27 Case Study: Dubai International Traffic at DXB has quadrupled in the past 10 years, sustaining an average growth rate of 15% per annum. It is the world s fasted growing major hub airport. ACL s involvement with DXB started in April 2008 with a capacity assessment and scheduling process review. This led to the introduction of IATA standard scheduling processes and ACL s appointment as independent coordinator from September ACL drew on its extensive experience of coordination and demand management at a broad range of airports to guide the DXB stakeholders through the transition to slot coordination. ACL initially managed DXB schedules remotely from its London offices. 28 Case Study: Dublin Airport ACL has coordinated Dublin Airport since 2000, after winning a competitive tender administered by the Irish Commission for Aviation Regulation. Ireland was the first EU country to appoint its coordinator by competitive tender. ACL has competed successfully to renew its Dublin contract twice, most recently in ACL managed the airport s transition from Level 2 to become a Level 3 slot coordinated airport. The airport was first designated Level 3 by the Irish authorities for Summer 2006, but this decision was overturned by the Irish courts following a challenge by Ryanair. Level 3 slot coordination was re-introduced for the Summer 2007 season. Throughout this process of change, ACL maintained effective management of the scheduling process, and excellent relationships with all stakeholders. 29 Case Study: New Zealand Airports ACL was appointed as the independent coordinator of airports in New Zealand in September 2012 following a joint selection process managed by the New Zealand Airport Association and the Board of Airlines Representatives for New Zealand. The airports served are Auckland, Christchurch, Wellington and Queenstown airports. Bruce Cargill, who had been acting as the coordinator with Air New Zealand, joined ACL and we opened an Auckland office. 30 Case Study: Polish Airports ACL was appointed as the coordinator for airports in Poland by the President of Civil Aviation in November 2011, after winning a competitive tender process. Within 3 weeks of appointment, ACL had set up the coordination processes for Warsaw Chopin as a coordinated airport on an ongoing basis, and for Gdansk, Poznan and Wroclaw airports on a temporary basis for the UEFA Euro 2012 football championships during June Coordination of the Euro 2012 championships built on ACL s extensive experience of managing special events, and took advantages of synergies with the London Olympics 2012 (which took place later in the summer). The ACL International team was augmented with a native Polish speaking slot coordinator to provide a locallanguage service to stakeholders. 31 Case Study: Toronto City Airport Toronto City Airport is a unique commuter airport close to the city s business district. Since 2006 it had been the exclusive base of Porter Airlines, but in 2010 there was an opportunity to increase the slots available and open the airport to competing airlines. In April 2010, ACL was appointed by the Toronto Port Authority as the independent slot coordinator to develop a detailed slot allocation methodology, and to manage the release of 80% more slots. Slot controls were a controversial topic at Toronto City Airport, and the subject of an ongoing judicial review when ACL joined. The bespoke slot methodology developed by ACL had to be fair and transparent, meet the business needs of the airport, and be legally robust. ACL successfully allocated the new capacity in June 2010, without any legal challenge of ACL s appointment, approach or allocation decisions. When the we needed an independent slot coordinator to manage the complexities of slot allocation at Billy Bishop Toronto City, we chose ACL. ACL is widely recognized and respected as the industry s leading slot experts. They were able to help us develop and implement a slot system that suited our specific needs, and was legally sound.
