which most likely prevented the bulldozers from reaching far chambers. b. Electrical control room: This control room was located near infiltration basin no.1; it is 12 m. steel containers furnished to accommodate the electrical panel unit and air compressor unit, in addition to the services and operator room. The container was pushed by the bulldozers and dragged to the embankment of infiltration basin no.1, it was difficult at this stage to estimate the exact damages but it seems that the panel subjected to severe damage. c. Contractor s sits offices: 9 site offices containers have been completely damaged, these offices were equipped with computers sets, office furniture and some engineering equipments levels and (Total station approximate cost $ ) and stock project materials. d. PMU fuel tank storages: 3000 liters diesel tank storages used to be utilized by the PMU staff have been completely damages all the Diesel were poured out, the tank and its containers was dragged and thrown into basin no.1, which result in polluting the ground
