We Know-How to Approach Change To achieve reform program objectives and sustainable transformation, we apply these underlying principles to aid well-managed change: Establish governance arrangements to facilitate visible sponsorship and leadership of the program Engage stakeholders effectively through collaboration, so they actively own the change Use change management processes to link planning, implementation, transition and sustainment Carefully plan, fully scope and adequately fund the organisational change Optimise the use of the organisation s infrastructure and resources Assign resources to tasks, which match the scope and skills requirements of the change activity Clearly define roles and responsibilities for an integrated and effective team Articulate the benefits, costs, achievability and urgency of change, so that everyone understands Never impose change from the outside to increase the likelihood of success Continually review the effectiveness of the organisational change. 3 We Know Public Sector Organisations Public sector organisations operate in an increasingly complex and diverse environment. They face ambitious reform programs and must implement significant changes in a business-as-usual environment. They are often under intense pressure to deliver outcomes in a resource-constrained environment because it is the top priority of government. Essentially, the organisational components subject to reform must maintain their regulatory and delivery responsibilities until the transition to the new organisation occurs. The organisation cannot be distracted or overcome by the additional workload of change. QinetiQ Australia identifies change activities that are innovative, practical, predictable and achievable while taking into account the accountabilities of the organisation and its resources. People are an integral part of any reform program. The right people with the right skills are needed to drive and sustain change. The approach must be adaptable to the requirements of many stakeholder groups and their unique cultures. QinetiQ Australia s change process is iterative and we use a range of techniques to deliver specific outcomes, including: Change and benefits management, which provides all stakeholders with evidence that the program can deliver an effective and measurable impact Change management governance to ensure activities are effectively managed and the program remains focused on the agreed vision, objectives, outcomes and benefits Stakeholder engagement, which is structured to build commitment, support and understanding and manage expectations against the agreed visions and benefits Organisational alignment to generate enhanced capability, so the organisation s environment adeptly supports the implementation of beneficial change and individuals clearly understand their role in program delivery Communications to effectively build a shared and consistent understanding of the program and produce messages that clearly represent the individual impacts and expectations of change Training and performance support to provide impacted people with the skills, tools and knowledge they need to operate in their new environment Continuous improvement to assess if the program has achieved the intended objectives, has been completed within expected costs and has realised the planned benefits, which should continue after the transition to sustainment. 4 PAGE PAGE 5
