2 Welcome to the Training and Support Programme Welcome to the Early Years and Childcare Training and Support Programme! Thank you for your commitment to training and continuing professional development through Cambridgeshire County Council over the last year. For , we have expanded our brochure to include updated information about our other services, alongside the familiar extensive programme of training and qualifications. We hope that the paper copy of this document, which a massive 97% of you said you valued, will continue to be a useful reference guide throughout the year. We know, too, from our surveys of provider views, that many of you will take advantage of our new online booking system, through Learn Together Cambridgeshire. Our programme of activity is now available to book directly via this address: Updates and new courses will appear here throughout the year. Do add it to your favourites and tell us what you think! It s also very exciting to include information about new partners and colleagues. Teaching schools are now offering more training. In Cambridgeshire we have a specialist early years teaching school, made up of 6 of our nursery schools, actively supporting quality improvement across the sector. You will find more information about their programme for the coming year in this brochure. Our 2016 Conference Yes we can! Supporting Children to Achieve will focus on Accelerating Achievement of vulnerable children. This is a key priority for Cambridgeshire County Council, and we will continue to support you to identify and meet the needs of those children who are at risk of not achieving their potential. We were delighted to be one of the first local authorities to implement the Early Years Pupil Premium (EYPP) for three and four-year-olds. We continue to encourage providers to find innovative ways of spending this new money to benefit EYPP children. You might choose to build the skills of your staff with one of the training providers featured in this brochure! 8 Using this training programme Booking Procedures for Courses can be booked for the whole academic year. Please note training courses can be delivered to individuals or groups of settings, subject to capacity. For further information and cost please ; Please read the following information thoroughly Booking onto training courses Information for managers To book online: You may now book courses online using the Learn Together Website. Booking online will enable you to book a place immediately and receive confirmation immediately. You can update your own booking at anytime with any changes that you may need to make. When booking online it is important that you or whoever is completing the booking answers all questions accurately and honestly. You must NOT book more than four people onto one course. See the relevant page for limitations on Designated Person courses, First Aid courses and some conferences. To book on line using Learn Together schools and settings must register first. You should have received information on how to complete this short process. If you have not done so please contact: [email protected] for instructions. To book by /fax or post: Please ensure that a booking form is completed for each person. It is important that all forms are completed in full. If you do not supply all the information required the booking may be delayed. Bookings sent to the office will be processed in date received order. We strongly recommend that you book online if possible as all available places on a course may be booked by other providers online whilst your booking is waiting to be processed. On occasions the confirmation has been sent to delegates spam/junk folders. Please be aware of this and check those folders for incoming s about training. Places on all courses are limited to four per setting unless stated otherwise. The limit is two per setting on designated/named person courses (SENCo induction, SENCo Refresher, Equal Opportunities, and Child Protection designated personnel) and two on First Aid courses, Food Safety Courses and some conferences. When booking staff onto training courses please ensure that you fully discuss the aims of the course with them and its relevance to their role within the setting. Please ensure that the practitioner knows that they will be expected to participate fully in the course and complete the required evaluation forms in detail. They will also be expected to share their learning when they return to the setting. Before booking a course please ensure that your setting has sufficient staff cover as we are not able to refund booking fees. 8

9 Using this training programme You will receive a booking confirmation by . If you have not heard from us one week before the start date of the course please contact us. Do not just turn up to the course. Alternatively, if you do not contact us to chase your booking and do not attend you will be charged a nonattendance fee which reflects the actual course cost and not the booking fee. All courses are subject to a booking fee unless stated otherwise. Booking fees differ according to your type of provision Information for all delegates Please ensure that you bring the following items with you to the training course A copy of the confirmation letter, you may be asked to produce this as proof of booking. Note taking materials. Any other documents that have been requested on the confirmation letter. Lunch/refreshments, we are not able to provide lunch or snacks. We will provide hot drinks for breaks. If you have been sent pre-course reading please ensure that you have read it. You must arrive at least ten minutes before the session start time. At the end of the course you will be required to do the following; Complete the evaluation form fully. Complete and take back to your setting the action plan you have been supplied with, to share with your line manager. For selected courses, we will send you an impact monitoring form. Please open the and follow the link. It is essential that you complete the survey fully as this helps us to plan courses for the future and to ensure we meet our aims and objectives. Learn Together Cambridgeshire Event Booking Terms and Conditions Learn Together Cambridgeshire as part of Cambridgeshire County Council is committed to providing services that are of the highest standard and meet the needs of our customers. The following terms are standard across all bookable events. Transferring / Changing a Booking: A booked place on an event can be transferred to another suitable staff member up to five working days prior to the event date. Customers to affect the change either by direct update to the online booking system or via to the service delivering the event. Any transfers within five working days will be accepted only in the case of exceptional circumstance. Cancellations and Refunds: Full refunds will be given in the following instances Customers cancelling booking up to 15 working days prior to the event date Learn Together Cambridgeshire services cancelling the courses due to unforeseen circumstance, at any time No refunds will be given for Failure to attend a booked event Cancellation of booking within 15 working days of event date Additional charges may be levied for Failure to attend a subsidised/no charge event. Charges will be based on full (non-subsidised) cost of a standard place for the event. Changes to Events: Providers will endeavour to offer events as advertised however, reserve the right to change the date, location and provider of the events. All service led changes will not automatically result in refunds; payments will be transferred and will become subject to the terms and conditions above based upon the new date. All event bookings are subject to these terms and conditions, you will be asked for confirmation of agreement to the conditions upon booking. Payment of event acts as automatic agreement to the terms and conditions. 9

10 Using this training programme Code of Conduct for Attendees We want the training to be enjoyable and beneficial for all people attending and therefore set out the following: Always let the Early Years Workforce Development Team know if you are unable to attend (the place can be offered to somebody else). Please see Event Booking Terms and Conditions page 9. You must attend the full course. We cannot certificate you for attendance if you leave early. We will inform the Manager of the setting when a learner is not certificated giving them the reason why. Respect confidentiality about issues raised in the training. Actively listen and respect other people s views (both trainer and other delegates). Engage and contribute to discussion, but ensure others are equally able to contribute. Respect the opinions and experience of others. Challenge discriminatory attitudes and behaviour. Payment Policy If you do not send a cheque with your booking form we will invoice your setting/school for the booking fee. If booking through the Learn Together website you may pay by card at the time of booking or request your setting/school to be invoiced. If your setting/school does not pay invoices on time you may be prevented from booking onto or attending other courses until the invoice is settled. Designated/Named Persons in settings guidance for early years and childcare settings Cambridgeshire County Council recognises the importance of designated, appropriately trained key personnel in each setting as a significant feature in ensuring quality. We strongly recommend that you ensure that your setting has suitable appropriately trained people undertaking these roles. In each of your provisions (excluding childminders) there should be a designated person for: Child Protection Special Needs Equalities (named person) The designated/named person in each of these areas should be a senior member of staff (Level 3 with at least two years post-qualifying experience) who is on site. It is important that part-time and shift hours are covered, so there may need to be more than one designated person for each area of work in a setting. The team funds a maximum of two places per setting. If your setting wishes to train more than two people you may do so but will be required to pay for the extra places. The cost is 62 per person, subject to availability; no bursary is available for additional staff. Designated Persons should update their training every three years by attending a Refresher Course. Should settings require additional designated persons they may access training at a cost of 62 per place This Training and Support Programme offers courses for the above roles which reflect the associated responsibilities, current best practice and legislation. These courses highlight local reporting and recording procedures which must be followed by Cambridgeshire settings. For Child Protection Designated Persons we would recommend that in addition to our training courses practitioners should also access courses provided by the Local Safeguarding Children Board (LSCB). Information can be found at: There is a bursary scheme in place for private, voluntary and independent (PVI) early years and childcare settings undertaking Designated/Named Person training courses in this training programme. Please see below for information of how to claim the bursary. The claim form is on page

11 Using this training programme Claiming a bursary Private and Voluntary settings only How to claim your bursary Designated/Named Person courses (Child Protection, Equal Opportunities, SENCo). Complete the form prior to attending training. Take the form to the training session and ask the trainer to sign it, bursaries will not be paid without a trainer signature. The form cannot be signed after the course, so please do not forget this. You must return the form to us within one calendar month of attending the course or by 18 March 2016, whichever is soonest. Claims outside these timescales cannot be processed. Each setting may claim a maximum of two bursaries for each Designated/Named person course (or refresher course) every three years. An exception will be made if the Designated/Named person leaves the setting. The bursary is to be used by the setting towards staff cover costs and travel expenses. PLEASE NOTE: The bursary fund is limited and bursaries will only be paid subject to available funding. Childminders Childminders should access the Childminder Support Sessions that are arranged: Safeguarding Children Child Protection Special Educational Needs Equalities This training should be updated every three years. We do not provide a bursary for this training. 11

12 Careers and Qualification Guidance Careers and Qualification Information, Advice and Guidance Cambridgeshire Early Years Service remains committed to a highly qualified and skilled workforce as a critical part of improving outcomes for children. We recognise the enormous value of on-the-job learning, but believe this needs to be underpinned by an understanding of how young children learn and develop. Full and Relevant Early Years and Childcare Qualifications The Department for Education has provided information for managers and practitioners working within the early years to check if qualifications are full and relevant. Managers and practitioners must check any proposed qualifications training or previous qualifications achieved prior to 2014 meets the government requirements. For an explanation of what full and relevant means visit this webpage: For all levels of qualification in early years visit this webpage: To check Level 3 qualifications before September 2014 visit this webpage: To check Level 3 qualifications after September 2014 visit this webpage: Early Years Apprenticeships Apprenticeships are open to all age groups and allow employees to earn a wage alongside experienced staff to gain job-specific skills. Employment will normally be a minimum of 30 hours per week. An apprentice is employed at a low cost within a setting and studies for a qualification and other skills by attending college regularly. The employer must provide a mentor to support the apprentice s learning within the setting and ensure that the apprentice is released to attend college. The apprentice s practice is then assessed in the workplace as part of their qualification. The benefits to the employer are: motivated staff employed at a low cost a skilled workforce which should improve the quality of the setting and better outcomes for the children at the setting. The apprenticeship system is under review at the time of going to press. You must access the website for most current information: or contact your local training provider. Please be advised it is currently a requirement that GCSE A* C in English and maths must have been achieved by completion of the Early Years Educator Apprenticeship. However, from September 2015 it is proposed that these qualifications are achieved before the Apprenticeship starts (under review). Graduate Leader Programme Early Years Professional/Teacher We offer a setting premium is a payment to support good and outstanding settings with a member of staff who has achieved Early Years Teacher Status (EYT) or Early Years Professional Status (EYP). If your setting is in the private or voluntary sector and employs an EYP/EYT who works directly with the children you may be eligible for a premium. 12

Telephone: Qualification Funding Early Years Workforce Development Team Qualification Funding Arrangements April 2015 March 2016 Funding for Level 2 and Level 3 qualifications A limited amount of qualification funding is available for childcare practitioners working in private, voluntary or independent early years and childcare settings. Funding is available for identified qualifications such as the; Level 2 Certificate in an Introduction to Early Years and Care (QCF) Level 3 Diploma for the Early Years Workforce (Early Years Educator) Level 3 Award/Certificate/Diploma in Playwork Level 3 Award in transition to Playwork (from Early Years) QCF 24+ Advanced Learning Loan The 24+ Advanced Learning Loan is also available for learners to help with the costs of a college or training course if you re 24 or older. Normally the training course must be a full level 3 course or above to qualify. Further information on 24+ Advanced Learning Loan can be obtained from your training provider. Further information is also available from the government Website: Funding for the Early Years Degree We currently have a very limited amount of funding towards course fees for new learners on Early Years Degree programmes. Funding is available for learners working in early years settings in the private voluntary and independent early years sector. Learners must be committed to completing an Early Years degree and then moving onto the Early Years Initial Teacher Training. The practitioner must have an interest in improving practice within their setting, work directly with the children and be willing to support other settings if required. Practitioners must demonstrate commitment to staying in the Early Years Sector on completion of their training. All funding is subject to budgetary restrictions and funding criteria. It is allocated on a year by year basis and there is no guarantee of future funding levels. If your setting is in the private or voluntary sector please contact the Early Years Workforce Development Team for further details. You must complete the funding application form fully; an incomplete form cannot be considered by the funding panel and will be returned by post to you. This may lead to a delay in the processing of your application. Student Finance Additional finance or a loan towards the cost of the Early Years Degree may be available through student finance. 14 Qualifications Courses Level 2 Certificate in an Introduction to Early Years Education and Care (QCF) This qualification is suitable for a range of learners from the age of 16+ to help gain skills and knowledge whilst working under supervision. What will the qualification cover? The aim of this qualification is to prepare learners to work with children between birth and five years, with knowledge of children up to seven years. Learners could also progress on to the Level 3 Diploma for the Early Years Workforce (Early Years Educator) (QCF)* Learning outcomes will include: An understanding of: The Role of the Early Years Practitioner Legislation, framework and professional practice relating to early years Play, development and learning for school An opportunity to: Undertake professional development Progress on completion to job roles such as nursery, pre-school or early years classroom assistants and nannies Assessment: All units will be internally assessed using a range of methods. This could include direct observation within the workplace, e-portfolio of evidence, written assignments or a set task. 15 Qualifications Courses Level 3 Diploma for the Early Years Workforce (Early Years Educator) (QCF) This qualification is suitable for a range of learners from the age of 16+ years who are currently working in early years education and care. What will the qualification cover? The Level 3 Diploma for the Early Years Workforce (Early Years Educator) prepares learners to become Early Years Educators, enabling them to work with children from birth to 5 years and gain knowledge of children aged 5 to 7 years. Upon achievement of this qualification it is intended that learners will be able to enter the workforce as Early Years Educators*. Practitioners must have GCSE maths and English at grade C or above to undertake the qualification. Learning outcomes: Are structured around four themes and include an understanding of: Children s Health and well-being Legislation, frameworks and professional practice relating to Early Years Play, development and learning for school readiness Professional development Assessment: All units are internally assessed using a range of methods. It is recommended that significant placement experience should be undertaken in at least two different settings to cover the following age ranges: 0 1 year 11 months 2 2 years 11 months 3 5 years. Assessment methods used written task submitted by e-portfolio, observation in the workplace, professional discussion, reflective accounts and complete a longitudinal study. 16 Qualifications Courses Level 3 Award / Certificate / Diploma in Playwork This qualification is suitable for staff who are working in the Playwork profession at assistant or supervisory level. What will the qualification cover? Learners will attend underpinning knowledge sessions during term-time to study a number of units to achieve the qualification. This qualification supports practitioners in their work with children aged 5 to 16 years old. Learning outcomes will include: The theories and principles of how children play and how to support the needs and rights of children to create diverse, inclusive play environments. How to support children and young people to manage risk, establishing and maintaining links with other organisations and individuals, and organisational frameworks. Understanding and supporting children and young people to plan for self-directed play. Working with parents/carers and families and working with colleagues in a playwork team. Assessment: All units will be internally assessed using a range of methods. This could include direct observation within the workplace, e-portfolio of evidence, written assignments or a set task. 17 Qualifications Courses Level 3 Award in Transition to Playwork (from Early Years) (QCF) This qualification is based on the National Occupational Standards for Playwork and has been developed for early years practitioners who hold a current and up to date level 3 early years qualification and would like to broaden their knowledge and work in playwork settings. What will the qualification cover? The qualification has two units and learners are required to complete written tasks through e-portfolio. The course will last twelve weeks and is delivered in term-time. Learning outcomes include: The theories and principles of play. How to support the needs and rights of children to create diverse, inclusive play environments. Consider ways to support children and young people to manage risk. To develop a knowledge of the importance of establishing and maintaining links with other organisations, individuals, and organisational frameworks. Assessment and course duration: The qualification is knowledge based only. Learners are required to complete and pass all written tasks to complete the course. However learners would need to attend the induction session. 17

18 Qualifications Courses Early Years Foundation Degree The foundation degree is designed for candidates who are already working with children. It offers an opportunity to develop professional understanding, vocational knowledge, academic and personal skills which will be of significant value to practice in the workplace. The foundation degree prepares learners to complete a full degree and then move on to Early Years Initial Teacher Training (EYITT). Entry requirements general guidance Practitioners should have access to a suitable children's and young people's working environment as the breadth of students' expertise/experience will be considered as part of the entry progress. Learners will have an appropriate Level 3 Childcare Qualification. English and maths GCSE grade C or above are normally required. However, providers entry requirements do vary and the learner should seek advice from the training provider. What will the qualification cover? Contact the individual provider for details of course content, what the assessment process is and the course delivery. Course delivery can be by weekly class based sessions, full week study blocks or distance learning. Therefore it is important to choose the course and delivery method which is most appropriate. Contact details are on page 22. Fees The fees vary according to provider. Learners may apply to Student Finance ( for funding to supplement funding offered by the Local Authority. 19 Qualifications Courses BA (Hons) Top-up Overview The BA (Hons) top-up course enables Foundation Degree students to progress to the next level of learning. The top-up builds on previous learning and qualifications to increase both practical and theoretical knowledge. Generally this is a one year programme which will enable learners to move on to complete Early Years Initial Teacher Training (EYITT). Entry requirements general guidance Providers entry requirements do vary and the learner should seek advice from the Training Provider on their course entry requirements. Generally the applicant must be a current practitioner in the sector with at least two years experience. He/she should have a relevant Foundation Degree Qualification plus GCSE English and maths with a minimum grade C, or equivalent. 20 Qualifications Courses Early Years Initial Teacher Training (EYITT) EYITT is focused on high quality care and education for the birth to five age range and leads to Early Years Teacher Status. To achieve Early Years Teacher Status by the end of the training programme, you will need to be able to demonstrate the Teachers Standards (Early Years) across the birth to five age range. Early Years Teachers will be specialists in early childhood development, trained to work with babies and young children from birth to five. Early Years Teacher Status is awarded to graduates who are leading education and care and who have been judged to have met all of the Teachers Standards (Early Years) in practice from birth to the end of the Early Years Foundation Stage (EYFS). Entry requirements Entry requirements include GCSE Grade C and above (or recognised equivalent) in English, maths and science and, for the Graduate entry route, a degree on entry. The degree can be from any area of study. Before starting the course applicants will be required to pass the Professional Skills Tests for trainee teachers. Routes to Early Years Teacher Status for September 2015 For September 2015, there will be two funded routes to Early Years Teacher Status, both of 12 months duration. Successful students on the SCITT(School based initial teacher training) programme will be based at one of 6 Nursery school/centres in Cambridgeshire The teacher training programme will prepare trainees for teaching children aged 2-7 (including DfE designated age phases of Foundation Stage (3-5), and KS1 (5-7). The Basic Child Protection and Designated Person courses in this training programme have been validated by Local Safeguarding Children Board (LSCB) and provide high quality training, including key information on Cambridgeshire reporting and recording procedures. The Local Safeguarding Children Board (LSCB) also offer a wide range of safeguarding training that is free to private, voluntary and independent providers. This training does not take the place of Basic and Designated Person training, but should be accessed by settings in between the 3 year period that refresher training is due. The designated person should be a senior member of staff (Level 3 with at least two years post-qualifying experience), who has attended the basic child protection training course and is on-site when the setting is open. It is important that all part-time and shift hours are covered, so there may be a need for more than one trained designated person in a setting. *Note for schools: This course is only suitable for your staff if you have onsite childcare provision. Aim To gain an understanding of the roles and responsibilities of the designated person for child protection who is working in an early years or childcare setting. 51 Special Educational Needs (SEND) Training to meet the needs of specific settings (Bespoke Training) Bespoke training is usually provided for a setting or cluster of local settings, to allow for a whole staff approach to develop best practice around creating positive relationships and enabling environments for children with SEND. The Area Special Educational Needs Coordinators (Area SENCo) can discuss your setting s training needs during their visit, and advise on what might be relevant for all staff. This may have been identified in your planning using the Early Years Quality Framework, be part of a rolling programme for staff training or result from the identified needs of a child or group of vulnerable children. The Early Years SEND Specialist Services team work closely with EYCCA, Children s Centres and Early Support colleagues eg. the Speech and Language Therapy Service to ensure a coordinated approach. The training may be provided by any of the SEND Specialist Services team (your Area SENCo, a Sector Support Worker, an Early Years Specialist Support Teacher) or an Educational Psychologist and any relevant professionals. Some areas for bespoke courses are listed below, but we can tailor additional courses to meet the needs of your setting and staff: Supporting Speech, Language and Communication This bespoke course will focus on speech, language and communication for children with additional needs, recognising that it is at the heart of young children s learning. It builds on good practice from the EYFS (Development Matters) and practitioners understanding of typical child development, to further develop practice and implement strategies for children who have significant difficulties. Introduction to Autism A course for settings to introduce the characteristics of Autism. This will complement the Inclusion Development Programme for Autism which provides a good starting point for staff. A copy should be available in your setting. Supporting Children with Autism Spectrum Disorders in the Early Years A two-part course for practitioners who have a child with a diagnosis of Autistic Spectrum Disorder attending their setting, or settings wishing to further develop their practice for children with recognised social communication difficulties or diagnosed with Autism. Encouraging Positive Behaviour in the Early Years Setting a Preventative Approach Participants will explore the way that positive approaches can lead to a calmer and more effective management of behaviour in the setting. It will focus on setting appropriate boundaries with all the children, and how staff can work together for positive outcomes. It is expected that settings will attend the Behaviour Strategy in Early Years course prior to accessing the bespoke route. Where possible we endeavour to offer training in the evenings and at weekends however, we are sometimes restricted by trainer availability. We also need to meet the timing requirements of other practitioners within the sector with a limited budget. Childminders can access training throughout the county. Where possible we endeavour to put Saturday courses on in a central location. Childminder Support Sessions The Childminder Support Sessions are facilitated by the PACEY team. These are free of charge to childminders however, a cancellation charge of 20 per session will be charged for cancellations or nonattendance. No bursaries are available for attendance at these sessions. Continuous Professional Development Courses A wide range of Continuous Professional Development courses (CPD) are available for childminders to book onto to develop skills and knowledge. 136 Cambridge Early Years Teaching School Initial Teacher Training; Early Years and Primary School Teacher with QTS (SCITT) Course overview Cambridge Early Years Teaching School in partnership with the Centre for Research for Early Childhood (CREC) offers an early years, school based route to qualification as a Primary teacher or Early years teacher with Qualified Teacher Status (QTS). Successful students on the SCITT(School based initial teacher training) programme will be based at one of 6 Nursery school/centres in Cambridgeshire The teacher training programme will prepare trainees for teaching children aged 2-7 (including DfE designated age phases of Foundation Stage (3-5), and KS1 (5-7). The course is rigorous and carefully structured to combine: three periods of continuous, directed school experience which will include a good or outstanding Foundation Stage class and KS1 class high quality centre-based training action research based on assignments The course will have the additional focus on working with two year olds, supporting diversity and engaging families positively.
