1 Community Health Partnership Job Description: Regional Programme and Performance Manager Midlands and East of England September 2014 Job Title: Regional Programme and Performance Manager Contractual Location: Birmingham The post holder will be required to travel across England with the occasional overnight stay. Reports to: Area Director Band/Grade: 50,000-55,000 Number of Direct Reports: One Total Staff Responsibility: None Budget Responsibility: None Main Purpose: To provide programme, performance and project management support to enable the CHP Midlands team to deliver its corporate objectives. Working alongside the regional team to lead on the production of regional business performance reporting and contribute to the overall performance of CHP as a key partner in improving primary and community healthcare across England. The role will provide programme management support to the Area Directors, Development Managers, Property Team and Finance Team covering the Midlands and East of England regions and will be the link to the CHP Central Programme Team. Key Areas of Programme / Project Management 1. Strategic Partnering and Estate Planning Supporting the regional team to deliver CHP s strategic estate and partnership activity comprising the following: Support the regional staff and partners to deliver effective commissioning-led Strategic Estate Planning in specified geographical areas; and Play a key role in new initiatives and special projects as the opportunity arises and implement key decisions.

LIFT Estate Programme Management Provide programme management support to the ADs, Property and Finance team to deliver CHP initiatives as set out in the CHP Business Plan or as directed by the CHP Executive, including but not limited to: The delivery of the under lease regularisation initiative The management of the void space, bookable space and utilisation initiative regionally including the planning, monitoring, co-ordination and delivery of all activity, performance and risks; The development and management tracking and performance monitoring systems for all programmes and projects; The development and management of a risk management system for all programmes and projects; The leadership of team meetings as required to manage the programme(s) along with suitable governance structures; Establishing relationships with key partners, stakeholders and colleagues within CHP; and The management of external responses to project activity to maintain client satisfaction and good working relationships. 3. General Programme Management Responsibilities Lead on the development, coordination, standardisation and communication of recognized programme and project management process to enable CHPs initiatives to be delivered successfully including but not limited to: Developing, document and implement core project and programme processes; Support all the regional business objectives by providing a suite of high quality, simple and effective programme and project templates; Create a suitable file structure on the CHP Midlands system to manage programme activity, and become familiar with and the navigation of the property databases; Ensuring project leads track the delivery of the project milestones against plans; Providing summary progress reports on programmes / projects for identified forums; and Coordinate regional programmes with the national programme ensuring documentation and processes align. 4. Regional Performance and Risk Management Responsible for leading on the collation, reporting and interpretation of all Regional Performance Management Data and Information including the Regional Report to Executive Management Team, Lift Company Governance Report, six monthly report on progress against the CHP Annual Business Plan and Regional Operational Plan Lead on the development and maintenance of an accurate CHPM Regional Risk Register Work with other regions and functions to ensure that the reporting of all regional information is accurate and timely, reflects key performance indicators, highlights key interpretative findings, and seek opportunities for continual improvement

Regional Operational Planning Lead on the production of a Regional Operational Plan (annual) that translates the CHP Business plan into a local delivery plan and secure approval of the Executive Director Ensure that key performance indicators are clear, measurable and deliver CHP s corporate priorities Report monthly against delivery of the Operational Plan Ensure that the regional Operational Plan is compatible with the Corporate Operational Plan and report on progress Lead on regular team meetings and formal monthly CHPM meetings, including diarising for the year, agendas, minutes and attendance. 6. Support the operation of CHPM Office The post holder will be permanently based in the CHPM office in Birmingham and will work with and support the regional office assistant ensuring that the region runs effectively and efficiently. The role will work with the Regional Team Administrator to e n a b l e excellent administrative support to be provided to colleagues across CHP. The Post Holder will line manage one member of staff (regional finance officer) to deliver the Under Lease Regularision Initiative and wider CHP Business Plan Objectives working at all times with the Regional Finance Manager who will retain professional and functional management responsibilities. 7. LIFT Company Responsibilities Work with the Area Directors to maintain an accurate register of Health and Safety incidents on the 14 Lift Companies in the region; and Work with the Area Directors and colleagues to ensure that the LIFT Company Governance Report is accurate and up to date. 8. Effective Relationships and Corporate delivery Develop effective working relationships with colleagues across CHP and with key external partners and stakeholders Contribute to CHP s external and internal communication activities. Act as an ambassador for CHP and consistently exhibit a commitment to CHP s core values and behaviors As part of a regional team to contribute to and be accountable and responsible for the delivery of corporate and personal objectives in line with CHP s Business Plan. Develop and maintain a network of professional contacts and relationships.

5 Problem Solving and Innovation: The post holder will be required to demonstrate effective skills in their approach to organising their time against competing priorities, building effective relationships and partnerships, solving complex and competing problems involving a number of parties, showing a clear approach to an analysis of information and issues evaluate and recommend practical solutions and implement effectively. Interaction: This post requires a self-starter that can only be effective through setting up and supporting complex cross partnerships and relationships. The post holder must possess excellent interpersonal and communication skills. Decision Making Authority and Impact: The position will be required to take decisions and /or seek support for specific courses of actions. The post holder will be directly responsible for ensuring that accurate and timely Business Planning and management information is supplied to EMT and CHP s Board.
