2 City of Eugene FACILITY MANAGEMENT DIVISION FY13 WORK PLAN - MAJOR PROJECTS and FY12 ACCOMPLISHMENTS FY13 WORK PLAN Work Plan Project Detail Targeted Completion Date City Hall Project o Present City Hall Advisory Committee findings to City Council. July 2012 o Relocation of Offices to facilitate City Hall Project Provide project management for design and construction, working with architect, Lane County representatives and departmental design teams for the City Manager, City Attorney and City Prosecutor office moves to the Lane County Public Service Building. September 2012 o Continue work to develop options for a new or renovated City Hall. Fall 2012 Police Headquarters Building (300 Country Club Road) o Complete renovation of 300 Country Club Road for new Police Headquarters Building o EPD will move from City Hall to 300 Country Club Road over a three week period o Work with EPD to develop a facility emergency flood response plan July/ Eugene Downtown Library Book Return System o Preventative maintenance of Automatic Book Return System HI_IQ and delivery systems Eugene Depot Passenger Platform and Train Layover Project o Partner with Amtrak, Union Pacific and ODOT-Rail Division for infrastructure improvements. Current funding is for Preliminary Engineering and NEPA approval. Ongoing (ODOT is the lead) Energy Management o Continue to develop pilot project thermostat training for department users Establish price agreements for the following goods and services o Paper and plastic supplies o Custodial cleaning chemicals o Custodial cleaning supplies o Window cleaning contract
3 Hult Center Lobby Lighting Improvements o Installation of redesigned Hult Lobby lighting to improve light quality, dramatic effect, safety and energy efficiency, with the goal that the new system be easier to access for maintenance and save ongoing cost. Exterior Repairs o Hult Center building exterior envelope and skylight repairs December 2012 Fire Inspection Notice (FIN) Requirements o Coordinate Hult Center and Facilities response to items that need to be addressed in order to bring the facility into compliance with Fire Protection codes, as outlined in the FIN. December 2012 Eugene Airport Terminal Siding o Replace deteriorated exterior siding on the main terminal building September 2012 Baggage Screening System Remodel o Coordinate with Public Works Airport and Transportation Security Administration staff to complete the design contract documents. Obtain construction bids. Spring 2013 Various Capital Improvement Program Projects, including: o LRCS o Construct new Sheldon Pool water supply piping system o Replace Echo Hollow pool windows o Library interior painting and exterior cleaning o Flooring projects, including Library, Amazon Community Center o Hult Center Silva Stage Repairs o Cuthbert Amphitheater shell repairs o Fire/EMS o Fire Station 9 rebuild parking lot and drives o Fire Stations 6 & 10 vehicle bays radiant heating o Fire Station 7 flooring o EPD o Downtown Public Safety Station tenant improvement at new LCC Building June 2013 DESP Action Item 4.4: Re-Examine space, furnishings, layout, etc. of City facilities to ensure they are accessible and culturally inclusive o Facilities staff will work with Facilities Board and departments to evaluate City facilities serving the public using the Culturally Inclusive Environment self-assessment tool and will report findings to the Equity and Human Rights Board annually for next three years. 4 FACILITY MANAGEMENT DIVISION FY12 ACCOMPLISHMENTS City Hall Project o Began the design process for a new or renovated City Hall o Worked with consultants, local AIA and City Hall Advisory Committee to develop design options o Developed City Hall mothball plans for fencing, security, vegetation and parking. o Relocation of Offices to facilitate City Hall Project o Provided project management for design and construction, working with architect, consultant and departmental design teams for Police Department, Human Resources, Risk Services, City Manager s, City Attorney s and City Prosecutor s Offices facility moves. 1. Human Resources and Risk Services Divisions moved to Woolworth Building April Municipal Court moved to Roberts Building June Service Profile and Performance Measure Update o Updated Public Buildings and Facilities service profile and performance measures. Customer Service Survey: o Conducted customer service surveys o for completed capital projects, custodial and maintenance customer service DESP Action Item 4.4: Re-Examine space, furnishings, layout, etc. of City facilities to ensure they are accessible and culturally inclusive o Worked with the University of Oregon, Equity and Human Rights Program staff and the Facilities Board to develop the Culturally Inclusive Environment self-assessment tool and departmental work plans for assessing City facilities that serve the public. Established contracts for all Landscape Maintenance services o Completed RFQ for commercial LS maintenance services at Fire Stations & 2CC o Established contract for all spraying (pesticide) services o Established contract for all arborist services Echo Hollow & Sheldon Pool Energy Saving Upgrades o Worked with Energy Trust of Oregon to identify energy saving measures o Solicited proposals for Design/Build Contractors o Implemented several energy saving measures at each pool, including LED lighting upgrades, automatic pool blankets, HVAC control optimization Downtown Park Blocks (east) o Completed Phase 2 and 3 of electrical upgrades adding additional electrical outlets for food cart vendors Energy Efficiency and Conservation Block Grants (EECBG) Projects o Completed Remaining Steam Conversion projects at the Atrium building and Parcade parking facility and the multiple facility HVAC equipment replacement project. (57 units replaced or retrofitted in 20 facilities. 86 Thermostats replaced in 25 facilities)
5 Hult Center Fire Inspection Notice (FIN) Requirements o Coordinated Hult Center and Facilities response to items that need to be addressed in order to bring the facility into compliance with Fire Protection codes, as outlined in the FIN. Completed items include: o Assisted Hult Staff with completion of a temporary plan for emergencies while F.I.N. deficiencies are addressed. o Coordinated completion of a Smoke Control evaluation for Silva Hall o Coordinated completion of a comprehensive life safety analysis for the Hult Center o Tested heat detectors and fire curtain in Silva Hall o Evaluation of emergency egress lighting completed Hult Lobby Lighting Improvements o Re-designed Hult Lobby lighting with emphasis on light quality, dramatic effect, safety and energy efficiency, with the goal that the new system be easier to access for maintenance and save ongoing cost. Automated and Streamlined Administrative Functions o Facilities contracts now on-line on CESHARE for easy access o Electronic project funding requests and approvals o Electronic project funding reports and self-serve data query for project managers Developed New Hire Packet for New SelecTemp Custodial Employees Zero Waste Plan o Assisted with the RFP development and proposal evaluation o Worked with Purchasing and PDD to develop organizational plan and take lead responsibility for contract administration Various Capital Improvement Program Projects, including: o Sheldon Pool doors & windows and Natatorium windows replaced o Hult Center Metal/Glass Roof repaired o Sheldon Pool water supply piping design completed and bid awarded o Shelton-McMurphey-Johnson House front staircase o Installation of new generator and HVAC system for Facility Management office Pool shells painting and resurfacing o Amazon o Echo Hollow o Sheldon Program Documentation o Created documentation for MAXIMO (Computerized Maintenance Management System) and Access Control systems Energy Management o Began posting quarterly energy usage reports on CESHARE o Developed training on the Energy Management Program and reports available on CESHARE
