3 A Message from the Head of School Standards and Interventions Introduction I feel very privileged to lead a team of colleagues within School Standards and Interventions who are dedicated to helping schools to improve the life chances of children within the Borough. Our Vision Every child in Bedford Borough deserves a good or outstanding education. Our aim is to ensure that all our children and young people enjoy the very best of education and that the opportunity is there for everyone to find and realise their true potential. Within School Standards and Interventions we want to help every school to have the ability to make a high level accurate self-evaluation of their performance and to take clear and decisive action,using a coherent and consistent approach to school improvement planning to improve weaknesses. This is the most important process of school improvement leading towards autonomy, self management and excellence. The vision is for every school to work in partnerships and for the Borough to deliver a remodelled system of integrated service through the enabling role of the Improvement Adviser. Consultancy Provision Local Authority teaching and learning advisers work will focus on the provision, or brokering of the following: The development and delivery of coaching and mentoring Focused data analysis to inform policy and practice Planning: schemes of work; policy review; interventions; creative curriculum Bespoke staff training and governor training, including focus groups such as ITT, NQTs, SEN co-ordinators and teachers in literacy and numeracy. Facilitating curriculum development Collaborative team teaching and learning Promotion and development of quality first teaching Support for transfer and transition from 0-19 Pre and post OfSTED response Enhancing the climate for learning and school ethos Assessment: assessment for learning; moderation of quality outcomes monitoring and evaluation strategies Facilitating development of strategies for: narrowing the gap; ensuring the highest outcomes for learners covering the full spectrum of abilities from vulnerable pupil groups through to gifted and talented learners Specialised support for the identification of whole school/ departmental management issues to enhance outcomes at all levels 3

5 Support and Challenge Programme All maintained schools will have an attached Improvement Adviser (IA) who will work through the following programme at no charge. Grades 1 and 2 Outstanding and good schools, 3 half-day visits Expected LA Support / Action Autumn term Head teacher appraisal (Support for Governors) Review of standards and priorities using desk top review. Pupil achievements/narrowing the gap agenda/lac Summer term Review the quality of school evaluation and school development planning process Grade 3 Satisfactory schools, 5 half-day visits Expected LA Support / Action As above for good and outstanding schools but with an additional, second, Autumn term meeting Target setting and tracking arrangements Narrowing the gap - vulnerable groups discussion Discussions of data outcomes available (Raise Online, LA data) In order to provide enhanced support for schools below floor target, the LA will maintain the model of amber and red categories. This model, with a single plan and regular monitoring meetings, has been recognised as effective LA support in recent Ofsted reports. Grade 3 and 4 Focus schools (LA Category Amber/Red) In addition to Core Provision, a focus school will receive: As for good and outstanding schools but with additional meetings for: Target setting and tracking arrangements; Narrowing the gap - vulnerable groups discussion; Advice on creating a single plan (attendance at workshop); Advice on commissioning appropriate support to implement the single plan; Leadership and Governance support, including attendance at Governing Body meetings as appropriate; Regular monitoring of the single plan by the LA Improvement Adviser at a termly single plan meeting; 1 day Section 8 type monitoring visit, based on Ofsted criteria, 6 months after a satisfactory judgement; 1 day Section 8 type monitoring visit, based on Ofsted criteria, 2 years after satisfactory judgement; Possible access to an Achievement For All coach. No charge to maintained schools. Fee to academies, free schools, other LAs, the independent sector: 550 per one day visit including reports. 5

6 Within the EYFS area, the key service provision will be the following: Evaluate the current position of EYFS practice in line with EYFSP data Identify and prioritise strategies to develop practice and provision Support the completion of the school s Self Evaluation Form (SEF) Other service provision could include: Brokerage of support from EYFS Lead teachers eprofile moderation Professional study group for EYFS Learning Outstanding and Good Schools: Subject Leader Meetings (SLM): one place per school EYFSP Moderation Meetings: two places per school and surgeries Satisfactory Schools: As above for outstanding plus 2 days per year, depending on identified need and EYFSP data. LA amber/red schools: As above for outstanding plus 2-6 days per year, depending on identified need and EYFSP data. No charge to maintained schools. Fee to academies, free schools, other LAs, the independent sector: From 495 per one day visit. Within the area, the key service provision will be focused visits to: Evaluate the current position of provision in schools Measure the progress in the development of provision in schools Identify and prioritise the activities needed to develop provision Support the school s own self evaluation process Brokerage of central support funds finance consultation Administration of activities ALPS data review 2-6 days per year depending upon the OfSTED rating for the Sixth Form and/or indications from the ALPs or KS4 data ALPs reports will be provided free of charge to maintained schools for 2012 results Development of curriculum in line with changing national policy and local need/opportunity No charge to maintained schools. Early Years Foundation Stage (EYFS) Quality Assurance and ALPs Data Review Fee to academies, free schools, other LAs, the independent sector: From 495 per one day visit Cost of ALPs report (typically per annum) 6

7 Professional Study Groups (PSG) Termly meetings across a range of whole school issues and subject specific areas are held by our group of qualified and experienced consultants and advisers alongside leading practitioners from our schools. These sessions aim to: Facilitate collaborative partnerships between schools which identify, build upon and disseminate excellent and effective practice Promote quality in teaching and learning Challenge and support through professional dialogue, within an climate of mutual trust and transparency Contribute to the achievement of high educational standards No charge to maintained schools. One place per school per PSG Fee to academies, free schools, other LAs, the independent sector: 50 per PSG per delegate Full annual package - Lower Schools 200, Middle Schools 300, Upper Schools 350 for one delegate per school for each meeting. Subject Leadership Development Meetings Subject leaders benefit from the opportunity to network with each other and discuss practice and key issues in their own particular curriculum area. Access to the full range of Subject Leadership Development Meetings. No charge to maintained schools. One place per school, per subject offered Fee to academies, free schools, other LAs, the independent sector: per SLDM per delegate Advice and support pertaining to the Educational Visits & Journeys (EVJ) process An online advice and notification with approval procedure for specified educational visits, to seek assurance that arrangements reflect BBC guidance and current good practice Establishment access to the Bedford Borough Council (BBC) EVOLVE web site for educational visits. No charge to maintained schools. This service is not offered to academies Educational Visits and Journeys 7

8 Consultancy Identified by School Plan and IA Visits Our group of qualified and experienced advisers, teaching and learning have expertise in a range of curriculum areas and whole-school issues. Our offer includes: Negotiated, focused allocation of advice, support and guidance for identified priorities Support for school staff to raise standards of pupil progress and attainment Quality subject consultancy/curriculum development to improve learning and teaching Promoting, developing and sharing good practices within and between schools Supporting leadership development at all levels Bespoke high quality C.P.D. to meet identified needs Core offer to maintained schools (at no charge): Outstanding Schools: Up to 6 days Good Schools: Up to 8 days Satisfactory Schools: Up to 10 days LA amber/red schools: Up to 50 days Fee to academies, free schools, other LAs, the independent sector: From 495 per one day of consultancy Additional days of consulting may also be purchased by maintained schools at a reduced cost 8

9 Newly Qualified Teachers Advice, support on all aspects of induction Core Induction training (2 sessions) for NQTs, which includes induction requirements monitoring arrangements and advice on how best to develop their own career and personal well-being Training sessions for Induction tutors on the requirements for the induction of NQTs, how to construct a good induction programme, methods for tracking and monitoring progress against the standards and the requirements for assessments Monitoring checks during the induction year to ensure that NQTs are receiving their appropriate entitlement and Induction tutors are clear of their role Membership of the NQT Support Group which gives advice and support to NQTs Access to resources such as NQT and Induction tutor handbooks, guidance and newsletters Free to maintained schools and settings. Fee to academies, free schools, other LAs, the independent sector: 500 per NQT per year, or 200 per NQT per term Additional NQT Support Packages for Academies Package 1: Half day Cost: 200 Meeting with LA NQT Induction co-ordinator in area(s) of need to discuss issues and suggest strategies to use in practice. Action plan to be completed for NQT. Package 2: One day Cost: 300 Meeting with LA NQT Induction coordinator in area(s) of need to discuss issues and suggest strategies to use in practice. Action plan to be completed for NQT. This includes additional time in-class supporting/ team teaching to use the strategies suggested and discuss outcomes, next steps. Package 3: One and a half days Cost: 450 As above. This package also includes further time to review progress in the same term. Programme for Specialist Leaders in Behaviour and Attendance (PSLBA) PSLBA is an active learning programme for all professionals working in schools, which provides an opportunity for professionals at all levels of responsibility to develop and enhance their leadership skills within the context of Behaviour and Attendance (B&A), building on a distributed leadership model. The programme comprises: Three study days over the course of a year, which participants must attend Ten cluster-group sessions (3 during study days, 7 twilight sessions) Three work-based activities A portfolio of evidence The costs to maintained schools and settings: 300 per participant and 150 per additional participant. Fee to academies, free schools, other LAs, the independent sector: 450 per participant and 225 per additional participant. 9

10 Social and Emotional Learning Aspects of Learning (SEAL) SEAL is a comprehensive approach to promoting the social and emotional skills that underpin effective learning, positive behaviour, regular attendance, emotional health and well-being and staff effectiveness. This will be best achieved by: Using a whole school approach to create the climate and conditions that implicitly promote the skills and allow these to be practiced and consolidated Direct and focused learning opportunities for whole classes (during tutor time, across the curriculum and outside formal lessons) and as part of focus group work Using learning and teaching approaches that support pupils to learn social and emotional skills and consolidate those already learnt Continuing professional development for all staff within the school The costs to maintained schools and settings:- 150 per delegate per half day 300 per delegate per full day Fee to academies, free schools, other LAs, the independent sector:- 250 per delegate per half day 500 per delegate per full day Numicon MyMaths Numicon is a multi-sensory Maths teaching programme. The Maths shapes used give learners insight into number values and relationships in a way not provided by written numerals. Numicon was originally developed for all children in EYFS and KS1; however, many teachers use Numicon successfully throughout Key Stage 2. The teaching programme has also proved very successful for pupils who are experiencing difficulties, including those who have SENs. Children really enjoy working with Numicon. The resources can be used for whole class primary maths teaching, small groups and for individual support. Teachers report a marked increase in children s confidence when they are working with Numicon. Charges to maintained schools and settings: 65 per delegate per day. Fee to academies, free schools, other LAs, the independent sector: 150 per delegate per day. 10

11 The LA is committed to assisting and supporting governing bodies in securing the best and most effective leader for their school. The appointment of a Head teacher is one of the most important decisions a governing body will have to make and it is essential, therefore, that appropriate advice is made to support this process. The LA will provide its: Appointing a New Head teacher publication to schools, advise and guide with advertising the post, will sit on short listing panels and suggest tasks and activities for interview days. Senior officers can sit on interview panels and assist with feedback to candidates. No charge to maintained schools. Appointing a new Head teacher Fee to academies, free schools, other LAs, the independent sector: 900 per Head teacher appointment. 11

12 Additional Support for Schools to Purchase Additional support offered through buy in packages. Prices are from 350 per day for maintained schools and 495 per day for Academies, free schools, other LAs and the independent sector. Focussed meetings with Senior Leadership Team and governor representatives on self-evaluation processes and outcomes Target setting and tracking support Data analysis training Good to outstanding programmes Additional subject consultancy / curriculum development not included in the core offer to maintained schools Training and preparation for OfSTED Teacher coaching programmes A range of Audits: - Teaching quality (in partnership with SLT) - Leadership and Management - Pupil behaviour - Safeguarding - Inclusion - PSHE / SMSC - Governance using LA Toolkit - EYFS Audits will help schools to be accurate in their self-evaluation, develop middle and senior leadership capacity and provide evidence to support judgements against OfSTED criteria. They will help to inform effective school development planning. - Exploiting the potential of the learning platform for effective progress tracking, monitoring and target setting. - Embedding ICT across the curriculum to enhance the curriculum and engage learners. - E-safety for students and teachers. - Web 2.0 tools in the classroom. - Effective use of the learning platform to support intervention strategies. - Technology to assist self guided learning. 12
