2 What is PPGS? PPGS is the Plataforma Portuguesa da Geotermia Superficial (Portuguese Platform for Shallow Geothermal Energy). It was created to disseminate and credibilize Shallow Geothermal Energy in Portugal, through the intervention in several relevant areas for the activity development and implementation, namely related with legislation, information, dissemination, training and investigation. This was accomplished through the signature of a protocol that took place in January 21st 2013, among four institutions : 1 - Direção Geral de Energia e Geologia (DGEG) National Directorate of Energy and Geology 2 - Agência de Energia (ADENE) Agency for Energy Coordination Group 3 - Associação Portuguesa de Geólogos (APG) Portuguese Association of Geologists 4 - Laboratório Nacional de Energia e Geologia (LNEG) National Laboratory for Energy and Geology Other institutions have given their support, namely the Instituto Politécnico de Setúbal (IPS) and the Ordem dos Engenheiros Técnicos (OET) or Agência Nacional para a Qualificação e o Ensino Profissional (ANQUEP).

5 The evolution of the concept of Geothermal Energy and the new ways to exploit heat from sub-surface lead to the need of the development of legislation adapted to the new concept of Shallow Geothermal Energy and to regulate adequately the activity. Therefore, several activities were conducted: Promotion of debate about the national market; Analysis of the European standards and the market practises in other countries; Development of legislation that establishes the juridical regime of the uses of geothermal energy towards the knowledge increase and promotion of the activities related with geothermal use. Another important goal is the cooperation to promote the contribution of very low enthalpy geothermal energy in the Plano Nacional das Energias Renováveis (Renewable Action Plan) (PNAER), towards a progressive reduction of the energetic dependence on fossil fuels, either by environmental or economical reasons. 6 Its main goal is to join the best practises in use in Europe with the qualifications imposed by the normatives, through the promotion of a well informed geothermal community with the newest technologies that assure quality and sustainability of this geological resource. These goals are achieved with a set of initiatives: Cooperation in profiles definition and technical referentials of the professionals involved; this work is to be undertaken in straight cooperation with professionals of the area Following the works developed by GEOTRAINET aisbl, European entity that promotes and certifies training for installers. Portugal is recently part of this european entity through APG. Training Group (coordinated by LNEG)

7 Articulation of the entire installers certification process and their recognition at European level within the framework developed of the concerted action on Renewable Energies, CA-RES (Concerted Action on Renewable Energy Sources Directive), namely in Core Team 3 RES Heat ( Contribution to the content the UFCD modules referred to Shallow Geothermal, that will be inserted in the solar thermal installers curricula to present to ANQUEP. Preparation of a School Contest with ABAE ( about Shallow Geothermal postponed due to financial reasons. Letter of support to the project Solar assisted Geothermal Heat Pumps boost up in European-SolGeo (Intelligent Energy Europe call 2013) (DGEG/PPGS). 14 Final Remarks Most of these iniciatives and actions conducted and/or supported by PPGS are not visible or mediatic; They comprise a lot of backstage and cooperation work among all the involved institutions; No one involved in PPGS is dedicated in full time to Geothermal Energy. But PPGS hopes is following the right way to lead to a consistent promotion and sustainable implementation of this renewable energy that may play an important role to our country and economy.
