1 U.S. DEPARTMENT OF STATE Tuesday, April 29, 2008 The Department of State s (DOS) physical security concept is to create a layered or tiered defensive system which consists of both active and passive perimeter barriers to delay intruders. The Department has a performance standard and testing procedure for both active entrance barriers and passive perimeter barriers designated as vehicle-impact rated barriers, or anti-ram barriers. The current standard is SD-STD-02.01, Vehicle Crash Testing of Perimeter Barriers and Gates, Revision A, dated March This test standard further rates the anti-ram barriers within three categories:, K8 and K4. The rating of the barrier is determined when a 15,000 lb. (6810 kg) gross-weight vehicle impacts a barrier from a perpendicular direction. A rating is achieved when a vehicle traveling at a nominal speed of 50 mph (80 kph) is successfully arrested by the barrier from the perpendicular direction. A K8 rating is achieved for a nominal speed of 40 mph (65 kph); and, a K4 rating is achieved for a nominal speed of 30 mph (50 kph). In order to be DOS certified at any rating, the penetration of the cargo bed must not exceed 1 meter beyond the pre-impact inside edge of the barrier. The following list of DOS certified anti-ram barriers includes active barriers for use at entrances, and passive, fixed barriers for other perimeter applications. Note, this test standard was designed in light of particular security considerations faced by DOS, e.g. facilities in an urban environment with setback of 100 feet or less. In addition, product/design certification under this test standard only addresses the ability of the barrier to withstand the impact of the test vehicle. It does not represent an overall endorsement of the product/design or address its operational suitability or maintainability. Each physical security system must be chosen and tailored to the needs and local conditions of the individual installation.
