7 1. CSA Central, Inc. (CSA): This firm presented a letter ofinterest proposing a team ofexperienced professionals to provide the necessary services for the University Drive project. CSA understands the project scope and the critical issues from field reviews, reviewing all documents provided, and meeting with the FDOT PM to have a better understanding ofthe project goals. They identified various project issues and approaches such as: use ofcontext sensitive design due to the sensitive nature ofthe project; discussed about further re-evaluation to consider some alternative design concepts for the road; stated the importance to public involvement and the RJW acquisition. They presented other issues with regard to the drainage design, traffic control plans, signalization, lighting and utilities. CSA has no specific discussion on any project management, schedule, quality, or budget with regard to this project. This team will be led by Evelio Chavez,, with 28 years ofexperience in the transportation engineering field and has successfully managed similar design projects to this one. 2. DRMP, Inc. (DRMP): This firm is proposing strong and highly capable experience professionals and with the knowledge of successfully delivering projects similar to the University Drive project. DRMP shows a good understanding ofthe project scope and highlighted important approaches to key project issues such as: develop a design concept to accommodate the design within existing RJW and/or to minimize it; the use oftree boxes and median infiltration trenches for quality water treatment and landscape strategies; analyze the landscape as an important factor to maintain the existing quality of life environment; will consider to vary the roadway slope for the proposed outside and bike lanes in the areas offlat grades to avoid reconstruction/overbuild ofthe existing lanes but, it will require additional inlets; indicated the possibility to modify several outfalls to ensure that no offsite adverse impacts due to the proposed stormwater management systems; other issues and approaches mentioned, signals, lighting, ITS, signing and pavement marking, MOT, etc. DRMP noted is important to work closely with all stakeholders during the public involvement. They discussed about their management plan, will maintain a two months offloat in the project, and will use earned value method. This firm proposed Colette Moss,, as the project manager with 24 years ofexperience in design ofmajor transportation projects and has managed similar projects to this project. She is a highly experienced project manager and takes ownership in managing budgets, production, schedules and team dynamics. 3. Erdman Anthony offlorida, Inc. (EAF): This firm has assembled a knowledgeable and experienced team to take the challenge and to demonstrate that they are committed to provide the highest level of service. Some oftheir key project approaches and understanding of critical issues highlighted are: mentioned this project is highly public involvements and they summarize it as to "meet early and meet often", with an attitude of being the project's "cheerleader" to get consensus from the communities and local governments; they stated they will evaluate some ofthe recommendations made during the VE study and made some observations about them; will work with the Department and the City with regard to the feasibility ofthe City proposed linear park; discussed the importance in incorporating the complete streets based on Broward County's criteria and endorsed by the MPO; other important discussions were made about the profile grades south ofwiles Road, drainage, utilities, access management, traffic signals/structures, lighting, ITS, pavement design, etc. This firm noted the key to a success of a project is having an effective project management approach incorporating the budget, schedule, and quality control with an effective project manager, James Noth,, P.S.M., with depth of experience in roadway widening projects and someone who can effectively represent the project at public and agency meeting.
8 4. Gannett Fleming, Inc. (GFI): This finn is proposing a well qualified team with the knowledge and experience to effectively manage this project that will be headed by Alina Fernandez,, with over IS years in transportation engineering specializing in highway and drainage and has major project experience and management skills and recently served as a project manager on a district six project similar to the University Drive project. GFI's management approach is by having a complete understanding ofthe scope and expectations, control ofbudget and schedule, risk assessment and mitigation plan, communication with all stakeholders, and adherence to the quality control. This team highlighted various issues and approaches to the roadway design incorporating complete streets concept, consideration of multimodal development, pavement, drainage, MOT, signal and lighting, landscaping, etc. GFI understands how crucial and important is the public involvement and project coordination are for the success ofthis project. S. Inwood Consulting Engineers, Inc. (Inwood): In their letter ofinterest, this finn proposed a team of professionals with experience to take the challenge on this project. The proposed project manager is Kevin Iannarone,, with 10 years of experience in management and in design related to capacity improvement, typical section development, and alignment analysis that are beneficial to this project. Inwood discussed their approaches and critical issues for the following: the evaluation and analysis of the typical section to incorporate complete streets, the roadway alignment and especially in the flat area which they recommend a combination ofoverbuild and warping; noted the presence ofoils and road depression that need to be investigated; drainage recommendations and especially south of wiles. Provided good discussion with regard to TTCP, access management, utilities, and public involvement. Generally mentioned about the signals, ITS, lighting, landscape and structures. They indicated they are suitable for this project due to having a strong PD&E team for the alternatives to be considered on this project, and that they have done similar projects to this one. Their management approach was too general in discussing the schedule, budget control, and QAlQC. 6. Keith and Sehnars, P.A. (K&S): The letter of interest shows this finn is ready to provide the services necessary with a qualified team ofexperienced professionals and with selected sub-consultants partners with prior successful working relationship and their expertise related to this project. This finn indicated that the project manager's role is one ofthe critical elements essential to the success ofthis project. They mentioned some ofthe project manager responsibilities with regard to the schedule, budget and quality but, not specific was provided. They noted several project issues and solutions for the development ofthe typical section, roadway geometry, the importance ofthe community awareness/public involvement, drainage/pennitting, traffic control plan, lighting, signalization and landscape. The proposed project manager is C. Bryan Wilson,, with over 28 years offdot design and project management experience. Also, Mr. Wilson has the knowledge and experience in working with the governmental agencies that are stakeholders in this project and understand their criteria. 7. Kimley-Horn and Associates, Inc. (KHA): The letter of interest shows this finn is ready with a proven project team to take the challenge and to demonstrate their ability to do all the assignments required to complete the design of this project. This team understands and has the experience in working with Broward County and the City of Coral Springs for projects they have done within the vicinity ofthe University Drive project. This is a high profile project with a CAP Level III which KHA made a strong emphasis with regard to public involvement. They understand the need to extensive and proactive public
9 involvement with a greater degree ofpublic participation during the design phase. They identified three major risks that they will monitor public/agency coordination, pavement design, and right-of-way. KHA also discussed the importance ofthe landscape and that the quality ofit will need to be aesthetically pleasing and comparable to the existing landscape. They know the City owns this road and mentioned that a maintenance agreement is not needed but, a memorandum of understanding will need to be prepared to clarify the responsibilities offdot and the City. They highlighted other project issues and approaches. Also, they indicated their approach on how to keep two months of positive float in the schedule. The proposed project manager is Jim Sumislaski, P.E., with 31 years ofexperience and 20 of those years as a senior project manager with KHA. Mr. Sumislaski is a hands-on project manager and has successfully chaired and conducted public meetings and managed numerous complex limited access and arterial roadway projects. 8. RS&H, Inc. (RS&H): In their letter ofinterest, this firm will provide a well verse team with the knowledge and in understanding the project issues. This team is qualified to provide all engineering and professional services based on previous experience on similar projects. They indicated they have the experienced to quickly prepare the required documentations ifthis project changed to a design-build. They have a very good understanding ofthe scope ofthis project and highlighted some their approaches and critical issues such as: coordination with adjacent projects and land development to ensure design, MOT, and construction phasing compatibility; constantly maintain contacts with all stakeholders and the communities due to the sensitive nature ofthis project; mentioned to revisit the access management and observed a problem on one ofthe community entrance; mentioned a concern with residents with regard to noise due to the widening of University Drive brought at recent City Commission meetings, also discussed the City Commissioners have expressed concerns about their constituents were not very receptive to bike lanes, preferring a multi-use path. RS&H also discussed their approach and issues to the RIW, landscape, hardscape, utility coordination, signalization, lighting, transit, ITS, etc. They mentioned they will use Earned Value Analysis to keep the project's scope, schedule and budget on target. They noted ofmaintaining a database oflesson learned and best management practices that they use as part oftheir project management training. The proposed project manager is Doug Green,, with over 29 years ofexperience in project management, transportation design/production, and quality control. Mr. Green is an exceptional proven leader with notable reputation managing district four projects and in presenting projects in public meetings. 9. Stanley Consultants, Inc. (Stanley): The letter ofinterest shows this firm is ready with a team of experienced engineers and subs. Stanley shows a strong team ofprofessionals that can provide a high quality design within schedule and budget, and has proven on similar project experiences for the district and other governmental agencies. They showed their understanding to the project and highlighted many of the project key issues such as: the proposed typical sections in relation to the VE study, reducing RlW and minimize existing landscape impacts; will meet PD&E commitments; discussed their strategy for the public involvement; proactively will work for the utility relocation and coordination; other issues presented such as, access management, MOT, drainage, permitting, signalization, lighting and Transit. This firm proposed Amin Ahmed,, as project manager with 19 years offdot experience, and has the leadership, negotiating and organizational skills that will ensure adherence to the project public awareness and consensus, schedule and quality.
10 10. Stantec Consulting Services, Inc. (Stantec): This firm is ready for the potential challenges and to explore creative solutions for this project by proposing an experienced team that has done similar arterial roadway projects. This firm (previously C3TS) completed the original University Drive PD&E and reevaluation. Stantec indicated some ofthe changes along the project with regard to transit, pedestrian facilities, traffic, drainage, and the development ofadjacent properties resulted in a reevaluation ofthe project. Some ofthe key issues highlighted: they will analyze and incorporate mobility, complete street guidelines, VE recommendations, and address operational deficiencies; noted about the R/W impacts in making some ofthe improvements; discussed the importance to the public involvement; provided good drainage information. They generally discussed about the signage, signalization, lighting, ITS, utility coordination, landscape, etc. No discussion in the project management approach was provided however, they mentioned they will develop an internal schedule to keep the project at least two months offloat. The proposed project manager is Ross Shillingford,, with 19 years offdot D4 design and project management experience.
