3 3 Checklist for Recommendation of the Initial Provisional Teaching Certificate A. Bachelor s degree must be officially awarded by your graduation auditor. Awarding of your degree normally occurs 5-30 days after the end of the semester. A post-bachelor candidate (previous degree, earning certification only) must complete all program requirements, including a teaching major and minor. B. MTTC subject* area test(s) must be passed before applying with the MOECS system. Refer to the test number chart: and contact your advisor to be sure you are registering for the correct test. NOTE: Elementary education candidates (including Special Education) must have a passing score on Elementary Education (MTTC #103). Special Education students must also pass one Special Education disability area. Other subject area tests (where one has a minimum of a minor) are required only if elementary certificate holders want to teach grades 6-8 in minor/major areas. NOTE: Secondary education candidates must pass the MTTC test in the major. Passing the test in the required secondary minor is optional, but is recommended for marketability reasons. C. First Aid & CPR (Adult and Child) cards must be ed to coe-certification@wmich.edu before applying. No fully online courses are accepted, some hybrid courses are accepted. Approved Michigan Department of Education agencies see page 5. D. Report HONESTLY when applying with MOECS, if you have or had felony and misdemeanor conviction(s). You will be required to provide a Judgment of Sentence or Register of Action via fax or for each offense, from the court(s) to the WMU Teacher Certification Office. New information must be reported to the Teacher Certification Office at within three days of the offense (current offenses may cause certification delays). E. Vocational Work Experience & Resume (if applicable) must be on file at WMU Teacher Certification Office for Family & Consumer Sciences, Business, & Industrial Tech majors (to earn an Interim Occupational Certificate required to teach in a vocational setting). When above items are complete, apply using MOECS, Michigan Online Educator Certification System. (See instructions on next page) The WMU Teacher Certification Office will be notified when you have applied and will contact you if additional information is needed at the on your application.

4 4 TO REGISTER & APPLY WITH MOECS PLEASE FOLLOW THESE STEPS: Caution do not begin these steps until your degree has officially been awarded. WARNING do not create two MEIS accounts! Step 1: Create a Michigan Education Information System (MEIS) Account Note: Use non WMU when setting up MEIS account-wmu only active for 1 year after you stop taking classes. Visit and choose the button at the bottom of the home page that says, LOGIN TO MEIS. MEIS is the Michigan Education Information System and after creating your user account, MEIS will you a user ID and password along with the MEIS account number to the address provided by you during MEIS registration. Step 2: Register with MOECS Once you have established a MEIS ID, please visit to login using your MEIS user ID and password and follow the steps to self register with MOECS. On the registration page, you will be asked to provide your MEIS account number, which is included in the that you received from MEIS. Step 3: Apply for Certificate in MOECS Once you have signed in with MOECS successfully, you will be asked to complete the demographic information and once it is saved, you will see the links on the left navigation panel. Choose the link that is appropriate for you and follow the steps to apply for your certificate. Step 4: University/College review/approval After you have applied for the certificate, your application will be submitted to the institution that you identified in the application process via MOECS for review and approval. Step 5: Online Fee payment Once your application is approved by the institution in MOECS, you will receive an with a link to pay the fee online using credit/debit card or you can do so by logging into MOECS using your user-id and password. Step 6: Issuance of Certificate Once the fee is paid, the Michigan Department of Education, Office of Professional Preparation Services (OPPS) will grant final approval and you will receive instructions on how to print your certificate. 5 5 All individuals seeking teacher certification in the State of Michigan are required to hold a valid CPR (Adult and Child) and First Aid certifications. Classes will be offered on campus through the Human Performance and Health Education (HPHE) Department. 6 6 MICHIGAN TESTS FOR TEACHER CERTIFICATION APPROPRIATE FOR WESTERN MICHIGAN UNIVERSITY SECONDARY & ELEMENTARY MAJORS/MINORS Visit: Public Act 282 (1992) amends PA 267 (1986) and mandates that a person seeking Michigan teacher certification in a subject will pass the appropriate subject area test(s) in the major (regardless of areas in which s/he may intern teach). To be certified in their minor area, they must also pass the appropriate subject area test in the minor area. The Elementary Education test is mandatory for all students seeking elementary certification; this includes all Early Childhood and Special Education students. The PRE: Professional Readiness Exam (formerly Basic Skills Test), consisting of three areas (reading, mathematics, and writing) must be passed prior to admission to upperdivision professional education classes and is mandatory prior to Intern Teaching. World Language majors and minors must meet OPI standards for certification. See your World Language advisor for details. **MTTC Test offered Paper-Based and Computer-Based Per Michigan Department of Education Administrative Rules: If there is a delay between when the MTTC subject area test is taken and when the application for the certificate is submitted to the recommending institution s Office of Teacher Certification, the MTTC subject area test remains valid for five years from the date the test was taken and may be used to obtain certification until that time, so long as that area of endorsement is still available from the Michigan Department of Education. o For example, if one took a test July 15, 2010, but did not fulfill another of the requirements for teacher certification at that time, the test would remain valid through July 15, o This five-year validity of the MTTC does NOT apply once the subject has been added to a Michigan teaching certificate. It is not necessary at any point in one s teaching career to retake an MTTC subject area test once it has been passed and that subject appears on one s Michigan teaching certificate. Currently, a Michigan Secondary Provisional Certificate is valid for teaching in subject areas (major and minor) in grades six through twelve, unless the major is designed for grades kindergarten through twelve. An Elementary Provisional Certificate is valid for teaching: All subjects in grades kindergarten to fifth grade, All subjects in a kindergarten through eighth grade self-contained classroom (where the majority of daily instruction is provided by one teacher), Grades six through eight in that subject in which the applicant has completed a major or minor and passed the appropriate Michigan Test for Teacher Certification.

8 8 Moving from the Initial Provisional to the Professional Certificate As of September 1, 2013 a Professional Certificate requires: 3 years of successful teaching experience* after the issuance of the initial Provisional Certificate and within the grade-levels and subjects on that Provisional Certificate. And one or the combination of the following (taken after issuance of Provisional and not more than 5 years prior to the date of application for the Professional) 6 credit hours in a planned program** (at an approved teacher prep college or university) 150 State Continuing Education Clock Hours (SCECHs) appropriate to the grade-levels and subjects (endorsements) and earned after the issuance of the initial Provisional Certificate. 150 District Provided Professional Development (DPPD) hours (if used in combination with Credit hours and/or SCECHs) completed through professional development programs appropriate to the grade-levels and subjects (endorsements) of the certificate and earned after the issuance of the initial Provisional Certificate. Note: 25 SCECHs are = to 1 semester credit hour & 25 clock hours of DPPD are = to 1 semester credit hour And it requires: Satisfactory completion of 3 semester hours in an approved course in the diagnosis and remediation of reading disabilities and differentiated instruction, which includes a field experience.*** Literacy Studies (LS) 5160 Professional Symposium in Reading at WMU will satisfy this requirement. Must also meet the reading methods requirements (6 semester hours of teaching of reading for those with an elementary certificate; 3 semester hours for those with a secondary certificate). This should have been completed in your initial teacher preparation program if you completed that program from a Michigan institution after * Teaching experience acquired in a licensed, private Child Care Center may apply towards the experience requirements for an Elementary Professional Education Certificate. ** Credit completed outside the State of Michigan must be in an approved master s degree or endorsement program at a state approved teacher preparation institution. *** Applicants who complete the reading diagnostics course (including field experience) out-of-state must have the Reading Diagnostics Course Certification form (available from MDE) completed and signed by the out-of-state university. In the event that you do not have the requirements for the Professional

9 9 Provisional Certificate Renewal At the expiration of your Provisional you may obtain a renewal First renewal: A first renewal requires 6 semester hours in a planned course of study** or 150 State Continuing Education Clock Hours (SCECHs) appropriate to the grade-levels and content endorsements of the certificate held IMPORTANT: Hours must be taken after the issuance of the initial Provisional and not more than 3 years prior to the date of application. (Professional development hours (DPPD) cannot be counted toward renewals.) Second renewal: A second renewal requires 6 semester hours in a planned course of study** or 150 State Continuing Education Clock Hours (SCECHs) appropriate to the grade-levels and subject endorsements of the certificate held. IMPORTANT: Hours must be taken after the issuance of the first Provisional Renewal and not more than 3 years prior to the date of application. (Professional development hours (DPPD) cannot be counted toward renewals) * Teaching experience acquired in a licensed, private Child Care Center may apply towards the experience requirements for an Elementary Professional Education Certificate. ** Credit completed outside the State of Michigan must be in an approved master s degree or endorsement program at a state approved teacher preparation institution. *** Applicants who complete the reading diagnostics course (including field experience) out-of-state must have the Reading Diagnostics Course Certification form (available from MDE) completed and signed by the outof-state university.

10 10 APPLYING FOR CERTIFICATION IN ANOTHER STATE Graduates of WMU s teacher preparation program who wish to apply for certification in another state should contact the department of education in the state of interest. Typically, the application process includes a Program Verification Form or Institutional Recommendation Form that must be completed by the Certification Officer at WMU. Such forms should be ed: coe-certification@wmich.edu or faxed (269) Complete your section, sign, and add information where WMU should return the completed form. For further information about certification requirements in other states: certification.html What is Reciprocity? Information taken from The interstate agreement, arranged by NASDTEC, is a collection of over 50 individual agreements by states and Canadian provinces. Each individual "agreement" is a statement by that state or jurisdiction outlining which other states' educator certificates will be accepted by that state, including the particular types of educator certificates and which particular styles. Such an "acceptance" agreement means that the "receiving" state will issue some form of authorization allowing the inbound certificate holder to legally teach or provide service in the receiving state, provided the license issued by the "sending" state is acceptable under the agreement. This authorization may be limited in time by the receiving state, and the receiving state may impose additional requirements which need to be accomplished before the educator can teach or practice after the end of the time limit. What it is Not. It is not a collection of 2-way agreements of reciprocal acceptance. It is not a guarantee that all certificate titles will be accepted by a receiving state. It is not necessarily "full" reciprocity as the educator may have to complete additional requirements, such as coursework, assessments, or classroom experience, before receiving a full certificate in the new state.
