I was the founding Dean of the School of Public Affairs in 2003 and visionary in formulating programs in order to reestablish the School of Public Affairs. I fostered the mission of the University in implementation and support of urban programs. Allocated budgets for instruction and operational expenses. I represented the school in relations to its internal and external constituencies; ensured that the faculty enjoyed academic freedom and exercised academic responsibility. I assessed annually all personnel reporting to the Dean; reviewed departmental commendations for appointments, renewals, promotions, tenures, terminations, and dismissals and engaged in teaching, researching, and public service functions to the extent feasible. Dean of the School of Public Affairs and Dean of the Graduate Center, Kentucky State University, Duties: Provided and administered leadership and support to six faculty, tow administrative staff, and students at the Associate Degree, the Bachelor Degree, and the Master level of study. Oversaw and managed the school s budget, planned course offering, and evaluated faculty and staff on two campuses. Moreover, I was charged with the task of restructuring both the undergraduate program and the Masters of Public Administration Program and laying the foundation that would lead to the national accreditation of the graduate program. Under my administration, both the undergraduate and the PMA program experienced both growth and development in terms of student population and student and faculty diversity. Director, Cooperative Association of State for Scholarship Programs (CASS), Kentucky State University, Duties: provided leadership and supervision to Central America and Caribbean students while studying at Kentucky State University in the Associate Degree program and One Year training program. Supervised a staff of four professionals and plan, implement, and oversee the day-to-day activities of the program. This included the administration of budgets exceeding $400,000 dollars, structuring the students course of study, providing for housing and other personal needs, and a complete introduction to America and the American education system. Director, International Programs, Kentucky State University, Duties: Chaired the International Study Committee. Developed memorandums of understanding between Kentucky State University, and colleges and universities in
3 Central America and Africa. Developed plan for joint Master s degree program in International Relations between Kentucky State University and Murray State University and Murray State University. Developed and laid the foundation for a minor in International Affair, Served as the liaison for Kentucky State University with NAFEO and the American Association of land grant colleges and universities. Contact person with the State department and the White House s Initiative for Black HBCU s International Student Advisor, Kentucky state University, Duties: Recruited and assisted with the admission and enrollment of international students primarily from Africa, Asia, and Latin America. Reviewed applications and issued Form 1-20 on behalf of the University. Advised international students once enrolled into the University of laws, policies, and rules of the country, state, city, and University. Assisted with housing and other personal needs, created and maintained social outlets for new students, and served as the advisor to the International Students Association. Project Director, The Liberia Educational Project, University of Pittsburg, Institute of Training and Organization Development, Duties: Oversaw the day-to-day administration of the USAID funded program designed to place Liberian students in colleges and universities through the country. Since joining the faculty of Kentucky state university in 1984, as an Assistant professor, I have earned tenure and have been promoted up through the ranks to my current rank of Full Professor. I have served on many and various committees including the Faculty Senate and the Tenure and Promotions Committee. I have personally recruited over 100 students into programs throughout the University. Also, I led the movement designed to internationalize the university while serving as the Chair of International study Committee. This effort has
4 led to enrollment of students from over 26 countries in our Associate, Bachelor, and Master degree programs. Consultant and Fellow, The International Foundation for Education and Self-Help, Teachers for Africa Program in Gambia, West Africa, Duties: Planed and implemented short-term management seminars, workshops, and programs for middle and upper civil servants working for the Gambia government. Also, development and implemented training programs on employees pride, management, and human relations for the employees of the standard Charter bank and the Simegambia Resort hotel.
