1 CONSTRUCTION MANAGEMENT SERVICES for the new REPLACEMENT NORTH DORCHESTER HIGH SCHOOL Dorchester County Public Schools December 9, 2015 Dorchester County Public Schools is intending to engage the services of a Construction Management at Risk (CMR) firm to oversee and manage the construction of the new North Dorchester High School facility. The selected CMR will manage the bidding, and oversee the construction and closeout of the new facility. Additionally, once the replacement facility is constructed and occupied, the CMR oversee the efficient and effective removal of the existing facility, restoration of the site and closeout of the project. At this time the County intends to have the firm provide these services under the CM-At Risk project delivery method. As such, the CMR will act as the County s construction entity while holding all trade contracts not held by the County. Interested firms are asked to complete the attached CMR Selection Questionnaire and return it, along with all requested attachments, to the County by 3 pm on December 17, This successful submission of this information constitutes prequalification. Please do not contact any parties other than as noted below: Chris Hauge Dorchester County Public Schools 700 Glasgow Street Cambridge, MD Ph , ext 1009 Project Description The Dorchester County Board of Education and County Council intend to build a replacement facility to support the approved education specifications and high school program at a replacement North Dorchester High School. The new (approximately 117,500 sf) facility will be built on the site currently occupied by the existing facility, at 5875 Cloverdale Road, Hurlock, MD, The new facility will be located adjacent to the existing high school a top existing sports facilities. The existing facility will be demolished and site restored per the approved plans and specifications. Currently the design development documents are complete and being reviewed by state funding authorities. The new facility will house instructional and multiple use spaces for the County s approved high school program of study and education specifications. The work includes providing support to maintain instructional, athletic and community use programing, all required temporary and permanent amenities while the new facility is

2 under construction. Upon completion of the replacement facility, the existing facility will be demolished, recycled and the balance of the site work completed along with complete restoration of the site. The County is currently estimating the construction costs to be in the range of $35,000,000-40,000,000, pending completion of design. Currently funding applications have been submitted for review and approval by both local and state funding authorities. Currently the project has State planning approval, and is supported by the Dorchester County Council and the State of Maryland s Public School Construction Program for construction funding to become available in FY2017 and proceed through FY2020. This project will be funded over multiple fiscal years. Final NTP will be issued pending final state approval. Selection Process The selection process will be a two step process in accordance with the regulations of the State of Maryland s Public School Construction Program. The objective is to have a competitive selection process, based on qualifications, experience and price. In order to be considered pre-qualified, all interested firms will respond to the questionnaire and technical response requirements. This first submission will be reviewed and scored by the project steering committee. The project steering committee will select firms for interview and fee submission based on the first submission. The quality of the submission and the information contained therein, will be the sole determining factor in being short-listed. Upon selection and notification of being short-listed, interviews will be scheduled with the project steering committee as noted. Additionally, short-listed firms will be asked to submit a fee at the time of the interview. Specific details on the basis of the fee, including a detailed list of reimbursable expenses, will be provided to the short-listed firms. Short-listed firms will be provided copies of the Educational Specifications, site plan and current architectural plans. Upon review of the second submissions, the project steering committee will make a recommendation to the Superintendent of Schools for Board action. The Board will act on the Superintendent s recommendation. The Board will then formally engage in a Contract with the successful CM. The intended form of Contract will be the AIA A121 CMc 2003 and AGC 565 Standard Form of Agreement Between Owner and Construction Manager where Construction Manager is Also the Constructor, including Amendment #1 to A121. AIA A General Conditions of the Contract for Construction will also be used on this project. 6 Technical Proposal (Up to 200 points) Please answer the following questions, in order, not to exceed 20 pages. Note that for certain questions, a minimum number of points required per question are indicated. Failure to achieve that required minimum number of points indicated may result in the firm not being short-listed, regardless of the total points achieved. : 1. Why should DCPS hire your firm for CMR services for the Construction phase for the Replacement North Dorchester High School? (Up to 10 pts) 2. Describe, in detail, the scope of services to be provided during bidding, construction and closeout. Refer to the list of services noted below that are expected by DCPS as a point of departure. (Up to 5 pts) 3. Critical to the success of this project will be the CMR s ability to maintain a project delivery and execution plan that is reflective of the local and state cash flow projections that are established for the project. What is your teams experience in this regard? Describe your teams approach to this requirement for this project. (Up to 25 pts, minimum of 20 points required to be selected) 4. Describe, in detail, the staffing plan for this project. What staff members will be assigned to this project, including title/role and responsibilities? Indicate if they will be full or part-time, on-site, office, or both. Be specific as how and when the staff will be involved, for Bidding, Pre-Occupancy Construction and Post- Occupancy Construction and Closeout phases. Provide resumes for each. Note that proposed key personnel cannot be changed without express agreement by the Owner. List any other firms who will be involved as your consultants, such as cost estimator, envelope consultant, etc. (Up to 15 pts) 5. Describe similar public education projects that you have provided CMR project delivery (construction) services for (up to three, one page per project), including project name, county, construction cost including change orders, owner info, architect info, MBE plan and participation achieved, contractual role as CMR, and detail description of services provided. (Up to 30 pts, up to 10 points per project, minimum 20 points required to be selected) 6. Indicate your experience and knowledge working with the State of Maryland agencies and their various submittal requirements, forms, standards, etc. (Up to 10 pts, minimum 5 points required to be selected) 7. Describe your understanding and experience in gaining Minority Business Enterprise (MBE) participation. Discuss proposed strategies for achieving maximum, responsible results in achieving this goal. Provide documentation of efforts from projects on Eastern Shore in the last 5 years. (Up to 5 pts) 8. Indicate your experience in delivering similar projects on occupied sites, and your specific concept for managing the Replacement of North Dorchester High School site (subject to modification after contract award and completion of design). (Up to 30 pts, up to 15 points per project, minimum 20 points required to be selected)

Describe your experience in various LEED s sustainable practices, such as installing Variable Refrigerant Flow HVAC Systems, clean-up, re-cycling, waste disposal, IAQ protection, etc. (Up to 20 pts) 10. In the context of experience in the last 5 years and the Construction Management at Risk contract model, document your team s experience in delivering successful, occupied school replacement projects on the Eastern Shore relative to overall quality, shared savings and schedule deadline(s). (Up to 50 pts, up to 25 points per project, minimum 25 points required to be selected)

8 Scope of Services The following is a list of the minimum scope of services expected by DCPS. Refer to question #2 above to elaborate on the list relative to your firm s experience on past similar projects. Be sure to indicate any additional services or scope you feel is applicable to this project. Bidding Services 1. Design team interaction, including: a. Attendance at design team meetings as needed. b. Constructability reviews as needed. c. Advice on materials & methods. d. Code & life safety input. e. Phasing. 2. Participate in Value-Engineering tasks, including offering strategies and methods used successfully in the past and revision of estimates as needed. 3. Development and updating of Project Schedule 4. Provide Guaranteed Maximum Price (GMP) to Owner based on 80% or better CD s. 5. Assist Architect with coordinating various permit activities 6. Project Manual coordination w/ architect (front-end, contracts, bonds, etc.) 7. Create bid packaging strategies / methods for sub-trades, such as number of bid packages, ability to eliminate scope gaps and redundancy in packaging, and write bid package sections for inclusion in Project Manual. 8. Direct and conduct bidding phase activities, such as scheduling of pre-bid meetings and bid openings, document distribution, compiling and assisting Owner/Architect in responding to bidder questions, distributing addenda 9. Oversee bid evaluations and scope reviews, and advise Owner on best course of action. Pre-Occupancy Construction phase activities (Per AIA Contract A121 CMc & General Conditions A201): 1. Maintain, monitor and update schedule, and enforce compliance. 2. Execute project delivery strategy that supports ongoing school district activities while maintaining a safe environment for the public, school district staff, students, etc. 3. Hold, manage and coordinate all trade subcontracts and ensure compliance with project documents and requirements. 4. Provide supervision while any work is occurring on site. 5. Provide monthly updates to Owner (including attendance at monthly Board meetings, identification of constraints, progress photographs, updated schedule, etc.). 6. Conduct separate biweekly progress meetings for owner and subcontractors.

9 7. Process monthly pay applications 8. Shop drawing & submittal processing 9. Review RFI s and other clarifications, respond when possible before forwarding to architect and/or Owner. 10. Address non-performing trades or sub-trades (schedule, inferior quality, etc.) 11. Maintain quality control 12. Coordinate commissioning activities 13. Project completion / close-out 14. Assistance with Owner Fit-out Post-Occupancy Construction activities 1. Site phasing 2. Building Demolition 3. Building Material Recycling 4. Site Restoration 5. Warranty responsibilities 6. Project training, hand-over 7. Coordination of move-in activities Other 1. Capability and capacity to successfully address any challenge that arises in a timely manner to ensure timely delivery of the owner s project.
