Background Innovation and Business Skills Australia (IBSA) works in partnership with industry and key stakeholders in the vocational education and training (VET) sector to develop the business and innovation skills that are critical to the success of Australian industries, enterprises and their workforce. IBSA is one of eleven Industry Skills Councils recognized and funded by the Australian Government to provide advice regarding the training needs of Australians and Australian industry. IBSA covers the industry sectors of Business Services; Cultural and Creative industries; Education; Financial Services; Information and Communication Technologies; and Printing and Graphic Arts. IBSA has a vital dual role. Firstly, through national industry engagement we provide leadership and a critical focal point for research, advice and training product development across our industries that are central to the Australian economy. Secondly, IBSA provides practical advice and authority on generic, employability and creative skills that increasingly drive the Australian innovation-based economy and are critical within the community more broadly. While effort has been made in the past to align international IT Skills frameworks to specific industry (vendor) certifications, many of these projects look at one vendor only and in many cases do not show the relationship to other industry programs and/or industry frameworks. Aligning the Australian Training Package ICA 11 (Information and Communications Technology) to recognized international skills and competency frameworks would provide a way for employers and educators of ICT services to view and understand the relationship between each. The overall goal would not just be an uptake of ICA 11 but to also provide employers the confidence that ICA 11 meets their needs and for educators that they are delivering qualifications that align to industry, as well as industry frameworks. 7 Accordingly, IBSA engaged Communications and Training Connections to undertake a project with the following components: - Map the major qualifications from ICA 11 against o Occupation Title, Key Words, Competency s, Qualifications, Australia Computer Society (ACS) Alignment, & SFIA level - Provide a diagram for each Qualification which outlines how the each intersects with ACS, and SFIA (including key attributes/levels/skills) This report represents the final report for this project 1.2 ICA 11 and Industry Certification use in the VET Sector There is empirical evidence that many schools across Australia are including industry certifications as a core part of their curriculum as it is helping those schools be more industry focused and producing outcomes that are more reflective of industry needs. Though there has been no official report or study done in Australia to validate this, there are currently programs in place in countries like Singapore & Malaysia where government support of Industry Certifications are not only encouraged, but are also Government funded. The Infocomm Development Authority of Singapore (IDA) has an ICT Skills program called CITREP 1 (Critical Infocomm Technology Resource Programme) where (depending on the program) up to 70% of the course fee and industry certification exams costs are paid for by IDA. In Malaysia, the Ministry of Higher Education funds a program called 3P Program Pentauliahan Professional" 2 or Industry-Based Certification Program in English. This program is offered to graduating students at Malaysian University s and Polytechics to give them an opportunity to study and gain related Industry Certifications to help them gaining employment in ICT. While there is no formal recognition of Industry Certifications or Industry Frameworks in Australia, a number of schools do formally include and recognize Industry Certifications as part of a Qualification. 50% of a Charles Sturt University 3 I.T Masters is made up of Industry Certifications with the certification used as the formal assessment for that subject. 1 Source: Resource-Programme-CITREP 2 Source: Mapping of Qualifications to Industry Accreditation/Certification Standards - Page 7

8 1.2 ICA 11 and Workplace Skill Needs An essential component of workforce management is to ensure that workplace skilling and re-skilling needs are met The ICA 11 Information and Communications Technology Training Package is a critical element in managing the provision of Australian workforce I.T Skills development. In the 2009 report to IBSA, Scoping Review of the ICA 05 Information and Communications Technology Training Package Vs3.0, Marcus Bowles and Paul Wilson suggested that the international relevance and recognition of ICA 05 is non existent and an alignment to a framework like SFIA be seen as a better option. Aligning ICA 11, Industry Certifications, The SFIA framework and ACS Certification will great help in the support for industry to take-up national standards against globally recognized job competency frameworks This report provides a high level view of the relationships between the 4, and identifies each other s alignment(s) as they related to the ICA 11 Training package. It will also establish the benefit of IBSA co-marketing nationally recognized qualifications, which would map to the respective groups own certifications or frameworks. 4 4 Further work would be required for detailed mapping and validated beyond the ICA 11 competency level. 9 Introduction (The Computing Technology Industry Association) is a global provider of IT certifications. They offer 16 certification exams in PC support, networking, servers, Linux, security and more. has been delivering certification exams for more than 20 years and are unique in the certification industry in that all exams delivered are vendor-neutral. This vendor neutral approach allows a tighter alignment to ICA 11 as there is little to no product specific information taught or examined. exams are currently externally proctored thru Pearson VUE 2.3 Industry and Career Alignment has created a roadmap 5 that maps the most commonly used Industry Certifications against Job Roles. This roadmap is further broken down by skill level. While this chart is a good example of industry certification to job role alignment the chart does not cover the alignment to National Training Packages or Industry Skills Frameworks like SFIA. Skills Framework for the Information Age (SFIA) 3.1 Overview SFIA 6 (pronounced like the name Sofia ) is a competency framework to describe the skills needed to fulfill roles within the ICT sector. SFIA is logical two-dimensional framework that defines 96 professional IT skills, organized in six categories, each of which has several subcategories. It also defines seven levels of attainment, each of which is described in generic, nontechnical terms. SFIA was developed in London over 10 years ago. More than 80 Government and business organizations took part in developing this framework. Nowadays it has been translated into Spanish, Japanese and some other languages and has over 17,000 subscribers from more than 90 countries including the USA and Europe, India, Japan and more. This framework is used world wide as a preferred way of describing ICT skills. SFIA is being increasingly adopted in Australia and is already being used by many organizations including the Commonwealth and Queensland Governments, Caltex, Westpac and Queensland Rail. The Department of Defense in Australia require all contract tenders to include a list of staff with their relevant SFIA level and skill. SFIA is generally seen as a HR framework to practice and manage IT staff performance. 12 3.2 How SFIA Works The Skills Framework for the Information Age provides a clear model for describing IT practitioners skills. It is constructed as a two-dimensional matrix. 7 On one axis of the framework are the SFIA Levels. These define the different levels of responsibility and accountability exercised by IT practitioners. Each of seven generic levels - from new entrant to the most senior level - is defined in terms of autonomy, influence, complexity and business skills. Figure 3: SFIA Levels FIA's other axis presents the whole set of SFIA skills. These are defined in a way that makes them easily recognizable in the workplace: the practical nature of the descriptions means that they can effectively be used to describe the capabilities of a person and the needs of a job or class of professionals. 7 Source: Mapping of Qualifications to Industry Accreditation/Certification Standards - Page 12

13 The skills are presented for convenience in categories that are further broken down into subcategories. The categories and subcategories are purely for the convenience of the SFIA user: they form a navigation aid. For example, SFIA does not claim to be offering a standard definition of the term 'Business change', nor is it suggesting that this should be the title of a business role or job. It is simply a heading under which to group certain related skills. Figure 4: SFIA Categories Outcomes for organizations using the SFIA framework to assist in employing ICT professionals include: Retaining staff through targeted recruitment and training Reducing IT project risks Enhancing professionalism and effectiveness of the IT function. 14 The SFIA framework focuses on activities such as Building project planning and professional skills Project management Sustainability Procurement Results orientation experience 3.3 SFIA Assessment It is important to note that SFIA assessment is Qualitative rather than Quantitative, which we normally associate with ICT. SFIA is a two-dimensional framework that defines 96 professional IT skills and assessment is generally looked at in two parts i.) ii.) Qualifications held by an employee Demonstrated job skills for that SFIA category and skill matched by resume or project work related to that skill. SFIA also takes into account work experience as part of the assessment process. This differs greatly from Vendor Certifications and ATQF competencies in that the exams for each only assess their knowledge of the topic. Not is they have practical work experience at that level. 15 4. Australian Computer Society (ACS) 4.1 Overview The Australian Computer Society (ACS) 8 is the professional association for Australia s Information and Communication Technology (ICT) sector. Their goal is to help our members be the best they can be. They are passionate about recognizing professionalism, developing ICT skills and building a community with a true sense of belonging. ACS members are committed to the pursuit of excellence and the highest standards of professional conduct. They strive for ICT to be recognized as a driver of innovation in society, relevant across all sectors. ACS is generally recognized as the voice of Australian ICT, representing all practitioners in business, government and education. Their Code of Ethics upholds professional standards while the society s advocacy and policies help the ICT profession grow. 4.1 ACS Certification ACS delivers a certification framework that provides business, government and consumers with assurance that specialist expertise has been independently assessed and validated. ACS provides two levels of professional certification: Certified Technologist; aligned to SFIA level 3 skills, and Certified Professional; aligned to SFIA level 5 skills. ACS was the first international computer society to become accredited under International Professional Practice Partnership (IP3). Because of this, ACS members who attain Certified Professional status are also entitled to use the IP3 post-nominal IP3P. ACS professional certifications are technology agnostic and recognize transferrable skills. Applicants must also commit to a code of ethics, a code of professional practice, and continuing professional development (CPD). Individuals must first become a member of the ACS before they can apply for ACS certification. Mappings 5.1 Setting a baseline In order to map the relationship between ATQF, Vendor Certifications, SFIA and ACS a baseline needs to be established with least two of the various frameworks in order for an accurate relationship map to occur. As outlined in the Scoping Review of the ICA 05 Information and Communications Technology Training Package Vs3.0, despite differences in various frameworks, there are connection points, which allow for ways to compare and map competencies. SFIA and ACS assessment for their respective skill levels are based on the number of years or demonstrable industry experience are/or related proof of project work to that skill. 46 6. Conclusions & Recommendations While the ICA 11 Training package delivers a comprehensive framework for ICT skills across all qualification levels. There are a number of issues that prevent it from being more widely adopted outside of the traditional education institutions. Since 1999 there has only been 3 updates to the ICT Training package (ICA 99, 05 and 11). Today there is an argument that a number of ICT skills used in industry today such as Cloud, Virtualization, Big Data & Mobility are not adequately covered in the training package, if at all. Learning institutes are trying to juggle the need to meet Training Package rules to deliver qualifications (and in turn gain access to funding) as well as deliver on industry requirements for their students by including vendor programs as part of the Certificate, Diploma etc. Another of the primary reasons appears to be the perceived lack of contemporary relevance that nationally recognized I.T qualifications have to individuals and enterprise. In an industry that doesn t require a license i.e. telecommunications to work, Training Packages are often seen as separate to and different from industry endorsed vendor programs. Further, I.T Certifications are seen a currency which is recognized globally by employers. An ATQF endorsed qualification does not have that same recognition. However, many Industry Certifications are already covered in the training package but this information is not clearly articulated (i.e through a playbook or other how to type document) nor is the certification exam recognized in any formal way towards training package assessment. IBSA has the opportunity to develop a solution to overcome these perceptions. The high level mappings outlined in Chapter 5 show that relationships exists between ICA 11, Vendor Certifications (), SFIA and ACS. However a high level diagram that shows the relative relationships between each of the respective frameworks is only the beginning. IBSA should look at the creation of implementation tools and other resources to ATQF qualifications and related industry frameworks together. It is recommended that IBSA consider building on the outcomes of this report and sponsor the development of detailed mapping work, implementation tools and a robust marketing strategy to both disseminate the projects alignment outcomes and to build IBSA s credentials as a key player in Australia s IT Skills formation space. Mastery certification candidates must be able to integrate multiple enterprise disciplines through the application of advanced skills. Mastery certifications can be taken as a standalone credential or as an advanced step in a specific certification career path. Advanced Security Practitioner (CASP): Covers enterprise security; risk management; research and analysis; and integration of computing, communications, and business disciplines. Professional Series professional certifications cover the technical skills and knowledge needed to succeed in a specific IT career.
