2 NGVA Europe shares offices with Eurogas In September 2010 the NGVA Europe Board of Directors sent Matthias Maedge to Brussels to operate from our new liaison office. Since April 2011 we are based in Avenue Corthenberg 172, 1000 Brussels, in the Eurogas office building. The Associaition head office is still based in Madrid from where the rest of the staff is operating. 2

9 Energy Roadmap 2050 The Energy Roadmap 2050 (second half 2011) will follow the Roadmap for a Low- Carbon Economy (80-95% reduction in EU greenhouse gas emissions below 1990 levels by 2050). The White Paper on transport will help in the preparation of the energy roadmap, as transport developments are a major factor in energy system developments (reduction of at least 60% of GHGs by 2050 vs 1990). Public Consultation (Consultation period 20/12/2010 to 07/03/2011) Beside its role in power generation gas has still a major role in the residential sector and a huge potential exists for an increased penetration of natural gas vehicles in the transport sector. A technology pair is needed for power storage. Batteries cannot buffer huge electricity amount, ( ), a fuel like natural gas would be the ideal solution to capture renewable electricity as natural gas and lower Europe's fossil fuel dependence! 10 Transport Roadmap 2050 In the first of the sectoral Roadmaps, the Transport 2050 Roadmap (White Paper on transport COM(2011) 144 final), the focus is on creating a Single European Transport Area to achieve a competitive and resource efficient transport system by % less GHG emissions below 1990 levels by 2050 (70% below 2008) Breaking the transport system's dependence on oil. A number of benchmarks: e.g. phasing out conventionally fuelled cars in cities by 2050 and halving their use by 2030; deliver an EU-wide core network of transport corridors with efficient transfer between transport modes. Final consumption of oil by transport could decrease by about 70% by Clean Transport Systems The aim of the Clean Transport Systems (CTS) initiative, foreseen for end 2011, is to present a consistent long-term alternative fuel strategy and possible measures to Spn 550 LD take in the short and medium HDS term. 11 White Paper on transport 2011 What is in for Bio Natural Gas: The Commission White Paper on transport published on 28 th March 2011 aims at dramatically reducing Europe's dependence on imported oil and cut carbon emissions in transport by 60% by Methane (NG/Biomethane) is mentioned as one of the alternatives. - Importance of CNG, LNG and biogas for medium and long distance road transport and the shipping sector (at least 40% cut in shipping emissions set as target). - Methane will also make an important contribution to achieve the predominant target to have no more conventionally fuelled cars in cities by 2050, in order to improve local air quality and reduce noise exposure. - Large fleets of urban buses, taxis and delivery vans are particularly suitable for the introduction of alternative propulsion systems and fuels, the paper says. 11

17 Commission Study. Impact of electric vehicles catie/impact_of_electric_v ehicles/1153 April 2011 There exist many uncertainties with respect to crucial issues such as: Battery technology (energy capacity in relation to vehicle range, charging speed, durability, availability and environmental impacts of materials). Well to-wheel impacts on emissions. Interaction with electricity generation. Cost and business case of large scale introduction. The scenarios identified describe the following (see p. 23): In all three scenarios, most of the additional electricity is expected to be generated from gas and coal. Tak ing into account the emissions deriving from electricity consumption and not tak ing into account the effects of the EU Emissions Trading System (ETS), the EV scenarios 1 and 3 achieve overall CO2 cuts of 4 and 9% of passenger car emissions in The ICEV breakthrough Scenario 2 has stronger impacts: 21% lower CO2 emissions in As part of the remaining CO2 emissions from power production will automatically fall under the EU ETS, it will have to be compensated elsewhere. If we assume that the greenhouse gas emissions from additional electricity demand are zero because of the ETS, the CO2 reduction is equal to the reduction in exhaust emissions cited above: 15% in Scenario 1 and 27% in Scenario 3. Conclusion: An electric vehicle on a well-to-wheel basis (taking into account the whole production chain) is not producing less CO2 emissions in the best case scenario than a Natural Gas Vehicle (without biomethane share). 17

22 Strong presence at Commission level NGVA Europe is the only member for Methane in the Expert Group on Future Transport Fuels (First report published 25th January) NGVA Europe contributes as the only stakeholder for Methane to the High-Level group CARS 21 (interim report in June 2011) NGVA Europe consults the European Commission on the STTP (Strategic Transport Technology Plan) regarding research and innovation priority areas and the CTS (Clean Transport Systems) guide on technology feasibility and future market share scenarios. NGVA Europe is also member of SGG (Smart Gas Grids) and several other working groups. 22

23 Strong presence in European Parliament NGVA Europe is increasingly well connected at MEP level and already organised or supported two breakfast roundtables in EP, which have been hosted by different MEPs. NGVA Europe closely follows and networks in several parliament committees affecting important policy fields for NG/biomethane: Transport, Energy, Environment, etc. NGVA Europe issues Position Papers in preparation or response to various political initiatives by the Commission or the European Parliament (such as Energy Taxation, Infrastructure build-up for alternative fuels, etc.). NGVA Europe CRC (Country Representatives Committee) increasingly important. 23
