1 Recruiting Registered Nurses in Canada, the United States, the United Kingdom and Ireland Demand for Registered Nurses in Calgary Registered Nurses (RNs) have been identified as a high-demand occupation in Calgary, based on the Calgary Labour Demand Forecast In 2010, there were an estimated 13,800 registered nurses in the Calgary region labour force. Between 2010 and 2020, demand for these workers is expected to increase by almost 5 per cent annually, resulting in a total labour demand for almost 22,200 workers in Employers will likely face difficulties recruiting qualified workers for both newly-created jobs and existing positions that become vacant. During the global economic slowdown of , 65 per cent of Calgary s healthcare employers recruited registered nurses for vacant positions. Of those employers, 73 per cent reported experiencing hiring difficulties. 2 The combination of growing demand and limited supply are likely to result in shortages of nurses in Calgary over the next decade. In order to meet high demand for nurses, Calgary healthcare employers may need to access labour markets outside of Calgary, including international labour markets, to meet a portion of their hiring needs. To facilitate targeted recruiting efforts, Calgary Economic Development (CED) has created this guide to identify the best cities and regions for recruiting registered nurses in Canada, the United States, the United Kingdom and Ireland. Top cities and regions for recruiting are recommended based on the size of the nursing labour force and the likelihood that workers will migrate out of the area. 3 Top Locations for Recruiting in Canada Canadian cities that are recommended for recruiting registered nurses include Toronto, Vancouver, and Montréal, each of which has a nursing labour force that exceeds 20,000 workers. Most cities in Canada have a similar probability that nurses will migrate out of the area, based on analysis of historical out-migration trends of registered nurses, and therefore the largest markets are most recommended. Younger workers under age 35 have a higher probability of inter-provincial migration and nurses in the top 3 cities all have a relatively high percentage of nurses under age 35, compared 1 See Calgary Labour Demand Forecast See Alberta Wage and Salary Survey An out-migration probability index of workers is estimated based on a set of factors that are indicators of future migration. 2 to other Canadian cities. under age 35 comprise about 23 per cent of Toronto s nursing labour force, 29 per cent of the RN labour force in Montréal, and 26 per cent in Vancouver. Immigrants and past inter-provincial migrants have a higher probability of making an interprovincial move. As of 2006, Toronto had the highest percentage of RNs who were recent immigrants 4 at about 8 per cent of the labour force. Recent immigrants made up about 5 per cent of the labour force in Vancouver and a smaller percentage of the labour force in Montreal (2 per cent). Halifax had the highest percentage of nurses who have made either an international or inter-provincial move, at 11 per cent of the RN labour force; about 8 percent of nurses in Toronto, Vancouver, Edmonton and Ottawa have made either an international or inter-provincial move. Average hourly wages in Calgary are slightly higher than in most of the top-recommended cities in Canada, at $36.35 per hour. 5 Nurses in Montréal have average hourly wages of $27.75 and could potentially experience the greatest increase in earnings by relocating to Calgary, although language considerations may play a role in decisions to relocate. Information describing the nursing labour force in the top-recommended Canadian cities is presented in Table 1. See Table 2 for additional wage information in the top recommended cities. Similar to many countries, there is a nursing shortage in the US and healthcare employers compete to recruit and retain the nursing staff. There are indications that demand for nurses is increasing, despite high unemployment in the US. Employers and staffing agencies in the US posted more than 121,000 new job ads for RNs in May 2011, up 46% from May Wages paid to RNs in many US cities are lower than the wages earned by RNs in Calgary, which could assist employers in successfully recruiting RNs in the US. Top-recommended cities for recruiting RNs in the US include Los Angeles (L.A.), Chicago, Dallas- Fort Worth, Houston, and Atlanta. L.A. has the highest number of nurses among the recommended cities, with over 87,000 workers. Unemployment is currently high in L.A., at 10.7 per cent which may push some families to seek work outside of the L.A. area. Non-US citizens have a higher-than-average probability of making a long-distance move and they comprise 13 per cent of the registered nurse population in L.A. 4 Chicago also has a high unemployment rate, at 9.6 per cent, as well as a large nursing labour force, although nurses in Chicago are slightly less likely than average to make a long-distance move than are nurses in other US cities. Dallas-Fort Worth, Houston, and Atlanta all have moderately-large sized nursing labour forces, each with over 30,000 registered nurses, and have above-average scores on an out-migration probability index. 11 Nurses in Dallas-Fort Worth, Houston and Atlanta have mean annual salaries well below that of Calgary. The top 10 cities recommended for recruiting are listed in Table 3. See Table 4 for additional wage information in the top recommended cities. The index also reflects factors that may affect worker migration, such as historical migration patterns, demographics of the occupational labour force, local economic conditions, median income, and the presence of foreign workers in the labour force. US Average Out-Migration Probability = 100 (for all US workers in all occupations). 11 The out-migration probability index is based on analysis of data from the American Community Survey (ASC) which is the largest survey in the US that collects data on workers migration histories. 4

Lower 10% Lower 25% Top Locations for Recruiting in the United Kingdom and Ireland In the United Kingdom and Ireland, the occupation most closely related to registered nurses is: UK/IE SOC 3211: Nurses In 2010, there were approximately 637,000 nurses in the UK labour force and approximately 57,400 nurses in the Irish labour force. Average annual income for nurses in the UK was 30,500 in 2010 (approximately CAD $48,600). 12 Negotiated salary for a staff nurse in Ireland ranges from a low of 30,234 to a high of 43,800 (CAD $39,873 - $57,763). In the UK, the top regions for recruiting are London, the surrounding South East Region (which includes Greater London, Brighton, Oxford, Portsmouth, and Southampton), and the North West Region (incl. Manchester and Liverpool). The highest level of historical out-migration is from London and London also has the greatest number of non-british citizens in the labour force. Since the beginning of the current recession, most Irish government departments have a hiring freeze in place. This includes the health service and as a result many Irish nurses are seeking work outside of Ireland.
