1 Mid Michigan Community College REQUEST FOR QUALIFICATIONS FOR CONSTRUCTION MANAGEMENT/CONSTRUCTOR SERVICES PART 1 -- GENERAL INSTRUCTIONS A. PROJECT DESCRIPTION Mid Michigan Community College (the "Owner") is requesting interested companies to submit Requests for Qualifications (RFQ) to provide pre-construction construction services as a Construction Manager/Constructor for the Mt. Pleasant Campus Unification Project (DMB File No. 332/11166.CAK). Mid Michigan Community College s plan calls for a new 102,626 square foot facility that will house liberal arts programs, economic development services, library services, academic support for students. Pending approval of the College Board of Trustees, this RFQ seeks a construction management team to be the Construction Manager/Constructor for all phases of the Mt. Pleasant Campus Unification. The scope that is described in this RFQ is preliminary may be changed as a result of the final plan. Construction budget: $15,300,000 (construction cost is inclusive of all CM fees, general conditions overhead & profit as well as contingencies) Total Project budget: $17,704,000 Construction Duration: 6/2013 through 8/2014 Building Commissioning: Peter Basso Associates Occupancy: July 2014 Architect of Record: Hobbs + Black Associates, Inc. MEP Engineers: Peter Basso Associates Site/Civil Engineer: Rowe Engineering The College intends for this project to be LEED Silver certifiable. B. PROJECT DELIVERY The Project will be constructed using the "construction manager/constructor" project delivery format. The pre-construction, bidding, construction post-construction phase services shall be set forth in more detail in the Request for Proposal the Construction Management Agreement, the form of which will be provided to short-listed contractors, as defined in Section C.2. 1
2 C. INTERVIEWS AND CM SELECTION 1. Selection Criteria. The final Construction Manager selection will be made utilizing "best value criteria" in which award is based upon a combination of qualifications price considerations. Qualifications include competence to perform the required management services; ability to manage the required workload provide qualified personnel, equipment, facilities; past performance as reflected by the evaluation of previous clients with respect to factors such as control of costs, quality of work, meeting deadlines; financial as evidenced by the capability to provide a surety bond equal to one hundred per cent of the contract sum; other similar factors. 2. RFQ Interviews. After the Owner has reviewed all submitted RFQs, interviews will be scheduled with high-scoring contractors. The purpose of the interview will be to meet the proposed project team, become familiar with key personnel, underst the project approach ability to meet the Owner's stated objectives for the Project. Please be prepared to discuss with specificity the contractor's capacity to conduct this work in compliance with the Owner's timetable, budget State of Michigan requirements for capital outlay projects. The interviews will be held August 29-30, 2012 at 1375 S. Clare Ave., Harrison, Michigan The Owner will notify each contractor to schedule individual times for the interviews. The short-list will be announced after all contractor interviews have been completed. 3. Short-List. Upon completion of the RFQ interviews, the Owner will select a short-list of no fewer than three cidates that it considers to be the most qualified, except if the Owner determines that fewer than three contractors are qualified, it will only select the qualified contractors. 4. RFP. The Owner will provide the short-listed contractors a Request for Proposal ("RFP") that will contain a description of the project, including a statement of available design detail, the proposed Owner/Construction Manager Agreement, proposed General Conditions a request for a fee proposal. 5. Pre-proposal Meeting. The Owner will hold a pre-proposal site visit to assist short-listed contractors in preparing their response to the RFP. This meeting will be on September 5, 2012 at 2600 S. Summerton, Mt. Pleasant MI Post-RFP Interviews. The owner may elect to hold post-rfp interviews with short-listed contractors on September 19-20, The purpose of these interviews will be to clarify any questions regarding the proposal to explore further the contractor s qualifications, the scope nature of services expenses or fees pertaining to the project, various technical approaches they may propose for the project. 2

Communication. Contractors considering responding to this RFQ are strictly prohibited from communicating with any member of the project team except as directed in Section E.2 hereof. 9. Cancellation Rejection. The Owner reserves the right to cancel at any time for any reason this solicitation to reject all proposals. The Owner shall have no liability to any proposer arising out of such cancellation or rejection. The Owner reserves the right to waive minor variations in the selection process D. REQUESTED SUBMISSIONS Contractors are required to submit information pertaining to organizational structure, contacts, expertise, compatibility, financial data as requested in Part 2. E.
