3 (Short Film Day), it s the celebration of short films! is a popular participatory event taking place every 21 st December, with the objective to celebrate short films. Everyone can own the event by organising public short film screenings, in all places and on all types of screens: cinemas, factories, bars, restaurants, theatres, museums, libraries, schools, universities, businesses, hospitals, retirement homes, prisons, public places, shopping centres, alternative venues, TV channels, websites, etc. plays an important part in cultural democratisation and artistic education. The objectives of the day are: To promote short films to larger audiences by popularise the broadcast of short films in every place and on every screen. To contribute to the cultural democratisation while promoting the merging of amateur and professional practices. To inspire new generations through cultural activity programmes. To value the vital role of networks and organisations, whose ongoing work is to programme and promote short films. 3 Celebration of short films

The number of participants, events organisers as well as viewers, considerably increased Between the first two editions, with great enthusiasm from cinema managers, charities, libraries, Local Authorities and schools. The principle of making culture more accessible is a vital point for this popular event. The aim of Le jour le plus Court 2013 is to increase the links between creativity and citizenship by encouraging organisers and viewers to take part in the idea of creating public and accessible screenings of young artists (professionals or amateurs). In order to involve even more people with a higher number of screenings for a larger audience, it is important to increase the merging of those different practices, to develop artistic educational programmes and to promote cultural access for all. Communication, organisation and presentation of Le jour le plus Court plays a great part in that democratisation of culture. In order to increase the number of screenings, a specially tailored information process helps organisers from the past two editions to take part in this year s celebration, as well as attracting new potential organisers. 4 Celebration of short films

Ville d Aubervilliers Photo Willy Vainqueur Event organisation Scénario au long court and its team In 2011 and 2012, Isabelle Massot, CEO of the Festival international des scénaristes, was asked by the CNC to organise the first two editions of. She asked a team of well known professionals in the field of cultural event to work with her: Benoît Labourdette, Sonia Jossifort, Nathalie Mercier and Alexandre Ferré. The team s expertise and savoir-faire helped the event to grow from its first edition and become an increasing success. In 2013, with its experience in organising large scale cultural events, such as the Festival international des scénaristes, which has been running for 17 years, the NGO Scénario au long Court offered the CNC to set up a team of professionals in cultural event planning, working with the founders to develop and organise the third edition of. The objectives the team of 8 are: To communicate about the event and encourage people to organise public screenings, To provide logistical and artistic support, To communicate to the larger audience and encourage a maximum number of people to attend screenings.

6 Event organisation network Created in 2012, network covers almost the whole country, metropolitan and overseas territory. The network of twenty-one organisations has the responsibility to promote and make short films more accessible all year round. It has been very effective in giving information and generate local interest. Network members objectives: To organise, coordinate and communicate on local events. To offer a selection of local films to extend the catalogue provided to organisers. To develop cultural outreach programmes and merge professional and amateur practices. In 2013, new members joined the network to best cover the metropolitan and the overseas territory. Their skills became vital in building relationships with local organisers and set up major regional events. 6 Event organisation

7 Event organisation L agence du court métrage (French Short Film Agency) Organisers are free to select films of their choice, while ensuring they get the permission of the copyright holder prior to the screening. To help organisers, the Agence du court métrage, has created a catalogue of 250 short films free of charge, which copyrights have been paid for by the CNC for 21 st December The Agence du court métrage s objectives are: To collate a catalogue of 250 short films, available for public screening organisers. To generate resource materials (video or DCP) and their shipping to organisers. In 2012, 1,240 different films have been screened, 992 of which did not belong to the Agence du court métrage catalogue. Each film was shown between one and four times. The 248 films of the Agence du court métrage catalogue were screened 20,000 times. Thirty-eight off-the-shelf programmes were offered by the Agence du court métrage, 11 of which were in developed in partnership with other institutions. 7 Event organisation

8 Event organisation WhAt is A Short FiLm? A short film is a film that lasts 60 minutes or less in length. It is a type of film which includes all cinematographic genres: fiction, documentary, animation, experimental film, etc. A true experimentation lab and a springboard for young directors (most of today s great film makers started out by directing shorts), it contributes to its renewal process and facilitate the emergence of young talents. Thanks to a committed and passionate network of professionals, about 2,500 short films are produced each year in France, and 500 of these are referenced by the CNC. The CNC supports short film productions by contributing financially to every stage of their creation: writing, production, promotion, and screening. All genres are funded: fiction, animation, creative documentary, art-house, and experi m ental. The à Laroquebrou CNC leads these activities directly, through selective or automatic funding programmes, through organisations that it subsidises, or through active partnerships, e.g. with local authorities. 8 Event organisation

CGR Colmar To reach this goal, the communication strategy focuses on proximity actions to increase the visibility of the event by promoting its popular participative dimension and showcasing young film makers. Three patrons (one international and two French), well known in the film industry, ensure the promotion of the event through mass media. They also provide a personal editorial touch with their own favourite film selection from the Agence du court métrage catalogue called coup de cœur des parrains. They are featured in a dedicated trailer to promote Other personalities from the film industry also support the event. A national press conference, press lunches and meetings with cinema managers and NGOs around the country are set up to generate interest from potential organisers and viewers. 9 Event organisation

10 in France and around the world Since its first edition in 2011, has been a great success and its uptake has highly increased in 2012, both in terms of number of organised screenings and the number of viewers. Thanks to the active involvement from the French Institute (L Institut français), the event has been coordinated internationally from the first edition on and was considerably developed in 2012, with 30 participating countries compared to 12 in Organisers mostly screen French short films and are encouraged to promote the production of their own country. At the same time, encourages other countries to adapt the concept and organise their own Short Film Day. In 2012, Germany launched their Kurzfilmtag with 157 events in 70 German cities. During the last Cannes Film Festival, Canada officially announced the launch of their in Other countries like Italy, Brazil or Argentina also expressed their interest in the event. 11 in France and around the world

13 Engaging professionals from the film and audiovisual industry Engaging professionals from the audiovisual and cinematographic industry is essential for Le jour le plus Court to promote short films towards a large audience. The event is an opportunity to organise debates, round tables and conferences with the aim to change short film distribution in cinemas, on TV and on the web and have long-term impact on our screens. The provision of support and information has the ambition to strengthen their presence and give them useful tools to increase the number of short film screenings all year round. In 2012, professionals involved in the production and the broadcasting of short films (France Télévisions, Canal +, Arte, Orange TV) took part in the event by featuring programmes on their channels. One of the objectives for this third edition is to encourage more broadcasters to get involved in the event.. Many websites (video sharing websites and others) also featured short films last year. Thanks to the Base-Court NGO initiative, based in Lausanne, a short film was shown on 38 screens across all Pathé cinemas in Suisse Romande. 14 Engaging professionals

15 Cultural Access for All s ambition is to bring all audiences together around collective public screenings in both cinemas and unusual places. Les films du camion à Nantes gives everybody the freedom to play an active part in the event by allowing participants to organise public short film screenings in all imaginable venues. Organisers are free to select films of their choice, but to help them, the Agence du court métrage offers a catalogue of 250 short films, categorised by theme, genre, age and length. The film copyrights have been paid for by the CNC, exclusively for 21 st December Everyone can make use of this facility, under the condition that the screening is free and open to all. Built on last year s experience, a parallel catalogue will be available this year, to increase participation, inspire new talents and bring together professional and amateur practices. 15 Cultural Access for All

16 Cultural Activities and artistic education is also the opportunity to promote short films to younger generations and inspire them. In 2012, schools widely took part in the event (the first edition fell during school holidays), by organising film screenings in their venues for students. As this year s 21 st December falls on a Saturday, a special exemption has been granted to schools. This will allow them to screen short films for free on Friday 20th December. On this occasion, films have been categorised by age and combined with artistic educational programmes. In its objective to make the event as popular as possible, encourages amateur productions and the merging with professional practices. Tools to help organisers own the event and increased network engagement have been developed to ensure a greater uptake. 16 Cultural Activities and artistic education

17 Social mission for a better accessibility to culture is the opportunity to create a social link and to allow cultural access to the disadvantaged and prevented. aims at increasing the access to short films by working with charity organisations and granting a special exemption for screenings on Friday 20th December 2013 to closed venues such as hospitals and prisons. types of organisers 1,885 organisers, of which 40 were based in foreign countries.
