3 Health Rights Advocacy Forum Nairobi, Kenya Miano Munene Telephone Grant Amount $30,000 Advocate for the timely development and implementation of health sector legislature, policies and guidelines towards the realization of a devolved health system in Kenya. The project seeks to promote civil society s engagement in national health sector legislation, policy development and implementation. The nnew Constitution in Kenya requires that new legislations, policies, standards and guidelines are put in place to give effect to democratic governance principles in health sector.. The National Values and Principles of Governance in the Constitution requires respect of human dignity, social justice, inclusiveness, equality, human rights, democracy and participation of the people, transparency and accountability among others for its effective implementation. The right to health including reproductive health rights has for the first time been recognized as a right together with other underlying determinants of health like the right to water, food, education etc. This project is based on the premise that the health sector in Kenya requires constructive engagement with CSOs in order to develop robust legislature, policies, standards and guidelines. To advocate for timely development and implementation of health sector legislations, policies, standards and guidelines for the realization of devolved health systems in Kenya. To empower civil society organizations to comprehend proposed health legislature for implementation of the Constitution and the devolution of health services in Kenya. To facilitate civil society to engage with government for the timely development and implementation of legislature, policies and guidelines required for realization of the right to health in Kenya s Constitution. To monitor the processes of implementing the Constitution in Kenya s health sector. Project activities Analyze and review proposed legislations and policies Organize and facilitate policy advocacy dialogue forums Maintain and update the website as a tool for communication and awareness Develop and print policy briefs for advocacy Organize consultative dialogue and feedback sessions Monitoring the implementation of the constitutional processes and project evaluation Expected outcomes Enhanced awareness by civil society and citizens, of the rights and responsibilities envisioned in the New Constitution, health related provisions and opportunities created for enhancing the right to health Informed participation and engagement of civil society and public in development and implementation of laws and policies required for the implementation of the New Constitution Continuous monitoring and review of various legislations, policies, standards and guidelines developed by the ministries through a participatory processes.
4 Kenya AIDS NGO s Consortium Nairobi, Kenya Allan Ragi kanco@kanco.org Telephone Grant Amount USD 28,565 Enhancing CSOs Participation in County Government Health Agenda The overall aim for the project is to improve health sector policy implementation, through engagement of CSOs at the county-level governments. The project will seek to ensure the county governments develop robust and evidence-based health plans, prioritize strategies that have high impact, and set realistic budgets, with a particular emphasis on reaching the poor, vulnerable and most marginalized communities. This will be realized through supporting/facilitating CSOs meaningful participation in health sector policy dialogue, development and review forums in 24 counties in Kenya. The project will also promote stakeholders engagement through planning and hold all partners (county governments, international partners and civil society) accountable to commitments and results at county level. To improve health sector policy implementation through engagement of CSOs at the county-level governments. To take inventory and analyze the 7 health laws which are in line with the new constitution To develop the capacity of 24 CSOs to engage with the County Governments on health To facilitate and provide technical support to 24 CSOs to participate in the county level health policy forums Project activities Analysis of the current health related laws Development of CSOs position paper on county representation as a tool to engage stakeholders Development of a policy brief, which will be a summary of the health laws and provide a background of the advocacy agenda CSOs mobilization at both national and county level Training CSOs on advocacy Supporting CSOs to participate in policy forums and how to articulate issues Expected outcomes: Increased CSOs understanding on health sector reforms in Kenya Increased participation and meaningful engagement of CSOs in health policy forums at the county level Improved development of health strategies and operational plans that are inclusive and informed by health needs of the country Increased resource allocation and accountability in the health sector
5 Mali Health Organizing Project Bamako, Mali Anna Ninan Telephone Grant Amount USD 29, 656 Strengthening the role of civil society in decentralized health systems through radio. Aired twice weekly in Bambara, Radi Sigida Joli (RSJ) is a community health radio show which promotes discussions around the civic engagement in local health issues and governance. Through the Listening Groups and community events, Mail Health works with citizens and CSOs to translate dialogue around health issues into action through listener led campaigns and projects. Led by radio announcers from Sikoro, the show seeks to create a space to voice the concerns of the poor and develop the agency of individuals and CSOs to mobilize around community health needs, participate in the management of local health institutions, and hold their local health institutions responsible for good governance and service provision. 6 ActionAid International Nepal Kathmandu, Nepal Julie Gurung Telephone Grant Amount USD 30,000 Citizen s action for improving basic health services. The goal of the project is to ensure effective basic health care services to the poor and marginalized through increased citizens' participation. The project aims to hold the service providers accountable by enabling and empowering citizens about their rights and engage systemically and constructively with service providers through participatory citizens' led processes to identify and analyze existing power relations, and take steps for service improvement at local level. It also leads towards generating evidences for policy advocacy at all levels: The evidence collected through the participatory process will be used as evidence for policy advocacy at district and national level by producing a Citizens Health Report. To ensure effective basic health care services to the poor and marginalized through increased citizens participation. Introduce and institutionalize the process of public accountability seeking mechanisms in local health facilities Empower women, their groups and networks on the provisions of free health care to claim right to health Sensitize policy makers at local, regional and national levels on the gaps between policy provisions and implementation of free health services Project activities Enabling and empowering citizens on health rights, women s reproductive rights and community scorecard processes Policy and governance advocacy: orienting service providers on health policy and provisions, service assessments by citizens; development of joint assessment reports and plans of action Mass awareness rising: conduct public hearings, hold district and national level policy advocacy workshops Expected Outcomes: Community Score Card process will be introduced at local level and the capacity of citizens on health policy and its analysis will be developed as result. The health management committees become more inclusive in terms of gender, caste and ethnicity: Health facilities will provide free and quality services as envisaged in the national health policy, resulting in :, women having ccess to ANC and PNC care, access to health incentive allowance for safe delivery The health workers will increase their regularity at Health post and Sub-Heath Post (SHP) from 9:00 am to 5:00 pm, while 24 hours delivery service will be available at Primary Health Care Center (PHCC). Women groups will have created emergency funds to access health services: building on their voluntary contribution and contribution received from the village development committees.
7 Family Planning Association of Pakistan Lahore, Pakistan Amna Akhsheed Telephone Grant Amount USD 30,000 Advocating for adolescent and youth reproductive health concerns to be included in provincial health policies in Pakistan. The existing SRH services for young people in Pakistan are essentially being provided by nongovernmental organizations Over the past ten years, organizations have made notable efforts for advocacy on youth SRH issues; awareness raising with young people and adults as well as the introduction of life skills-based modules for adolescents and young people. However, direct clinical, medical and counseling services are still restricted to few organizations who are either limited in outreach or/and limited in the variety of youth SRH services that they can offer. Due to lack of supportive policies and government commitment, the services use a low keyed, cautious approach to avoid back lash or resistance. In terms of policy advocacy, this project will specifically target the Provincial Health Policy makers to recognize the specific needs of adolescent and young people in reference to SRH service provision. The main objective of the advocacy work would be the visibility and inclusion of adolescents, young people and marginalized youth groups in policy documents, which will ensure they are protected through implementation of policies, increased budgetary allocations, and improved quality and access of Reproductive Health services Provincial Health Policies address Reproductive Health concerns of Adolescent and Young People in Pakistan To increase understanding of all stakeholders (Punjab & Sind) on barriers, underlying factors and gaps impeding adolescents and young people's needs and access to Reproductive Health services To advocate for inclusion of the specific Reproductive Health needs of Adolescent and Young People at provincial policy level (Punjab & Sind) Gap analysis of the National Health Policy. Development of advocacy tools for policy makers, highlighting policy gaps. Two capacity building workshops for stakeholders (civil society, media, youth, ministries and parliamentarians) Two interactive dialogues between youth and policy makers Lobbying with parliamentarians Provide technical support to the Provincial Health Departments for drafting of the Provincial Health Policies (Punjab and Sindh) Expected outcomes: Advocacy tools developed for capacity building of policy makers, civil society, youth and media Parliamentarians, young people and other stakeholders developed as Adolescent and Youth Reproductive Health advocates Adolescent & Youth RH needs and Health Policy gaps placed high on the agenda of policy makers Provincial Health Policies (Punjab & Sindh) drafted with inclusion of adolescent & youth Reproductive Health needs
8 Save the Children UK Sierra Leone Telephone Grant Amount USD 29,998 The Election Health Advocacy Project. Freetown, Sierra Leone Alexandra Readhead a.readhead@savethechildrensierraleone.org Save the Children UK in Sierra Leone will partner with a local civil society organization - Health Alert - to effectively utilize the 2012 elections to push maternal and child health forward, securing it as a core national priority for the next Government. In consultation with Health Alert and other stakeholders in the health sector, it was identified that there is a need to use the election as a platform to first ensure bi-partisan political support for the Free Healthcare Initiative, and secondly, to secure a concrete plan to operationalize the Abuja Target of spending 15% of Sierra Leones national budget on health recently re-stated in the Sierra Leone Health Compact. To ensure that child and maternal health is a key election issue for both candidates and voters in Sierra Leone in 2012 To secure commitments from key political parties and candidates that the Free Health Care Initiative will be maintained by the next Government, and the 15% Abuja Target operationalized. To mobilize public support for key election asks by providing voters with relevant information and facilitating opportunities for direct dialogue with candidates at National and District level. Lobby political parties to adopt the Health Manifesto. Generate media interest in the 'Health Manifesto'. Follow activities to ensure commitments are upheld. Facilitate District Electoral Forums in Districts Facilitate national level public debates Expected outcomes are: National and District level plans to sustain the Free Healthcare Initiative, and address crisis of human resources for health, and health financing. Increased voter participation in the election process by attending District Electoral Forums; National Debates; and engaging in media activities.

Analyse des actions programmatiques du PNDS, du budget et des dépenses de la santé Elaboration et validation du cadre de suivi-évaluation y compris les outils de collecte des données Préparation et dissémination des résultats Cartographie des donateurs existants au niveau national et régional Identification des besoins en renforcement des capacités et organisation de deux sessions de formation Recensement et analyse des différents engagements historiques et actuels, mapping des évènements clés, des entités décisionnaires et des cibles en matière de politique de santé pour le plaidoyer Organisation de cinq débats télévisés interactifs sur le thème droit et l accès aux services de santé Expected outcomes are: Deux rapports de progrès de la mise en œuvre du PNDS sont élaborés et diffusés Le volume du budget alloué à la santé a augmenté et est bien géré Vingt cinq (25) responsables des OSC maîtrisent les techniques de plaidoyer, de collecte des données et de reporting.
10 Action Group for Health, Human Rights and HIV/AIDS Kampala, Uganda Wesite Apophia Agiresaasi Telephone Grant Amount USD 30,000 Engaging civil society organizations, Government and Development partners for improved health outcomes in Uganda. AGHA will focus on strengthening the capacity of CSOs in policy monitoring and advocacy, produce CSO alternative reports (shadow reports) on the performance of health sector, and hold coordination meetings for CSOs to share information and influence policy processes at national and local government levels. AGHA will also monitor the implementation of health budgets and promote efficiency and effectiveness in utilization of health budgets. In the past AGHA has been compiling donor calendars to inform the public on how responsive the Government of Uganda and donors are, in fulfilling their commitments in the compact they signed in financing the health sector in Uganda. AGHA will therefore continue with this process for the next 18 months. This will increase influence on health financing campaigns. AGHA will continue to monitor implementation of health budgets using resource monitoring tools and hold government and donor accountable. To improve the capacity of civil society organizations (CSOs) to meaningfully engage with government and development partners on health policy processes within the International Health Partnerships (IHP+) framework in Uganda and contribute to efficiency and effectiveness in health service delivery. To strengthen the capacity of civil society organizations to participate in the formulation, implementation and analysis of health policies in Uganda To increase engagement between CSOs, Government and Donors in the health policy processes in Uganda To strengthen coordination, networking and information sharing mechanisms for civil society organizations to effectively advocate for improved health indicators in Uganda Train CSOs in monitoring health budget implementation process Produce simplified copies of health policies and disseminate to d CSOs Produce a CSO shadow report on the performance of the health sector in 2011/2012 and 2012/2013. 11 Coalition for Health Promotion and Social Development Kampala, Uganda Rosette Mutambi Telephone Grant Amount USD 26,114 Safe-guarding public health, through the full use of TRIPS flexibilities in Uganda. The project aims at increasing public awareness on the current IPR enforcement mechanisms and CSO participation in development of an Intellectual Property Rights policy framework for the country but also resurrecting the Industrial Property Bill and having it fully utilize flexibilities set out in the TRIPS Agreement. There are also developments at the EAC level where an Anti-Counterfeit Goods Bill and Policy are being developed in addition to other efforts to increase local pharmaceutical production. The project will enable CSO contribution to these activities. The project will also bring together a wider stakeholder group to include other sectors apart from health; that is education and agriculture. This will provide a wider forum to share lessons and engage on IPR. Increasing Ugandans access to essential medicines by safeguarding Uganda s interests on IPR Increase awareness and understanding of IPR issues by CSOs under the Uganda Coalition on Access to Essential Medicines Influence development of national policy framework on IPR and utilization of TRIPS Flexibilities in IPR legislations Partnership building and coordination of Uganda CSOs to safeguard Ugandans interests in IPR Two half day trainings for CSOs to increase their skills and capacity to discuss and disseminate information on IPR Monitoring parliamentary and other agencies agendas in IPR with special emphasis on the East African policy on counterfeiting. Monitor and engage in consultations on the development of a Nation IPR Policy Framework Encourage CSOs to lobby for the finalization of the Intellectual Property Bill that is beneficial for the country Forums will be created for the day to day sharing of information, communications and updates Stakeholder mapping and analysis Meeting with stakeholders to interest them in IPR and access to medicine issues Expected outcomes are: Increased CSO participation and debate Government IPR Policy that utilizes TRIPS Flexibilities A strong CSO coalition on IPR and access to medicines
