1 TANZANIA COMMISSION FOR SCIENCE AND TECHNOLOGY (COSTECH) VACANCIES Background COSTECH began operations in 1986 and since then, it has been the principal advisory organ of the government on all matters relating to science, technology and innovation (STI). It is entrusted with the advisory role of formulating policy on science and technology and its implementation; it monitors and coordinates scientific research, technology development and transfer; acquires, stores and disseminates scientific and technological information and fosters regional and international cooperation. From its establishment COSTECH has registered a number of milestone achievements that are documented in annual reports and reflected in the contribution of STI to the sustainable development of Tanzania. Broad achievements include establishment and review of policies related to STI, development and increased access to technologies (crop varieties, implements, drugs, conservation etc.), contribution to the National Strategy for Growth and Reduction of Poverty (NSGRP) and dissemination of STI information (media, conferences, workshops, participation in technical groups etc.). These have been made possible by the convening power of COSTECH to bring together stakeholders from all sectors (public and private) and all categories (formal and informal) to jointly discuss matters related to STI and development. COSTECH has also been able to garner larger government support in terms of funding for its activities that has built credibility in the research landscape. The commission is implementing the rolling strategic plan of 2015/ /2020, also is undergoing remarkable modernization including structural changes and implementation of new and more attractive scheme of service and competitive salary structure. Due to the implementation of the strategic plan, the following positions are vacant and require to be filled as soon as possible. 1. Director of Knowledge Management (Re-Advertised) Reports to the Director General Duties and Responsibilities: (i) To promote knowledge sharing through the organization s and strengthen links between sharing and information system; (ii) To monitor and evaluate the knowledge sharing program, including internal benchmarking and programs; (iii) To manage systems and knowledge and play key role in transforming the organization into learning organization; 1

2 (iv) To lead in the development of institution culture, processes, infrastructure and information resources to facilitate the creation and utilization of knowledge institution; (v) Improve knowledge sharing within COSTECH and with stakeholders in order to create new knowledge that will enable learning and innovate as knowledge institution; (vi) To conduct annual knowledge audits for systematic identification and analysis of knowledge needs, products and services, flows, users, and gaps from perspective of learning lessons; (vii) To promote knowledge creation during internal and external events, through support to the design and facilitation of events/key meetings, in order to promote, document and create new knowledge and learning through informal and semiformal exchange; (viii) To develop short and long term programmes of collecting, processing and dissemination of information on scientific and technological development; (ix) To advise on matters pertaining to the development of documentation and information at all levels; (x) To cooperate with national and international research and development institutions and data centers for the purpose of collecting and exchanging science, technology information; (xi) To keep the scientific community and the general public informed about the developments in science and technology through various means of communication; (ix) To spearhead the establishment of the innovative network of academic and research institutions that will enable them to work together in a highly-connected environment where they can engage themselves in scientific endeavors from discovery to science diplomacy; (x) To continuously monitor and provide technical guidance for the review of existing laws and advice on appropriate laws and regulations necessary to be promulgated to improve upon the ICT environment that will attract direct foreign investment. (xi) To develop resource mobilization strategy that will include sale of information (xii) and information services; To advise on formulating related standards, regulation and guidance including system security and risk management; (xiii) To provide support and advice to the Director General on strategy and detailed work programming with regards to the last miles connections to the national fiber optic backbone network; (xiv) (xv) (xvi) To conceptualize,establish and maintain active and relevant information systems of benefit to the Commission and to the entire scientific community, nationally, regionally and internationally; To plan,organize and call for meetings of the R&D Advisory Committee on ICT on quarterly basis; To harmonize the work of ICT R&D committee in line with other R&D Advisory Committees; 2

3 Qualifications: Holder of a Master degree in Information Science, Technology and Cisco Certified Network Associate (CCNA), Cisco Certified Network Professional (CCNP), Open Source Protocal (OSP) or equivalent qualification from recognized Institutions. PhD will be an added advantage Demonstrated work experience of 12 years in research ideally gained in a business environment where team work and flexibility were paramount. Evidence based contribution to scientific publications in reputable journals, books, and conferences. Sound understanding of the ICT Innovation system in Tanzania will be an added advantage. Salary Scale: COSS National Fund for Advancement of Science and Technology (NFAST) Coordinator - (Re-Advertised) Reports to the Director General Main Duties and Responsibilities (i) To coordinate the NFAST and any other grants portfolio; (ii) To prepare NFAST financial projections and submit to the NFAST committee; (iii) To prepare and submit the NFAST expenditure report to the NFAST committee; (iv) To participate in setting thematic areas of research of which concept notes would be requested from prospective applicants of NFAST grants; (v) To ensure that, grants awarded, are in compliance with the COSTECH Manual granting instrument by observing all requirements therein; (vi) To participate in monitoring of ongoing research activities in order to ensure compliance with plan of activities and discuss progress with both the researcher and the host institution; (vii) To review progress reports of grantees both in terms of technical and financial submissions, and, when issues arise from narrative reports submitted by grantees, identify and resolve anomalies or any other problem, in cooperation with COSTECH Accounts/Audit Sections in order to ensure financial compliance according to standing financial regulations; (viii) To ensure submission of final technical and financial reports from grantees and ensure that results are disseminated as per the proposed dissemination plan; (ix) To ensure that the grants database is timely updated; (x) To coordinate the NFAST Committee; and (xi) To perform any other duties as assigned by superior. 3

4 Qualifications: Holder of a Master degree in Economics, Business, Project Management or equivalent qualifications from recognized institutions. With demonstrated skill in research project monitoring and evaluation, research proposal review and grant management with at least twelve (12) years working experience in which 5 years should be at senior managerial position, with good knowledge in financial analysis, project management and research grant management. Demonstrated experience in research grants and or innovation fund management in a reputable organization. Salary scale COSS Research Officer II Reports to Directors of Science Duties and Responsibilities: (i) To assist in execution, follow up and submission of reports on activities and programmes within the respective departments; (ii) Attached to Principal Research Officer in the execution of directorate programmes; (iii) To assist in preparation and implement work plan in line with COSTECH strategic plan and annual Budget; (iv) To assist in departmental planning and Budgeting and assists in implementation of planned activities in time; and (v) Performs any other duties as assigned by superior. Qualifications: Holder of a Master degree in Physical, Natural, Social, and Engineering Sciences. Agriculture, livestock, Energy, Industries, Infrastructure, Geo Science, Environmental, Economic, Education, Policy, Demography, Sociology, Communication, Documentation, Legal, Business, Innovation and Entrepreneurship, and any other related field from recognized institutions who attained a minimum of an upper second class in undergraduate level. Must be computer literate, and fluent in Swahili and English.
