1 Educator Certification TEXAS EDUCATION AGENCY Sherisse Reyes & Geronima Brady Certification Specialists Agenda TEA Website - TEAL and ECOS Assignment Rules New Certificates and Tests Bilingual, ESL and Special Education Health Science Technology Changes Educational Aides 2 TEA Login (TEAL) Educators and entities must set up a new TEA Login (TEAL) account to log in to the Educator Certification Online System (ECOS). The name in TEAL must match the name in ECOS, which should match the picture ID. Educators must request access to ECOS for Educators. Entity users must request access to ECOS for Entities. 3 1
2 Applying for Certification After establishing a TEAL account, educators must create or update an ECOS profile. ECOS is where educators and entities: Apply for Certificates and Permits Check the Status of a Certificate or Permit View Examinations Taken View and Print a Copy of a Certificate or Permit TEA no longer prints or mails certificates. 4 Certification Required Texas Education Code Section CERTIFICATION REQUIRED. (a) A person may not be employed as a teacher, teacher intern or teacher trainee, librarian, educational aide, administrator, educational diagnostician, or counselor by a school district unless the person holds an appropriate certificate or permit. 5 Assignment Rules Texas Administrative Code Chapter 231 The Teacher Assignment Chart can be used when making assignment decisions Certification options for most assignments Assignment rules do not always align with No Child Left Behind (NCLB) for Highly Qualified Teachers 6 2
3 Elementary PK-6 Appropriate certificate for the grade level and subject areas of the assignment. For example: Elementary Self-Contained PK-6, 1-6, 1-8 Early Childhood PK-K Generalist EC-4, Bilingual or ESL Gen EC-4 Generalist EC-6, Bilingual or ESL Gen EC-6 Generalist 4-8, Bilingual or ESL Gen 4-8 All-Level or EC-12 in the subject taught 7 Middle School 6-8 Elementary Self-Contained 1-8 plus 18 semester hours in the subject taught Generalist EC-6, Bilingual or ESL Gen EC-6 6 th grade only Generalist 4-8, Bilingual or ESL Gen 4-8 English Language Arts/Reading, Math, Science, and Social Studies only, or 4-8 certificates for specific subjects. 6 Special Education Special Education EC-12 Special Education Supplemental valid for the grade level and subject areas of base certificates Generic Special Education grade level varies Older Categorical areas, such as Emotionally Disturbed, Mentally Retarded, Language and/or Learning Disabilities, Physically Handicapped Visually Impaired or Teacher of Students with Visual Impairments Hearing Impaired or Deaf/Hard of Hearing plus Texas Assessment of Sign Communication (TASC) 16 Career and Technical Education CTE certificates are meant for assignments where students are preparing for specific occupations. Some CTE certificates require prior wage-earning experience and licensure. Some CTE certificates do not require prior wageearning experience or licensure. 17 Career and Technical Education Agriculture Business Familyand Consumer Sciences Technology Education Bachelor s degree required Degreed, certified teacher can add these by exam Experience is not required 18 6
7 Career and Technical Education Marketing Experience is required Health Science Technology Trade and Industrial Education 19 Trade and Industrial Education With a degree 3 years of wage-earning experience earned within the past 8 years Without a degree 5 years of wage-earning experience earned within the past 8 years In some cases, an occupational license is required, such as in cosmetology or law enforcement. An educator preparation program must be completed. 20 Marketing Education Degreed, certified teachers can add Marketing as additional certification by exam, with work experience that is verified by a school district or approved educator preparation program. A bachelor s degree and 2 years of wageearning experience in sales is required. 21 7
8 Health Science Technology House Bill 3573 Associate s or more advanced degree Current license, certification, or registration by a nationally recognized accrediting agency as a health professions practitioner Two years of wage-earning experience using the license Appropriate TExES exams and educator preparation program 22 Out-of-State Certified Apply online for a review of credentials $180 Required documents: Out-of-state standard certificates Official Transcripts We can accept electronic transcripts sent directly to TEA from escrip-safe. Tests required One-Year Certificate possible 23 Out-of-Country Certified Apply online for a review of credentials, pay $180 fee Mail required documents: 1. Original Letter of Professional Standing 2. Original Foreign Credential Evaluation We do not review foreign transcripts 3. English language proficiency: TOEFL-iBT: 26 on the Speaking portion Degree from a university where English is the language of instruction 24 8
9 Educational Aides TAC Chapter 230, Subchapter E - An individual employed in a Texas school district as an educational aide must be certified by the SBEC. Educational Aide I, II, or III based on qualifications and duties of the position Aide applies online and is recommended by the employing school district.
