1 Recruiting Information Systems Analysts and Consultants in Canada, the United States, the United Kingdom and Ireland Demand for Information Systems Analysts in Calgary Information Systems Analysts and Consultants (collectively, IS Analysts ) have been identified as a high-demand occupation in Calgary, based on the Calgary Labour Demand Forecast In 2010, there were over 10,000 IS analysts in the Calgary labour force. Between 2010 and 2020, demand for these workers is expected to increase by over three per cent annually, resulting in a total labour demand for nearly 14,000 workers in Employers will likely face difficulties recruiting qualified workers for both newly-created jobs and existing positions that become vacant. During the global economic slowdown of , 51 per cent of employers with IS analyst employees recruited to fill open positions in the occupation; of those employers, nearly half (44 per cent) reported experiencing hiring difficulties. 2 The combination of growing demand and limited supply are likely to result in shortages of IS analysts in Calgary over the next decade. In order to meet growing demand for IS analysts, Calgary employers may need to access labour markets outside of Calgary, including international labour markets, to meet a portion of their hiring needs. To facilitate targeted recruiting efforts, Calgary Economic Development (CED) has created this guide to identify the best cities and regions for recruiting workers in Canada, the United States, the United Kingdom and Ireland. Top cities and regions for recruiting are recommended based on the size of the occupational labour force and the likelihood that workers will migrate out of the area. 3 Top Locations for Recruiting in Canada Five of the top ten recommended locations for recruiting IS analysts in Canada have a labour force that exceeds 10,000 workers: Toronto, Montréal, Québec, Ottawa and Vancouver. Toronto has a large labour force of about 62,000 IS analysts, followed by Montréal, with nearly 28,000 workers, then by Ottawa, with about 13,000 workers. Young workers, immigrants, and past inter-provincial migrants all have a higher-than-average probability of making a long distance move in the future. 2 labour force of IS analysts, Toronto has the second-highest percentage of workers under age 35 (34 per cent), the highest percentage of workers who are recent immigrants 4 (10 per cent of IS analysts), and the second-highest percentage of workers who have made a cross-border move (11 per cent). 5 Other recommended cities with similar characteristics are St. John s NL, where 36 per cent of IS analysts are under age 35, and 10 per cent have made a cross-border move in the past. About 16 per cent of IS analysts in Vancouver have made an international or interprovincial move in the past, and 33 per cent are under age 35. Average hourly wages and average annual salaries for IS analysts are higher in Calgary than other cities at $36.39 per hour in IS analysts in St. John s may experience the greatest increase in income by relocating to Calgary; the average hourly wage for IS analysts in St. John s was $28.20 in A worker earning this wage could experience a 37 per cent increase in hourly wages by relocating to Calgary. Information describing the labour force for IS analysts in the top-recommended Canadian cities is presented in Table 1. See Table 2 for additional wage information. They are: SOC : Computer Systems Analysts, SOC : Network and Computer Systems Administrators, and SOC : Information Security Analysts, Web Developers, and Computer Network Architects. The top recommended cities for recruiting IS analysts in the US include Washington DC, Los Angeles (L.A.), Dallas-Fort Worth, Atlanta, Boston, San Francisco, Seattle, Chicago, Houston, and Phoenix. Each of the top 10 US cities that are recommended for recruiting have between 20,000 and 40,000 workers employed as IS analysts, with the exception of Washington DC which has nearly 74,000 workers. Of the top ten cities, Phoenix, Seattle and Houston have the highest out-migration probability index scores, indicating that workers in these cities are the most likely to make a long-distance move. L.A. and Chicago have relatively high unemployment, with rates of 10.7 per cent and 9.6 per cent, respectively, and the lack of adequate employment opportunities in these cities may push some workers and families to seek work elsewhere. 4 average probability of making a long-distance move and they comprise about 16 per cent of the IS analyst labour force in San Francisco and about 13 per cent in Seattle and Chicago. Salary expectations of US workers could prove to be a complicating factor for Calgary employers wishing to recruit in the US. The average base salary for IS analysts in Calgary was CAD $76,341 in , while in Washington DC the average annual salary for IS analysts was USD $91,450 in Average salaries of workers in all of the top-recommended US cities are higher than that of Calgary, but of average wages are relatively lower in Chicago and Phoenix. in the lower 25 th percentile in Chicago and Phoenix have annual wages of $57,190 and $53,920 respectively. See Table 4 for additional wage information in the top recommended cities. Upper 25% Upper 10% Top Locations for Recruiting in the United Kingdom and Ireland In the United Kingdom and Ireland, the occupations most closely related to IS analysts are: UK SOC 2131: IT Strategy and Planning Professionals, and IE SOC 2131: Computer Analyst/Programmers. In 2010, there were approximately 89,000 IS analysts in the UK labour force; the average annual income for IS analysts in the UK was about 45,000 in 2010 (approximately CAD $72,000), which is similar to base salaries in Calgary. In the UK, the top regions for recruiting are London and the surrounding South East Region (including Brighton, Oxford, Portsmouth, and Southampton) where there are about 43,000 workers. The North West Region (including Manchester, Liverpool, Preston, and Blackpool) also has a large labour force, with about 11,000 workers. These regions together represent 61 per cent of the IS analyst labour force in the UK. The highest level of historical out-migration is from London; London has the youngest IS analyst labour force and the greatest number of non-british citizens. London also has one of the higher unemployment rates of any UK region at 9.9 per cent in September November These indicators contribute to a high out-migration probability index score of 110 for London UK unemployment rate was 8.5 per cent in September November UK Average Score for all workers in all occupations = 100 5

6 The North West Region has a higher-than-average out-migration probability score of 105. incomes in the North West Region were about 39,000 (approximately CAD $62,000) in 2010, which is lower than the UK average, and the average for workers in Calgary. Seven per cent of IS analysts in the North West Region are non-eu citizens and 28 per cent are under age 35. Unemployment in the North West Region was 8.5 per cent in September November 2011, slightly higher than the UK average. Table 6 contains information on the size and characteristics of the UK labour force for IS analysts. Official survey data describing the employment characteristics and wages of network technicians in Ireland is not available from government sources. Income figures presented in Table 5 are from Irish-based global professional recruitment consultancy, Morgan McKinley s 2011 Salary Guide for Irish occupations. 12 According to the salary guide, IT professionals in occupations that might be closely related to an IS analyst are paid between 24,000 and 63,000 per year (approximately CAD $33,000 to $86,000), depending on their specific occupation and level of experience. Regional data describing the Irish labour force is not available, but a national recruiting strategy in Ireland can be effective, due to the small geographic size of the country. Recruiting in Ireland can be performed from either Dublin or Cork, the two largest cities. Foreign Credential Recognition When recruiting IS analysts in the UK and Ireland, Alberta employers may wish to consult the Government of Alberta s Occupational Profiles for specific requirements that workers may need to meet in order to work in Alberta.
