Apologies for absence were submitted on behalf of Councillor O Neil DECLARATIONS OF PECUNIARY AND NON PECUNIARY INTERESTS - There were no declarations of interest ELECTION OF CHAIRMAN - Moved by Councillor Bryan, seconded by Councillor Steel, and Resolved - That Councillor Dennis be elected as Chairman of East Riding of Yorkshire Council for the ensuing municipal year. Councillor Dennis thereupon took the Chair VOTE OF THANKS - Moved by Councillor Parnaby, seconded by Councillor Moore, and Resolved - That the Council expresses its appreciation for the work undertaken by the retiring Chairman. Councillors Jefferson, Davison and M Milns also spoke in favour of the resolution ELECTION OF VICE-CHAIRMAN - Moved by Councillor C Bayram, seconded by Councillor Barrett, and Resolved - That Councillor Fox be elected as Vice-Chairman of East Riding of Yorkshire Council for the ensuing municipal year MINUTES - Moved by the Chairman, seconded by the Vice-Chairman, and Resolved - That the minutes of the meeting held on 6 April 2016 be approved and signed as a correct record APPOINTMENTS MADE BY THE LEADER OF THE COUNCIL - Moved by the Chairman, seconded by the Vice-Chairman, and Resolved - That details of the appointment of Members of The Cabinet and Portfolio Holders as set out in Appendix A of these minutes be received.
2 2295 APPOINTMENT OF COMMITTEES - Moved by the Chairman, seconded by the Vice-Chairman, and Resolved - (a) That the Committee structure as shown in Appendix B to these minutes be approved; (b) that the membership of Committees and Sub-Committees including the appointment of Chairmen and Vice-Chairmen as shown in Appendix C to these minutes be received; (c) that the details of the Group Officer appointments as shown in Appendix D to these minutes be received, and (d) that the appointment of Champions, as shown in Appendix E to these minutes be received CONSTITUTION - Moved by Councillor Parnaby, seconded by Councillor Temple, and Resolved - That the Constitution be confirmed subject to the inclusion of the Leader s update in the order of business at ordinary meetings and an amendment to allow for the provision of named substitutes for the Standards Committee and its Sub-Committees COUNCIL MEETINGS - Moved by Councillor Parnaby, seconded by Councillor Owen, and Resolved - That the dates of Council meetings for the ensuing municipal year be approved as follows:- Wednesday, 22 June 2016 Wednesday, 27 July 2016 Wednesday, 12 October 2016 Wednesday, 23 November 2016 Wednesday, 11 January 2017 Thursday, 9 February 2017 (Budgets and Council Tax) Wednesday, 22 February 2017 Wednesday, 5 April 2017 All meetings to commence at 2pm REPRESENTATION ON OUTSIDE BODIES - The Director of Corporate Resources submitted a report concerning the appointments to outside bodies and requesting the Council to determine the arrangements for making the appointments for 2016/17. Moved by Councillor Parnaby, seconded by Councillor Owen, and Resolved - (a) That the Chief Executive in consultation with the Group Secretary be authorised to determine the appointment of representatives to various bodies to be allocated as near to proportionality as possible, and (b) that the Chief Executive in consultation with the Group Secretary be authorised to approve the nominations of Authority representatives to school governing bodies.
