1 Kentucky Early Care and Education Professional Development Terminology Adult Learning Theory/Effective Training Design Concepts and principles that explain how adults gain knowledge and skills that result in relatively long term changes in attitude and behavior and how this is applicable to training adults. Fifteen (15) clock hours in Adult Learning Theory/Effective Training Design are required for renewal of the Trainer s Credential Levels 2 4. Area Development District (ADD) Child Care Resource & Referral (CCR&R) Agencies Child Development Associate (CDA) Child Development Associate (CDA) Mini Grant Commonwealth Child Care Credential (CCCC) Commonwealth Child Care Credential/Child Development Associate Scholarship Core Content Division of Child Care (DCC) Kentucky is comprised of 15 area development districts, defined by the Kentucky Department of Agriculture. Community based agencies, located in each of the 15 Area Development Districts in Kentucky, that deliver coordinated services to help families access early care and education and school age child care options. CCR&Rs work to improve the quality of child care through a variety of services, including training and professional development opportunities, to providers, employers and the community. A nationally recognized credential awarded by the Council for Professional Recognition to an individual who has successfully completed 120 clock hours of CDA training, a CDA portfolio and a CDA assessment. Pays the $ direct assessment fee to the Council for Professional Recognition on behalf of the recipient. Applicant must meet all requirements, including income requirements. An entry level credential available to early care and education professionals in the Commonwealth of Kentucky who have successfully completed 60 clock hours of a planned program of instruction. Provides financial assistance, to the extent funds are available, in the form of scholarships for early care and education professionals seeking the CCCC and/or the CDA, payable to an organization with an approved planned program of instruction. Specific knowledge, competencies, and characteristics necessary for early care and education professionals to work effectively with young children and families. The Division of Child Care is a division of the Kentucky Cabinet for Health and Family Services, Department for Community Based Services. DCC promotes quality child care through planning and initiatives that support the improvement and expansion of statewide child care services and resources to promote better child care for all families in Kentucky. DCC is the funding source for TIPP, CCR&R and QEI projects.
2 Division of Regulated Child Care DRCC is responsible for licensing Type I/II child care programs and certifying family child care homes. DRCC also investigates complaints against child day care programs, residential child caring facilities, and child placing agencies. Early Care and Education Professional ECE TRIS An individual who is trained to provide child care and/or education services to a young child. The Early Care and Education Training Records Information System (ECE TRIS) is an easily accessible, centralized location created to store and maintain individual training records for Early Care and Education Professionals. ECE TRIS meets the training record keeping requirement as stated in 922 KAR 2:240, the Kentucky Early Care and Education Trainer s Credential and Training Approval regulation. Face to Face Training Full time, paid experience Fundamentals of Effective Training A group training session in which participants and the trainer are in the same location, usually a classroom setting. The trainer presents information in a live format and participants interact with the trainer and each other as part of the learning process. For Trainer s Credential: A paid position of at least thirty (30) hours per week in an early care and education setting. For STARS Quality Rating System: 37.5 hours per week. Fifteen hour train the trainer seminar on adult learning theory and effective training design provided by the Training into Practice Project. Healthy Start Consultant/ Child Care Health Consultant Implemented in July 2000, Healthy Start in Child Care is a KIDS NOW Initiative to provide consultation and training on health, safety and nutrition to child care providers. Trained Healthy Start Child Care Consultants from the local health departments participate in joint activities with the resource and referral agencies in their area to ensure collaboration and coordination regarding health, safety and nutrition issues impacting the quality of child care. Independent Study Introduction to Resources in Kentucky for Early Care and Education Trainers KIDS NOW Initiative Training in which participants complete a module and applicable activities at their own pace. Two hour Trainer Resource Orientation which provides an overview of early care and education systems in Kentucky and resources available to assist early care and education professionals. This training is currently being offered by CCR&R agencies. Kentucky Invests in Developing Success. Kentucky s early childhood development initiative which includes a 20 year plan for improving quality in child care in the state. Housed in the Kentucky Department of Education, Office of Early Childhood Development.
3 KIDS NOW KHEAA Scholarship Measurable Goals Kentucky Higher Education Assistance Authority scholarships for early care and education professionals working at least 20 hours per week in a child care program, to the extent funds are available. Long term or short term objectives which include who will learn, the behavior to be learned, the conditions under which learning will be measured, and the criterion. Milestone Achievement Award Monetary achievement award available to eligible early care and education professionals who earn a CCCC, CDA, Director s Credential, AA, or BA degree in early childhood development. National After School Association (NAA) NAA Accreditation Mini Grant National Association for the Education of Young Children (NAEYC) NAEYC Accreditation Mini Grant National Association for Family Child Care (NAFCC) NAFCC Accreditation Mini Grant Online Training/Web based Training Orientation for Early Care and Education Professionals A national organization dedicated to improving the quality of afterschool care. Accredits licensed afterschool child care programs. Pays up to $ in accreditation fees to the National After School Association (NAA) on behalf of eligible applicants (Kentucky licensed school age programs). A national organization of early childhood educators and others dedicated to improving the quality of early care and education programs for children from birth through third grade. NAEYC accredits licensed child care programs. Available to Kentucky licensed Type I centers. Pays the On Site Validation fee to the National Association for the Education of Young Children (NAEYC) on behalf of eligible program applicants. A national association dedicated to promoting quality child care by strengthening the profession of family childcare. NAFCC accredits certified family child care homes and licensed Type II homes. Pays up to $ for the 2 part accreditation fee to the National Association for Family Child Care (NAFCC) on behalf of eligible candidates (Kentucky certified family child care homes and licensed Type II homes). Training that is delivered over the Internet using a web browser. Web based training frequently includes interactive methods, such as discussion boards, chat rooms, e mail exchanges, instant messaging, discussion threads, teleconferences, video conferencing, etc. Webbased training may be self paced or the group may be scheduled to be online at specific times. A six hour mandatory training within the first 3 months of employment for all persons working with children in child care settings. Consists of three modules: Health, Safety, and Sanitation; Reporting Abuse and Neglect; and Recommended Practices in Early Care and Education.
4 Part Time Paid Experience Performance Evaluation Professional Development Counselor Professional Development Plan Professional Development Workgroup For Trainer s Credential: A paid position of hours per week in an early care and education setting. For STARS Quality Rating System: Anything less than 37.5 hours per week. Kentucky child care licensing requires that employers conduct, at least annually, a performance evaluation with each employee. A performance evaluation is used to improve programming and is designed to evaluate an employee s job knowledge, quality of work, and interpersonal skills. A professional employed by the Quality Enhancement Initiative to assist early care and education professionals with acquiring early care and education scholarships, national accreditation and CDA minigrants, individual Achievement Awards, and the Commonwealth Child Care Credential. A tool used by professionals to identify individual goals and to specify the activities and resources available to assist them as they learn. A PD Plan is used to break down goals into easy to reach steps. As of July 1, 2008, Kentucky child care licensing requires that all early care and education professionals develop PD Plans annually. Workgroup of state level professionals who recommend professional development policies and procedures for early care and education providers in the state. Reading Materials with Assignment Related Education Expenses Reimbursement STARS for KIDS NOW Quality Rating System (STARS QRS) Early Care and Education Trainer s Credential Training Level The trainee receives training credit for completing required reading and follow up tasks. Partially state funded reimbursements available to eligible early care and education professionals upon satisfactory completion of a semester of study for a CDA, Director s Credential, AA, or BA degree in early childhood development. Kentucky s voluntary child care quality rating system for licensed Type I or II or certified child care providers. Child care programs participating in STARS QRS must obtain annual training hours through current credentialed trainers or pre approved conferences. A credential specific to Kentucky that matches the education and experience of the credentialed trainer with the level of content being trained. Training clock hours applicable towards child care licensing, the STARS for KIDS NOW Quality Rating System, and renewal of the Trainer s Credential must be provided by credentialed trainers. Trainer s Credentials must be renewed every 3 years, Levels 2 5 and Specialty; Level 1 is not renewable. Five training levels have been identified in Kentucky and are described in the 2003 Early Childhood Professional Development Framework. A training level is specified for each training offered and provides the participant with information about the level of training being
5 Training Provided by Credentialed Trainers provided. Each training level describes a base of knowledge within the core content areas of study. For example, Level 1 training indicates that entry level information is provided, and Level 5 training denotes that the information provided is at much higher levels of competence. A training session provided by a KY Early Care and Education Credentialed Trainer must: Align with Kentucky Early Childhood Core Content. Follow the KY Standards of Training for Early Childhood Professionals. Award a certificate for clock hours. Be entered into the ECE TRIS system, with records also maintained by the credentialed trainer. Teleconference/Videoconference Training This method of training uses interactive telecommunication technologies to allow two or more locations to interact via two way video and/or audio transmissions simultaneously. Video Learning The trainee views a recorded videoconference or instructional video and completes follow up assignments.
