1 I. FILE GUIDE REFERENCE WATER QUALITY DEPARTMENT JOB DESCRIPTION: LAB TECHNICIAN HAMPTON ROADS SANITATION DISTRICT A. DIVISION : CEL B. GRADE : 5d-5 C. IMMEDIATE SUPERVISOR : Chemist Manager/Laboratory Manager D. LOCATION : CEL II. POSITION SUMMARY Under supervision, performs a wide variety of chemical, biological and physical analyses on environmental samples, in support of various regulatory and HRSD programs; performs numerous administrative functions related to analytical data handling and quality control; adheres to approved procedures and protocols; ; performs other assigned duties as required. Work is performed under the general supervision of the Chemist and the Laboratory Manager. III. EXAMPLES OF DUTIES Actively pursues continuous Quality Improvement in accordance with the HRSD mission, vision and values. Participates in the Quality Improvement Planning Day and serves on Quality Improvement Teams. Performs laboratory analyses as required in support of regulatory and HRSD programs using sophisticated instrumentation and equipment. Carries out maintenance and basic troubleshooting of laboratory instrumentation. Adheres to CEL Standard Operating Procedures, EPA and DEQ approved analytical protocols, and the CEL Quality Assurance Plan. Carries out quality control procedures including QC sample analyses, raw data review and QC data validation. Verifies and maintains sample integrity based on preservation, holding time and chain of custody requirements. Plans and organizes daily work load within area of responsibility to assure efficient operation. Prepares reagents, organizes analytical supplies and maintains inventory in assigned section. Performs administrative duties such as data reporting using established lab protocols and systems such as LIMS, maintains analytical logbooks, reports, and other documentation and tracks number of tests and QA/QC data. Provides support for the CEL operation during weekend, holidays and emergency situations. Provides training to other staff members in analytical and QC protocols and participates in the CEL training program. IV. QUALIFICATION STANDARDS 1. Education High school diploma or G.E.D. with emphasis in science and computer courses, supplemental by an Associates degree in an appropriate science field. The technical nature of the job requires that primary consideration be given to those with a Bachelor of Science degree, however, a minimum of 2 years of applicable experience may be considered in lieu of the degree. 2. Experience Four {4} years applicable experience. 3. Special Licenses Must possess and maintain a valid Operator's License (from state of residence). 4. Knowledge, Skills & Abilities
2 Must be committed to Quality Improvement and have knowledge of basic chemistry, microbiology, math, analytical techniques and computer skills. Must have the ability to handle multiple priorities, adjust to frequent changes and exercise good judgement in analytical issues. Must be able to follow technical instructions, analytical procedures and schedules and be able to work independently. Must work effectively and cooperate with other HRSD personnel. Must be able to coordinate laboratory activities in the absence of supervisory personnel and perform all assignments in a professional manner. V. WORKING CONDITIONS Must be available to work overtime and/or unusual hours, weekends and holidays as necessary. May be required to carry a pager or cell phone and be accessible by telephone in order to respond to emergencies according to a Stand By schedule or as otherwise announced. Work involves exposure to and handling of hazardous materials, wastewater and wastewater products. VI. PHYSICAL REQUIREMENTS Must be able to work in a complex, stressful, problem-solving environment. Work requires lifting ability (20 to 50) pounds). Over 50% of work involves walking, climbing, standing or bending. Works, at time, in an OSHA designated noise environment (over 85 decibels). Must be able to identify colors used in work. Incumbents must have the physical dexterity to accomplish the duties, in the manner noted, as referenced in this and the above sections (Definition, Example of Duties, Qualifications Standards & Working Conditions). VII. OTHER Medical certification of physical requirements required. VIII. TRAINING LEVELS Personnel hired or promoted into this position after May 1, 1981 are fully qualified at a Grade 5 with an appropriate Associate Degree and four {4} years of appropriate experience as a laboratory technician. The following training levels have been established for personnel who are not fully qualified: Grade 5a - Grade 5b - Grade 5c - Grade 5d - 3 yrs of appr exp and 3/4 toward the appr Associate Degree. 2 yrs of appr exp and 1/2 toward the appr Associate Degree. 1 yr appr exp and 1/4 toward the appr Associate Degree. High school diploma or GED, courses in science, no experience. IF ASSIGNED TO A TRAINING LEVEL, FULLY QUALIFIED LEVEL MUST BE CONSISTENTLY PURSUED, AS A CONDITION OF APPOINTMENT.
