1 SECTION I: GENERAL INFORMATION Position Title: District Accountant Immediate Supervisor s Position Title: Director of Business and Finance POSITION DESCRIPTION WILLMAR PUBLIC SCHOOLS Department: Business Office FLSA Status: Non-Exempt Job Summary: Under the direction of the, Director of Business and Finance, implements, maintains and administers of the District s accounting records including its accounts receivables, accounts payables and general ledger and monitors the District s cash flow to ensure funds are available in accounts to meet District needs and obligations. SECTION II: ESSENTIAL DUTIES AND RESPONSIBILITIES Monitors the district s cash flow needs and requirements. a) Determines cash requirements and transfers monies between accounts, funds, etc. to meet the needs and obligations of the district. Implements, monitors and handles district accounts payable operations and functions. a) Monitors and ensures all district invoices are paid on a timely basis. a) Enters all invoices into the accounting system; reviews and verifies amounts are coded properly according to UFARS. b) Runs checks for all payables upon approval. Implements, monitors and handles all accounts receivable functions and operations. a) Enters all state aid payments and property tax payments into the accounting system and under their proper revenue codes. b) Monitors and ensures all daily building receipts are properly entered and coded correctly. Performs and handles general ledger entries and maintenance activities. a) Oversees all bank accounts and performs all receivable entries and general ledger entries for interest, miscellaneous charges, charge backs, etc. b) Determines when corrections and entries need to be made to the general ledger. c) Answers questions concerning questions or issues arising in the reconciliation of accounts. Assists the Director of Business and Finance in the preparation for the annual audit. d) Makes sure year end entries are made e) Assists in compiling needed information, reports or schedules f) Answers auditor questions, if needed. Monitors the district s purchase order and requisition process a) Reviews, and verifies all purchase orders and requisitions prepared and entered into the accounting system by building secretaries. b) Assists in finding vendors and best prices c) Explains proper UFARS coding requirements to staff. 1
2 Oversees all student activity accounts in the district including all receivables, payables out of the accounts and account reconciliation. Performs other related duties within the scope of the position as assigned or requested to contribute to the efficient operation of Willmar Public Schools. SECTION III: WORK REQUIREMENTS AND CHARACTERISTICS EDUCATION/KNOWLEDGE REQUIREMENT: Minimum education required to perform adequately in position could reasonably be attained only by completing the following: REQUIRED EDUCATION/TRAINING (choose one) less than high school diploma High school diploma or GED. 1 year college x 2 years college DEGREE INFORMATION: Type of degree: (B.S., M.A., etc.) Associates degree Major field of study or degree emphasis: Accounting, Finance, Bookkeeping, or related area 3 years college 4 years college 1st year graduate level Essential knowledge and specialized subject knowledge required to perform the essential functions of the job: 2nd year graduate level Doctorate level Fundamentals and general concepts of accounting, bookkeeping functions and district operations as they pertain to accounts receivable, accounts payable and general ledger maintenance. Laws, rules, regulations and requirements pertaining to accounting functions. UFARS accounting practices and requirements. Basics of cash flow analysis. General office and general administrative procedures and operational requirements. Office equipment and typical productivity software, databases or customized systems/applications used within the district for processing payrolls (e.g. SMART). Records retention, record/file/database maintenance requirements. Required Work Experience in Addition to Formal Education/Training: A minimum of 3 years general bookkeeping/accounting related experience. 3 ESSENTIAL SKILLS REQUIRED TO PERFORM THE WORK Skilled in: Preparing, maintaining and implementing accounting processes and procedures associated with the maintenance of the general ledger, accounts payable, accounts receivable and student activity accounts. Using and applying accounting and financial software and programs in the preparation and maintenance of accounting records. Preparing of various local, state or federal accounting/fiscal reports. Monitoring and reviewing building purchase orders and requisitions for proper UFARS coding and requirements. Monitoring cash flow and implementing decisions concerning the transfer of funds between accounts to meet district obligations. Oral and written communications. Establishing and maintaining effective working relationships with employees, supervisors, department heads, and representatives of other agencies. Customer service and human relations in assisting, dealing with and applying proper phone etiquette and informational assistance in dealing with employees, agencies, the public and department staff. Basic math needed to add, subtract, multiple and divide units of measure using whole numbers, fractions and/or decimals. Using and operating computers and applying office productivity software such as word processing, spreadsheet, database or customized financial software utilized by the department. Performing work assignments requiring attention to detail, precision and accuracy and in accordance with set deadlines under minimal direction and supervision.
