6 Why make TIM a Priority? Improved Safety and Mobility through reduced congestion 6

7 Additional Reasons for Prioritizing TIM Program: Realization that most TIM strategies did not require additional manpower and would ultimately result in additional non-obligated time through reduced crashes. Decreased congestion, Increased transportation system mobility Improved collaboration with other disciplines This collaboration would also serve to better prepare the agency and region for planned events as well as any natural or man-made disasters. All of which result in a savings or loss of life, limb, property, money, time, pollution, angry drivers, etc. 7

9 TIM Performance Measurement Roadway Clearance Time The time between first recordable awareness of an incident (detection/ notification/verification) by a responsible agency and first confirmation that all lanes are available for traffic flow. Incident Clearance Time The time between the first recordable awareness and the time at which the last responder has left the scene. Secondary Crashes The number of secondary crashes beginning with the time of detection of the primary incident where a collision occurs either a) within the incident scene or b) within the queue, including the opposite direction, resulting from the original incident.* * As an alternative replace primary incident with primary crash. What gets measured gets done

14 Collecting the PM Data Prior to 2008 would have been by hand and reentered or keyed into a Database for analysis. In 2008, DPS adopted the TraCS software as its mobile reporting platform, no cost to agency. Additions and changes to fields on their forms and databases are done at the agency level with no fees. Updates and new versions included. Nominal statewide licensing/user fees Go IOWA TraCS and MACH! 14
