1 ROLE DESCRIPTION AND PERSON SPECIFICATION CHAIR - BME LEADERSHIP FORUM This role description outlines the key responsibilities of the chair of the NHS Confederation's Black and Minority Ethnic (BME) leadership forum. The person specification lists the core competencies needed to fulfil the role of chair and where evidence of competence will be assessed as part of the recruitment and selection process. Role Summary The BME leadership forum (supported by the NHS Confederation and the Royal College of Nursing) is looking for a strong candidate with significant senior leadership expertise gained within the NHS, and first class chairing skills, with a consensual yet decisive style. Key Responsibilities The chair of the BME leadership forum is a key role requiring first-class leadership skills to guide and drive the work of the forum and ensure it is effective in meeting its aims. Applicants should be at a senior level in the NHS and be able to fulfil the following duties: to lead the BME leadership forum of the NHS Confederation and ensure that it works effectively to establish new terms of reference for the group and a steering group for the forum to ensure the forum forges key strategic relationships to further its objectives to ensure that the steering group works well together in its development and implementation of the annual work plan to chair steering group meetings and reference group events as required. In partnership with:

Form Member focus The chair should have a clear focus on meeting the needs of BME forum members and its critical stakeholders such as BME patients, communities, employees etc through the provision of representation, influence and forms of support. Takes personal responsibility for positioning the RCN/NHS Confederation BME leadership forum so it is seen and recognised as an influential/leading voice on equality, diversity and human rights issues within the health and social care sector/nhs. Builds and maintains strong alliances and partnerships with a wide-range of organisations and individuals that work to support and enhance the interests and position of the Forum. Conveys the impact of policy decisions through to members and stakeholders of the leadership forum appropriately. Empowers Forum members to take control and subsequent responsibility for issues as appropriate Ensures that they are up-to-date on the strategic and operational issues facing the Forum and are orientated to finding and communicating viable solutions on behalf of the Forum 2
3 Works to maximise the strengths of the Forum that come from the diversity of its Application members and other core stakeholders. Form Collaborative working The chair actively engages with partner organisations such as the Royal College of Nursing and clearly articulates the objectives and purpose of the Leadership Forum and its associated strategies. Plays a key role as ambassador and builds transparent and coherent partnerships with NHS Confederation Networks, patients and public, clinicians and staff, key institutional stakeholders and regulators Gives consideration to national and international agendas and issues in their decision-making processes Actively supports and identifies opportunities for cross leadership forum working. Encourages collaboration within the Forum and across its stakeholder map where this is identified as being in the interest of furthering the goals and objectives of the forum. Actively seeks opportunities to promote the work and achievement of the goals of the forum. In collaboration with the relevant stakeholders, sets the operational plan or annual work plan for the Forum. Maintains a focus on quality and places an emphasis on delivering appropriate measurable outcomes on behalf of the Forum. 3
4 Leads change by articulating a clear vision Interview Envisioning the future Sets the future direction of the Forum and drives change forward in association with others Establishes methods for evaluating change and establishing a clear operating context with and enabling a wide range of contributions from key stakeholders Has a clear sense of direction and values Is willing to make and stand by difficult decisions Is politically astute and influential and is able to operate effectively within a swiftly and often radically changing political environment Constantly horizon-scans to check for opportunities and threats to achievement of Forum goals and interests. 4

Models behaviours that value diversity and implements equality of opportunity as well as maintains a positive culture for the Forum Ensures that lines of accountability are transparent and upheld Interview Challenges discriminatory behaviours Is consistent, fair and transparent in their interactions Creates an open and trusting environment for feedback and learning Seeks to consolidate existing and future partnerships through diplomacy and directness Fosters constructive and mature debate Demonstrates loyalty towards the Forum and actively champions its work and its objectives Keeps colleagues regularly and actively updated. 5
6 Takes responsibility for delivering the strategy and outcomes of the Forum Application Form Organisational awareness and navigation The chair understands the practical realities of how organisations operate on a day-to-day and strategic basis and uses this knowledge to frame constructive, timely and insightful interventions and challenges on behalf of the Forum. Demonstrates clarity of purpose Understands and responds to the business planning processes within the NHS Confederation and partner organisations. In particular this will include NHS Confederation Networks, patients and public, key institutional stakeholders and regulators. 6
7 Time commitment The chair's role requires a time commitment of 0.5 days per month. The BME leadership forum is committed to delivering up to four events per year around the country and it is important that the chair is available to convene these. Resources The BME leadership forum is supported by resources from the NHS Confederation, NHS Employers and the Royal College of Nursing. This includes communications and policy input to develop and support the forum s work programme through events, meetings and policy briefings. The position of chair is not remunerated although travel expenses incurred as a result of the work of the chair will be reimbursed by the NHS Confederation. The chair of the BME leadership forum shall be appointed for a two-year term subject to an annual review. The chair will serve a maximum of two consecutive two-year terms. 7
