4 Currently over 30 types of Certificates converting to one professional educator license per person All Certificates will be exchanged for Professional Educator Licenses, or Professional Educator Licenses with Stipulations, or Substitute Licenses Everything online in new Licensure System One single license per educator Leveled certificate system ends No Initial or Standard teaching certificates Most Licenses valid for five years

5 Replace teaching, school service personnel and administrative certificates Obtained by completing an Illinois Stateapproved educator program and all tests In effect 2/1/12: No grade below a C for any course that is part of the professional educator coursework Beginning September 1, 2015, all candidates for licensure required to pass an evidence-based assessment of teacher effectiveness. Begin phasing in, July, 2013; Will replace the APT tests.

8 September 1, 2012: No one admitted to a program for a General Administrative Certificate and program needs to be completed and license issued prior to September 1, May convert to Principal License by July 1, 2015 upon request With one full year of administrative experience in the past 5 years May convert to Principal License by July 1, 2019 if: Pass the State Principal Assessment, or Complete an Administrator Academy course designed by ISBE, or Complete an Illinois approved principal preparation program

9 Individuals who do not choose to convert may still serve as a: Principal Assistant Principal Assistant or Associate Superintendent Supervisor Curriculum Director Junior College Dean Other Similar positions General administrative will not be issued after 9/1/2014 No one from Out-of-State will be issued a Provisional Principal License

10 Issued for specific circumstances that do not fit Illinois professional educator licensure programs Does not require completion of an Illinois approved educator program Issued with particular endorsement Most are non-renewable Cannot be used for employment to REPLACE any presently employed teacher who would otherwise not be replaced

12 Paraprofessional educator Replaces TAS-N approval Associate s degree or higher OR 60 semester hours of credit from regionally accredited college or univ. plus proof of high school graduation OR Pass a test of basic skills (not ICTS Test of Academic Proficiency) plus proof of high school graduation Current TA or TAS receives letter of approval valid for non-title 1 assignments; TA, TAS no longer available No parapro available for less than 60 hours

13 Paraprofessional Educator cont Valid until June 30 immediately following 5 years of the endorsement being issued Renewed through application and payment of registration fee (no application fee) Will be issued with new licensure, and assigned an expiration date No professional development requirements for renewal

14 Transitional Bilingual Educator Possesses adequate speaking, reading, and writing ability in language other than English Has the ability to communicate in English Possesses or possessed, w/in 5 yrs previous, valid teaching certificate, valid comparable teaching certificate or comparable authorization issued by foreign country; or holds comparable degree from institution of higher learning in a foreign country Valid for pre-k through grade 12 May add foreign language endorsement under certain circumstances Valid until June 30 immediately following 5 years of the endorsement being issued Shall not be renewed or extended Holder may NOT replace any presently employed teacher who otherwise would not be replaced for any reason

15 Provisional Educator Out of State applications only Endorsement in specific content area or areas Educator holds educator license with minimum of 15 s.h. content coursework from another state, US territory, or foreign country Educator does not meet requirement for full certification limited reciprocity Holds Equivalent of bachelor s degree or higher from regionally accredited college/university or equivalent (foreign) Has passed Test of Academic Proficiency and Content Area Exams Has passed Special Education General Curriculum exam for LBS1 No provisional educator for PRINCIPAL No provisional educator for alternative licensure program unless program is determined equivalent to IL program

16 Provisional Educator cont. Valid until June 30th immediately following 2 years of the license being issued Educator must remove all deficiencies for full licensure Provisional Educator cannot be renewed or obtained again

17 Alternative provisional educator (In state alternative educator prep program) Minimum of bachelor s degree (reg. accredited) Successfully completed first phase of Illinois approved alternative educator licensure program Passed ALL exams Valid for 2 yrs/ renewable for 3 rd yr to complete 2 year residency

18 Alternative Provisional Superintendent Only valid to serve as superintendent or assistant superintendent in central office Graduated from regionally accredited college/university w/minimum of master s degree in management field OTHER THAN education Employed for a period of at least 5 yrs in management level position in field OTHER THAN education Successfully completed first phase of alt. route to supt endorsement program Passed a TAP and content area test Registered for 2 fiscal years in order to complete one full year of serving as a supt. Or assistant supt.

19 Resident Teacher Endorsement Bachelor s degree Enrolled in approved Illinois educator prep program Passed TAP and content area test Valid for 4 years Non renewable May teach only under the direction of a licensed teacher acting as resident mentor teacher May not teach in place of a licensed teacher No longer valid after June 30, 2017

20 Career and Technical Educator Replaces Provisional Vocational Certificate Minimum of 60 semester hours of coursework Passed the Test of Academic Proficiency Has minimum of 2000 hours of experience in last 10 years outside of education for each area to be taught Endorsement is valid until June 30 immediately following 5 years of the endorsement being issued May be renewed upon completion of professional development

21 Provisional career and technical educator Replaces temporary provisional vocational certificate Minimum of 8,000 hours of work experience in skill for which applicant is seeking endorsement Employing school board and Regional Office of Education must provide verification, in writing, to State Supt. That no qualified teacher holding a Professional Educator License or Educator License with stipulations with career and tech education endorsement is available and actual circumstances require such issuance Valid until June 30 immediately following 5 years of the endorsement being issued

22 Provisional career and technical educator cont. May be renewed one time IF applicant passes the TAP; AND Has completed minimum of 20 semester hours of credit from regionally accredited college or university Part time provisional vocational educator certificate eliminated

23 Types of Certificates used to Substitute Teach Substitute with Type 39 Unlimited number of days in one district Limit of 90 days for one teacher Substitute with Valid Teaching Certificate Unlimited number of days in one district Limit of 120 days for one teacher Retired Teacher 100 days maximum (Pension Code) Risk of loss of pension above 100 days Valid Professional License required with new educator licensure

24 Substitute teach when there is no contracted employee in the position Allowed in Emergency Situation Unforeseen vacancy and Teacher Unable to Fulfill Duties District Actively Advertising Limited to 30 Days Notify ROE within 5 Days

25 Any certificate not registered for a period of 6 months after expiration will lapse A lapsed certificate will be reinstated with proof of 9 semester hours in content area of certificate or endorsement (5 years) OR Payment of $500 penalty fine If an educator s certificate is not fully registered by the first day of school, the educator may not be employed in the school district

26 Recent Changes: Testing cut scores increased Limit of 5 Test failures Grade of C or higher required for all education coursework Almost all High School endorsements require 12 hours of coursework at the Upper Division level and the applicable content area exam No one with a National Board Certification will be able to teach on master/cert/nbct endorsement unless: Held NBPTS/Master certificate prior to July 1, 2012 or Hold valid Illinois endorsement for the grade level and in the area to be taught
